中國(guó)航空動(dòng)力機(jī)械研究所民品業(yè)務(wù)單元組合優(yōu)化研究

【摘要】:中國(guó)航空動(dòng)力機(jī)械研究所(簡(jiǎn)稱(chēng)“動(dòng)研所”)是我國(guó)唯一集型號(hào)研制、預(yù)先研究為一體的中小型航空發(fā)動(dòng)機(jī)及直升機(jī)傳動(dòng)系統(tǒng)科研院所。在“軍品為本,民品興業(yè)”的總體發(fā)展戰(zhàn)略下,動(dòng)研所的民品發(fā)展面臨經(jīng)營(yíng)體制落后、優(yōu)勢(shì)資源和能力分配不均、技術(shù)軍轉(zhuǎn)民力度不足、市場(chǎng)環(huán)境多變、外部競(jìng)爭(zhēng)激烈等各種問(wèn)題。如何使研究所的資源和能力與不斷變化的外部環(huán)境相適應(yīng),實(shí)現(xiàn)研究所民品產(chǎn)業(yè)(簡(jiǎn)稱(chēng)“民品”)的可持續(xù)增長(zhǎng)和健康發(fā)展,是本論文研究的主題。 本文首先對(duì)動(dòng)研所民品產(chǎn)業(yè)發(fā)展的基本情況及其所擁有的資源和能力進(jìn)行了簡(jiǎn)述和分析,同時(shí),以動(dòng)研所的總體發(fā)展戰(zhàn)略為指導(dǎo),通過(guò)深入的調(diào)研以及大量數(shù)據(jù)和文字資料的搜集整理,從行業(yè)環(huán)境、市場(chǎng)環(huán)境、競(jìng)爭(zhēng)和經(jīng)營(yíng)狀況等方面對(duì)各民品業(yè)務(wù)單元進(jìn)行了詳細(xì)的認(rèn)知和分析。然后運(yùn)用SWOT和波士頓矩陣等分析工具,采取定性與定量、理論與實(shí)踐相結(jié)合的研究方法,對(duì)研究所各民品業(yè)務(wù)單元發(fā)展的內(nèi)、外部環(huán)境進(jìn)行了詳細(xì)分析和評(píng)估,,明確了發(fā)展或放棄的業(yè)務(wù)單元,在此基礎(chǔ)上提出了民品業(yè)務(wù)單元的組合優(yōu)化戰(zhàn)略,并重點(diǎn)設(shè)計(jì)了核心業(yè)務(wù)單元的拓展戰(zhàn)略。最后,從經(jīng)營(yíng)體制、資本運(yùn)作、人力資源、品牌建設(shè)等方面提出了戰(zhàn)略實(shí)施的保障措施。 本文以動(dòng)研所這樣一個(gè)具有典型軍工性質(zhì)的科研院所的民品產(chǎn)業(yè)作為研究對(duì)象,旨在對(duì)國(guó)防工業(yè)科研院所的軍民融合式民品發(fā)展道路進(jìn)行一些有益的探索,為有中國(guó)特色的軍工科研院所的民品發(fā)展戰(zhàn)略提供一定的借鑒。
[Abstract]:The China Institute of Aeronautical Power Machinery ("CAPM") is the only scientific research institute of small and medium-sized aero-engine and helicopter transmission system which is developed and researched in advance in China. Under the overall development strategy of "military products as the foundation, civil products development", the development of civil products of the Institute is faced with the backward management system, uneven distribution of superior resources and capabilities, insufficient technical conversion of military to civilian, and changeable market environment. Fierce external competition and other issues. How to adapt the resources and capabilities of the Institute to the changing external environment and realize the sustainable growth and healthy development of the Institute's civil products industry (referred to as "civil goods") is the subject of this thesis. In this paper, the basic situation of the development of the civil products industry and the resources and capabilities of the Institute are briefly described and analyzed, and the overall development strategy of the Institute is taken as the guide. Through the deep investigation and the collection and arrangement of a lot of data and written materials, this paper makes a detailed cognition and analysis on the business units of various civil goods from the aspects of the industry environment, market environment, competition and business situation. Then using SWOT and Boston matrix analysis tools, adopting the qualitative and quantitative, theoretical and practical research methods, the internal and external environment of the development of various business units of civil goods in the Institute are analyzed and evaluated in detail. On the basis of this, the combinatorial optimization strategy of civil products business unit is put forward, and the expansion strategy of core business unit is designed. Finally, this paper puts forward the safeguard measures of strategic implementation from the aspects of management system, capital operation, human resources, brand construction and so on. This paper takes the civil products industry of a typical military industry research institute as the object of study, aiming to make some beneficial exploration on the road of the military and civil integration development of the research institute of national defense industry. It provides some reference for the civil product development strategy of military research institutes with Chinese characteristics.
