【摘要】：全球經(jīng)濟(jì)一體化進(jìn)程的不斷加快和社會(huì)分工的日益細(xì)化,使不同企業(yè)之間互相提供外協(xié)件、配套件的比例日益增大,任何企業(yè)的生產(chǎn)與運(yùn)營(yíng)都必須從外界獲取原材料。因此,采購(gòu)成為企業(yè)項(xiàng)目管理的重要組成部分,而采購(gòu)質(zhì)量的高低直接影響著企業(yè)工程項(xiàng)目最終質(zhì)量的優(yōu)劣,更決定了企業(yè)最終的效益。石化企業(yè)具有連續(xù)、全天候生產(chǎn)的特點(diǎn),裝置設(shè)備持續(xù)處于高溫、高壓以及高腐蝕的狀態(tài),介質(zhì)易燃、易爆、有毒,生產(chǎn)建設(shè)所需物資種類多、規(guī)格雜、數(shù)量大,采購(gòu)物資的質(zhì)量更是直接關(guān)系到石化項(xiàng)目的安全。為此,石化項(xiàng)目采購(gòu)質(zhì)量管理極為重要,惟有從源頭管理和保證質(zhì)量,才能真正避免質(zhì)量事故發(fā)生,保證工程項(xiàng)目順利運(yùn)營(yíng)和驗(yàn)收。 本文運(yùn)用采購(gòu)質(zhì)量管理理論,以筆者負(fù)責(zé)的福建煉油化工有限公司煉油乙烯一體化項(xiàng)目采購(gòu)(IGCC)為案例,研究了石化工程總承包項(xiàng)目采購(gòu)質(zhì)量管理中存在的問(wèn)題,分析了問(wèn)題產(chǎn)生的原因,指出在目前的石化項(xiàng)目采購(gòu)管理中,急需系統(tǒng)推進(jìn)項(xiàng)目采購(gòu)全過(guò)程管理、供應(yīng)商“動(dòng)態(tài)量化考核”、采購(gòu)物資高標(biāo)準(zhǔn)檢驗(yàn)這三大核心舉措,同時(shí)配以科學(xué)合理的采購(gòu)質(zhì)量管理組織機(jī)構(gòu)和高素質(zhì)的采購(gòu)隊(duì)伍等系列保障措施,以此提高項(xiàng)目采購(gòu)質(zhì)量、促進(jìn)采購(gòu)活動(dòng)的價(jià)值增值,增加企業(yè)的競(jìng)爭(zhēng)優(yōu)勢(shì)。
[Abstract]:With the acceleration of the process of global economic integration and the increasing refinement of the social division of labor, different enterprises provide each other with external components, and the proportion of accessories is increasing day by day. The production and operation of any enterprise must obtain raw materials from the outside world. Therefore, procurement has become an important part of enterprise project management, and the quality of procurement directly affects the final quality of enterprise engineering project, and determines the final benefit of the enterprise. Petrochemical enterprises have the characteristics of continuous, all-weather production, equipment in high temperature, high pressure and high corrosion state, medium flammable, explosive, toxic, production and construction needs many kinds of materials, miscellaneous specifications, large quantity, The quality of purchasing materials is directly related to the safety of petrochemical projects. Therefore, it is very important to manage the purchasing quality of petrochemical project. Only by managing the source and guaranteeing the quality, can the quality accident be avoided and the project be operated smoothly and accepted. Based on the theory of purchasing quality management and taking the IGCC as an example, this paper studies the problems existing in the procurement quality management of the general contracting project of petrochemical engineering, the author of which is responsible for the procurement of IGCC in Fujian Petroleum Refinery and Chemical Co., Ltd. This paper analyzes the causes of the problems, and points out that in the current procurement management of petrochemical projects, there is an urgent need to systematically promote the whole process management of the project procurement, the supplier "dynamic quantitative assessment", and the high standard inspection of procurement materials. At the same time, a series of guarantee measures such as scientific and reasonable purchasing quality management organization and high quality purchasing team are used to improve the project purchasing quality, promote the value increment of purchasing activities, and increase the competitive advantage of enterprises.
