【摘要】：食品安全問(wèn)題已成為社會(huì)公眾關(guān)注的焦點(diǎn)之一。食品安全問(wèn)題不僅危害人們的健康,損害消費(fèi)者的權(quán)益,也直接關(guān)系到經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定,甚至?xí)绊扅h和政府的形象。本文從食品安全誠(chéng)信機(jī)制構(gòu)建入手,運(yùn)用結(jié)構(gòu)方程、博弈論等知識(shí),構(gòu)建政府、食品生產(chǎn)企業(yè)、媒體和消費(fèi)者之間的食品安全保障誠(chéng)信機(jī)制。從而提高食品行業(yè)整體質(zhì)量水平,保障廣大人民群眾的身體健康和生命安全,同時(shí),對(duì)促進(jìn)我國(guó)誠(chéng)信機(jī)制構(gòu)建也具有重要的理論意義和現(xiàn)實(shí)意義。 本文首先對(duì)國(guó)內(nèi)外的食品安全保障現(xiàn)狀進(jìn)行研究,分析食品安全保障存在的問(wèn)題和不足,然后結(jié)合我國(guó)食品安全保障的特點(diǎn),提出了食品安全保障應(yīng)首先要構(gòu)建食品安全保障的誠(chéng)信機(jī)制這一論點(diǎn)。食品安全保障誠(chéng)信機(jī)制的構(gòu)建需依托激勵(lì)理論和威懾理論,這兩種理論通過(guò)正式約束和非正式約束來(lái)促使食品利益相關(guān)者的來(lái)遵守誠(chéng)信。誠(chéng)信機(jī)制構(gòu)建必須找出側(cè)重點(diǎn)、著力點(diǎn),因此文章利用結(jié)構(gòu)方程來(lái)研究食品安全保障機(jī)制的影響因素,通過(guò)調(diào)查問(wèn)卷的形式,得出誠(chéng)信機(jī)制需要各方的努力,而食品企業(yè)是影響誠(chéng)信機(jī)制構(gòu)建的最主要因素,同時(shí)政府、食品企業(yè)、媒體之間存在著相關(guān)關(guān)系,為了理清這種關(guān)系,文中又借助了博弈論知識(shí),對(duì)食品企業(yè)之間、政府和企業(yè)之間、政府和媒體之間他們進(jìn)行了博弈分析,分析納什均衡的結(jié)果,然后采取相應(yīng)性的對(duì)策。通過(guò)對(duì)模型結(jié)構(gòu)進(jìn)行分析,然后筆者進(jìn)一步提出了從追溯機(jī)制、監(jiān)管機(jī)制、獎(jiǎng)懲機(jī)制、預(yù)警機(jī)制、宣傳機(jī)制、誠(chéng)信管理機(jī)制六個(gè)方面來(lái)建設(shè)我國(guó)的食品安全保障誠(chéng)信機(jī)制。文章最后以上海市為例,詳述了上海市為保障食品安全,構(gòu)建誠(chéng)信機(jī)制所采取的措施,為其他城市提供有價(jià)值的參考。 本文在研究方法的選取上，，將文獻(xiàn)研究與調(diào)查分析相結(jié)合,歷史研究與實(shí)證研究相結(jié)合,定性研究與定量研究相結(jié)合,也更加完善了食品安全誠(chéng)信機(jī)制研究的理論體系：
[Abstract]:Food safety has become one of the focuses of public attention. Food safety is not only harmful to people's health and consumers' rights and interests, but also directly related to economic development and social stability, and even affects the image of the Party and the government. This paper starts with the construction of food safety credit mechanism, and applies the knowledge of structure equation and game theory to construct the food safety guarantee credit mechanism between government, food production enterprises, media and consumers. Therefore, it is of great theoretical and practical significance to improve the overall quality of the food industry and to ensure the health and safety of the masses. At the same time, it is of great theoretical and practical significance to promote the construction of the credit mechanism in China. In this paper, the current situation of food safety at home and abroad is studied, and the problems and shortcomings of food security are analyzed, and then the characteristics of food security in China are combined. This paper puts forward the argument that the food safety guarantee should first construct the honesty mechanism of the food safety guarantee. The construction of food safety guarantee credit mechanism depends on incentive theory and deterrence theory. These two theories urge food stakeholders to abide by good faith through formal and informal constraints. Therefore, the paper studies the influencing factors of food safety and security mechanism by using structural equation, and through the form of questionnaire, draws the conclusion that honesty mechanism needs the efforts of all parties. The food enterprise is the most important factor that influences the construction of the credit mechanism. At the same time, there is a correlation among the government, food enterprises and the media. In order to clarify this relationship, the article also makes use of the knowledge of game theory to improve the relationship between the food enterprises. Between the government and the enterprise, between the government and the media, they carried on the game analysis, analyzed the Nash equilibrium result, then took the corresponding countermeasure. Through the analysis of the model structure, the author further puts forward six aspects to construct the food safety guarantee credit mechanism of our country from the tracing mechanism, the supervision mechanism, the reward and punishment mechanism, the early warning mechanism, the propaganda mechanism and the credit management mechanism. Finally, taking Shanghai as an example, the measures taken by Shanghai to ensure food safety and build up a good faith mechanism are described in detail, which can provide valuable reference for other cities. In the selection of research methods, this paper combines literature research with investigation and analysis, historical research with empirical research, qualitative research with quantitative research, and improves the theoretical system of food safety integrity mechanism research.
