質(zhì)量技術(shù)監(jiān)督對(duì)食品加工過(guò)程影響研究

【摘要】:食品安全問(wèn)題是目前全社會(huì)最為關(guān)注的重大問(wèn)題,正是由于近來(lái)年我國(guó)及世界食品事故頻出,引起了全社會(huì)對(duì)于食品安全的關(guān)注。質(zhì)量技術(shù)監(jiān)督是我國(guó)各項(xiàng)產(chǎn)品質(zhì)量的把關(guān)性部門(mén),它肩負(fù)著食品安全的重任,責(zé)任重于泰山。2009年7月20,《中華人民共和國(guó)食品安全法實(shí)施條例》頒布施行。這對(duì)規(guī)范我國(guó)食品加工科技的運(yùn)用、對(duì)加強(qiáng)食品安全的監(jiān)督管理、對(duì)提高食品安全管理水平和保障群眾身心健康起到了決定性作用。 由于食品加工技術(shù)的廣泛運(yùn)用和推廣,許多相關(guān)企業(yè)為使產(chǎn)品獲得高產(chǎn)和為追逐較高利益,大批量地非法運(yùn)用技術(shù),導(dǎo)致食品安全問(wèn)題層出不窮。如:多寶魚(yú)(學(xué)名大菱蝦),竟是用違禁藥物“喂”大的;三鹿奶粉非法添加三聚氰胺事件;“地溝油”、“瘦肉精”等,這些食品安全事件嚴(yán)重威脅著人民的生命財(cái)產(chǎn)安全?茖W(xué)技術(shù)的確是一把雙刃劍,人們需要理性的認(rèn)識(shí)和利用。進(jìn)入二十一世紀(jì),科學(xué)技術(shù)越來(lái)越多的運(yùn)用到了社會(huì)生活的各個(gè)領(lǐng)域當(dāng)中,人類(lèi)合理利用科學(xué)技術(shù)會(huì)惠及后代,反之則帶來(lái)是災(zāi)難。縱觀近年來(lái)的食品安全事件,絕大部分是對(duì)初級(jí)農(nóng)產(chǎn)品運(yùn)用不當(dāng)?shù)募庸ぜ夹g(shù)造成的。這里有企業(yè)逐利的主觀性行為,也有非主觀人為因素導(dǎo)致,如“金浩茶油”致癌物苯并(a)芘超標(biāo),屬于生產(chǎn)工藝技術(shù)上的問(wèn)題。因此,食品加工技術(shù)的合理利用和有效監(jiān)管成為社會(huì)管理的新課題。 食品安全是廣大人民群眾的身體健康和生命的安全保障,黨中央、國(guó)務(wù)院高度重視,采取多種措施不斷加強(qiáng)食品監(jiān)管。但當(dāng)前我國(guó)乃至全世界食品安全形勢(shì)依然嚴(yán)峻,必須采取更有為效的措施,完善和加強(qiáng)食品安全監(jiān)管。為進(jìn)一步推進(jìn)我國(guó)質(zhì)量技術(shù)監(jiān)督的食品安全監(jiān)管工作,本研究以食品安全問(wèn)題為切入點(diǎn),分析了近年來(lái)食品安全事故頻發(fā)的原因,特別是重點(diǎn)剖析了質(zhì)量技術(shù)監(jiān)督在監(jiān)管食品加工技術(shù)中所起到的重要作用,比較了國(guó)外發(fā)達(dá)國(guó)家的監(jiān)管模式,結(jié)合國(guó)內(nèi)的現(xiàn)狀,提出了加強(qiáng)食品安全監(jiān)管的意見(jiàn)和建議。希望本文能對(duì)我國(guó)以后的食品安全監(jiān)管工作的研究起到一定的參考作
[Abstract]:The problem of food safety is the most important concern of the whole society at present. It is due to the frequent occurrence of food accidents in our country and the world recently, which has caused the attention of the whole society to food safety. Quality technology supervision is the key department of the quality of our products. It shoulders the responsibility of food safety, and the responsibility is over Mount Tai in July 20, < 20. The regulations for the implementation of food safety law in People's Republic of China have been promulgated and implemented. This has played a decisive role in standardizing the application of food processing science and technology in our country and on strengthening the supervision and management of food safety. It has played a decisive role in improving the level of food safety management and ensuring the health of the masses.
Because of the wide application and popularization of food processing technology, many related enterprises have caused the problem of food safety to come out in an endless stream to make products high yield and pursue higher interests and to pursue high profits in large quantities. For example, turbot (school named rhombus shrimps) is "fed" with illegal drugs; Sanlu milk powder is illegally added melamine. "Gutter oil", "lean meat essence" and so on, these food safety events seriously threaten the safety of the people's life and property. Science and technology are indeed a double-edged sword. People need rational understanding and use. In twenty-first Century, more and more science and technology have been applied to all fields of social life, and human beings make rational use of science. Technology will benefit future generations, and vice versa. In recent years, most of the food safety incidents in recent years have been caused by improper processing technology for primary agricultural products. There are subjective and non subjective factors leading to enterprises, such as "Jin Hao tea oil" carcinogen, benzo (a) pyrene (benzo) pyrene, which belongs to production technology. Therefore, the rational use and effective supervision of food processing technology has become a new topic of social management.
Food safety is the health of the people and the safety of life. The Central Committee of the party and the State Council attach great importance to a variety of measures to continuously strengthen food supervision. However, the food safety situation in China and the world is still grim, and more effective measures must be taken to improve and strengthen food safety supervision. The food safety supervision work of national quality and technology supervision, this study takes the food safety as the breakthrough point, analyzes the reasons for the frequent occurrence of food safety accidents in recent years, especially the important role of quality and technology supervision in the supervision of food processing technology. Suggestions and suggestions for strengthening food safety supervision are put forward. It is hoped that this paper will play a certain role in the future research on food safety supervision in China.
