【摘要】：煉化工程建設項目具有技術復雜、高投入、高風險的特征,正確選擇與規(guī)范實施工程項目管理模式是工程建設項目管理的核心問題。國際工程發(fā)展的趨勢表明，EPC和PMC是大型煉化工程發(fā)展的主流模式和必然選擇。由于業(yè)務規(guī)模、國際化程度的不同，國內大型煉化集團公司如中國石化、中國海油和中國神華集團均在各自領域內探索了多種主導工程項目管理模式。相比之下，，由于歷史的原因，中國石油在工程建設上各類模式并行，且運行不規(guī)范，在先進模式采用上，與國外甚至國內同行業(yè)差距較大，急需建立中石油煉化工程建設模式的選擇標準與實施規(guī)范。 在對比分析的基礎上，以中石油建設模式選擇的內外因素為出發(fā)點，梳理出一套適合中石油的各類典型工程的項目組織管理模式推薦體系：“業(yè)主+PMC+EPC”模式、“IPMT+EPC+監(jiān)理”模式、“業(yè)主+EPC+監(jiān)理”模式和“業(yè)主+E+P+C+監(jiān)理”模式，詳細說明了各模式的基本特點、工作流程、各參與方關系界面及關鍵控制點等，最后，提出對目前中國石油煉化工程建設組織管理體系和煉化工程建設項目管理模式的改進建議，提出多項組織、制度上的措施，推進中石油工程建設水平的穩(wěn)步提升。
[Abstract]:Refinery and chemical engineering construction projects have the characteristics of complex technology, high investment and high risk. It is the core problem of engineering construction project management to correctly select and standardize the implementation of project management mode. The trend of international engineering development indicates that EPC and PMC are the mainstream mode and inevitable choice of large-scale refinery and chemical engineering development. Due to the difference of business scale and internationalization, domestic large refining and chemical group companies such as Sinopec, China Sea Oil and China Shenhua Group have explored various leading engineering project management models in their respective fields. In contrast, due to historical reasons, all kinds of models of PetroChina in engineering construction run in parallel and are not standardized. In the use of advanced models, there is a big gap between China Petroleum and other countries or even the same industry at home and abroad. It is urgent to establish the choice standard and practice standard of the construction mode of PetroChina refining and chemical engineering. On the basis of comparative analysis, taking the internal and external factors of PetroChina's construction mode selection as the starting point, this paper sorts out a recommendation system of project organization and management mode suitable for various typical projects of PetroChina: "owner PMC EPC" model. "IPMT EPC supervision" mode, "owner EPC supervision" mode and "owner E P C supervision" mode are described in detail. The basic characteristics of each model, workflow, the interface of each participating party and key control points are described in detail. Finally, This paper puts forward some suggestions for improving the management system of petroleum refining and chemical engineering construction organization and construction project in China at present, and puts forward several organizational and institutional measures to promote the steady improvement of the construction level of petroleum engineering in China.
