內(nèi)蒙古黃花灘風(fēng)電場項(xiàng)目的造價(jià)動(dòng)態(tài)集成管理研究

【摘要】:風(fēng)力發(fā)電具有無污染、可再生、占地少、建設(shè)周期短的特點(diǎn),被譽(yù)為“21世紀(jì)的潔凈能源”。隨著風(fēng)電技術(shù)的日益成熟,風(fēng)力發(fā)電是目前最具有發(fā)展前途的可再生能源之一。工程造價(jià)是風(fēng)電項(xiàng)目建設(shè)中一項(xiàng)重要程序,實(shí)施高效高能的工程造價(jià)管理,就需要建立完善的造價(jià)管理系統(tǒng)。通過對項(xiàng)目的細(xì)致分解和細(xì)化,并構(gòu)造相應(yīng)的繼承系統(tǒng)模型,在此基礎(chǔ)上實(shí)現(xiàn)網(wǎng)絡(luò)計(jì)劃的控制,以更好地集成控制項(xiàng)目的造價(jià)、進(jìn)度等。此外,利用這種方式我們還能夠建立責(zé)任分配矩陣,這樣工程造價(jià)管理的責(zé)任就能夠更好地加以落實(shí),提高管理的時(shí)效性。為了更好地對工程造價(jià)進(jìn)行控制,工程造價(jià)管理系統(tǒng)是首要的,且其需要將即時(shí)的造價(jià)水平反映給管理者,使其與計(jì)劃方案進(jìn)行細(xì)致的分析、對比,從而更好地進(jìn)行造價(jià)控制。從當(dāng)前的情況來看,企業(yè)在管理系統(tǒng)的建設(shè)上面并不是十分重視,存在著很大的滯后性,已經(jīng)完成的工作信息雖然能夠在系統(tǒng)中得以顯示,但是至于其他的動(dòng)態(tài)控制、預(yù)測等方面則顯得不是十分專業(yè)。工程造價(jià)動(dòng)態(tài)集成管理很好地克服了這一缺陷。 本文將依托內(nèi)蒙古黃花灘風(fēng)電場項(xiàng)目,并參考有關(guān)理論和實(shí)踐資料,以加強(qiáng)對工程造價(jià)集成管理的研究深度,仔細(xì)研究造成造價(jià)管理系統(tǒng)滯后性的主要因素,引出了集成管理的觀念,在此基礎(chǔ)上對集成管理的模型做了相應(yīng)的探討和分析,并初步對造價(jià)管理系統(tǒng)進(jìn)行了設(shè)計(jì)。整個(gè)項(xiàng)目的集成控制模型建立起來后,又提出基于模型的動(dòng)態(tài)集成管理方法及優(yōu)化目標(biāo),全面實(shí)現(xiàn)了黃花灘風(fēng)電項(xiàng)目工程造價(jià)的動(dòng)態(tài)集成管理。文章隨后又探討了內(nèi)蒙古黃花灘風(fēng)電工程造價(jià)動(dòng)態(tài)集成管理的應(yīng)用效果分析,根據(jù)動(dòng)態(tài)集成管理理論,選取相應(yīng)指標(biāo),對動(dòng)態(tài)集成原理在黃花灘風(fēng)電項(xiàng)目中的應(yīng)用效果和發(fā)揮的作用做出客觀的評價(jià)。論文最后結(jié)合應(yīng)用實(shí)例對系統(tǒng)進(jìn)行了驗(yàn)證,并提出切實(shí)可行的相關(guān)配套建議。本文的研究對于黃花灘風(fēng)電項(xiàng)目的工程造價(jià)具有理論與實(shí)際指導(dǎo)意義,同時(shí)也在工程造價(jià)研究領(lǐng)域拓展了新的思路,為今后工程造價(jià)理論研究和項(xiàng)目實(shí)際提供了強(qiáng)有力的參考。
[Abstract]:Wind power generation has the characteristics of non-pollution, renewable, less land occupation and short construction period, so it is praised as "clean energy in the 21st century". With the development of wind power technology, wind power generation is one of the most promising renewable energy. Project cost is an important procedure in wind power project construction. It is necessary to establish a perfect cost management system to implement high efficiency and high energy project cost management. Based on the detailed decomposition and refinement of the project and the construction of the corresponding inheritance system model, the control of the network plan is realized so as to better integrate and control the cost and schedule of the project. In addition, in this way, we can also set up the responsibility distribution matrix, so that the responsibility of project cost management can be better implemented, and the timeliness of management can be improved. In order to better control the project cost, the project cost management system is the most important, and it needs to reflect the immediate cost level to the manager, so that it can be carefully analyzed and compared with the plan scheme, so that the cost control can be better carried out. From the current situation, enterprises in the construction of management systems is not very important, there is a great lag, the completed work information can be displayed in the system, but as for other dynamic control, Prediction and other aspects are not very professional. The dynamic integrated management of project cost overcomes this defect well. This paper will rely on the project of Huanghuatan wind farm in Inner Mongolia, and refer to the relevant theoretical and practical data, in order to strengthen the research depth of integrated management of project cost, and carefully study the main factors that cause the lag of cost management system. The concept of integrated management is introduced. On this basis, the model of integrated management is discussed and analyzed, and the cost management system is preliminarily designed. After the establishment of the integrated control model of the whole project, the dynamic integrated management method based on the model and the optimization goal are put forward. The dynamic integrated management of the project cost of Huanghuatan wind power project is realized in an all-round way. The paper then discusses the application effect of dynamic integrated management of wind power project cost in Huanghuatan, Inner Mongolia. According to the theory of dynamic integrated management, the corresponding indexes are selected. The application effect and function of dynamic integration principle in Huanghuatan wind power project are evaluated objectively. Finally, the system is verified with an application example, and some practical suggestions are put forward. The research in this paper is of theoretical and practical significance to the project cost of Huanghuatan wind power project, and it also extends new ideas in the field of project cost research, which provides a strong reference for the theoretical research of project cost and the project practice in the future.
