基于ERP環(huán)境下電網(wǎng)企業(yè)財(cái)務(wù)管控機(jī)制研究

【摘要】:隨著電力體制改革的深入推進(jìn)和市場(chǎng)競(jìng)爭(zhēng)機(jī)制的引入,國家電網(wǎng)公司自實(shí)施財(cái)務(wù)集約化管理模式以來,工作效率得到了一定程度的提升,但在內(nèi)部控制、流程運(yùn)行時(shí)效性、流程運(yùn)行效果等方面出現(xiàn)了一些新問題,因此本文選擇從財(cái)務(wù)管控機(jī)制的角度來分析、研究、提高企業(yè)管控能力。 本文綜合采用歷史分析方法和調(diào)查分析方法。既重視邏輯推演、歸納分析等規(guī)范性研究方法,也重視案例分析的實(shí)證研究方法。 本文通過研究ERP環(huán)境下財(cái)務(wù)管控機(jī)制的研究,以各種先進(jìn)管理理論為基礎(chǔ),密切結(jié)合電網(wǎng)企業(yè)的宏觀經(jīng)濟(jì)環(huán)境和微觀實(shí)際經(jīng)營管理情況,,尤其是當(dāng)前的ERP管理現(xiàn)狀,以強(qiáng)化財(cái)務(wù)管控角度為切入點(diǎn),對(duì)多項(xiàng)管理理論進(jìn)行認(rèn)真辨析,重點(diǎn)借鑒流程管理與精細(xì)化管理的先進(jìn)思想,使其深入融合到電網(wǎng)企業(yè)ERP管理的實(shí)際工作中,為電網(wǎng)企業(yè)決策、管理、分析提供更為可靠的財(cái)務(wù)信息。 本文研究的意義在于通過對(duì)現(xiàn)有研究文獻(xiàn)的總結(jié)、梳理,歸納與分析,結(jié)合ERP環(huán)境的特點(diǎn),增加流程再造理論、流程管理理論、精細(xì)化管理理論深度和廣度,建立由職能、流程、標(biāo)準(zhǔn)、績效、制度構(gòu)成的財(cái)務(wù)-業(yè)務(wù)協(xié)同管理機(jī)制,建立符合流程化、標(biāo)準(zhǔn)化、規(guī)范化、精細(xì)化的內(nèi)部控制體系,提升核心競(jìng)爭(zhēng)力;建立符合權(quán)責(zé)對(duì)等思想的績效考核激勵(lì)機(jī)制;建全符合國家法律、法規(guī)和國家電網(wǎng)公司規(guī)章制度的內(nèi)部控制制度,完善制度保障體系,從而全面提升電網(wǎng)建設(shè)與運(yùn)營管理的效果。
[Abstract]:With the deepening of electric power system reform and the introduction of market competition mechanism, the work efficiency of State Grid Company has been improved to a certain extent since the implementation of the financial intensive management mode, but in the internal control, process running timeliness, There are some new problems in the effect of process operation, so this paper chooses to analyze, study and improve the management and control ability of enterprises from the angle of financial control mechanism. This article uses the historical analysis method and the investigation analysis method synthetically. It not only pays attention to the normative research methods such as logic deduction and inductive analysis, but also pays attention to the empirical research methods of case analysis. Through the research of financial control mechanism in ERP environment, based on various advanced management theories, this paper closely combines the macroeconomic environment of power grid enterprises and the microcosmic actual management situation, especially the current situation of ERP management. From the angle of strengthening financial control and management, this paper makes a careful analysis of several management theories, and focuses on drawing lessons from the advanced ideas of process management and fine management, so as to integrate them into the actual work of ERP management in power grid enterprises and make decisions for power grid enterprises. Manage, analyze and provide more reliable financial information. The significance of this study lies in the summary, combing, induction and analysis of the existing research literature, combining with the characteristics of ERP environment, adding the theory of process reengineering, the theory of process management, the depth and breadth of the theory of fine management, and establishing the functions of the theory. Process, standard, performance, system constitute the financial-business cooperation management mechanism, establish a flow, standardization, fine internal control system, enhance the core competitiveness; To establish a performance appraisal and incentive mechanism in line with the idea of equal rights and responsibilities, to establish an internal control system that conforms to the laws, regulations and regulations of the State Grid Company, and to perfect the system guarantee system, In order to improve the overall effect of grid construction and operation management.
