國(guó)家電網(wǎng)公司組織結(jié)構(gòu)優(yōu)化研究

【摘要】:國(guó)家電網(wǎng)公司是2002年成立的一家區(qū)域性經(jīng)營(yíng)電網(wǎng)業(yè)務(wù)的大型公司。在我國(guó),經(jīng)營(yíng)電網(wǎng)業(yè)務(wù)的公司共有兩個(gè),一個(gè)是國(guó)家電網(wǎng)公司,另一個(gè)是南方電網(wǎng)公司,兩個(gè)公司的業(yè)務(wù)范圍按行政區(qū)域劃分。本文討論的組織結(jié)構(gòu)優(yōu)化僅指國(guó)家電網(wǎng)公司,不包括南方電網(wǎng)公司。 國(guó)家電網(wǎng)公司在2012年對(duì)公司所屬的20多個(gè)省級(jí)子公司、100多個(gè)地市級(jí)子公司進(jìn)行了組織結(jié)構(gòu)優(yōu)化,建立代號(hào)為“三集五大”的新組織結(jié)構(gòu)。這次組織結(jié)構(gòu)優(yōu)化的目的是要通過(guò)信息化業(yè)務(wù)流程的幫助來(lái)實(shí)現(xiàn)組織結(jié)構(gòu)扁平化,實(shí)現(xiàn)管理職能的上劃。“三集五大”組織結(jié)構(gòu),預(yù)計(jì)到2013年底全部完成!叭笔侵竿ㄟ^(guò)組織結(jié)構(gòu)的整合優(yōu)化,實(shí)現(xiàn)人力資源、財(cái)務(wù)資產(chǎn)、物資三類(lèi)管理職能的集約化管理,“五大”是指通過(guò)組織結(jié)構(gòu)整個(gè)優(yōu)化,實(shí)現(xiàn)電網(wǎng)規(guī)劃、電網(wǎng)運(yùn)行、電力營(yíng)銷(xiāo)、電網(wǎng)檢修、電網(wǎng)建設(shè)管理五大類(lèi)核心業(yè)務(wù)的扁平化、專(zhuān)業(yè)化。本文運(yùn)用實(shí)證分析的方法,對(duì)國(guó)家電網(wǎng)公司組織結(jié)構(gòu)具體的優(yōu)化方案,優(yōu)化過(guò)程進(jìn)行了詳細(xì)分析,對(duì)于人力資源、財(cái)務(wù)資產(chǎn)、物資設(shè)備怎樣通過(guò)組織結(jié)構(gòu)優(yōu)化實(shí)現(xiàn)集約化管理進(jìn)行了詳細(xì)闡述,對(duì)于大建設(shè)、大規(guī)劃、大運(yùn)行、大營(yíng)銷(xiāo)、大檢修這五大核心業(yè)務(wù)模塊優(yōu)化后的組織架構(gòu)及主要業(yè)務(wù)流程進(jìn)行了分析。 本文對(duì)電網(wǎng)公司組織結(jié)構(gòu)優(yōu)化的進(jìn)程進(jìn)行了跟蹤分析,并對(duì)于國(guó)外發(fā)達(dá)國(guó)家在不同體質(zhì)下,電力行業(yè)的特點(diǎn)以及電網(wǎng)的管理模式,通過(guò)分析其他國(guó)家電力公司組織結(jié)構(gòu)的優(yōu)劣,對(duì)我國(guó)電網(wǎng)公司組織結(jié)構(gòu)的優(yōu)化起到借鑒意義。文章還簡(jiǎn)要分析組織結(jié)構(gòu)的類(lèi)型以及組織結(jié)構(gòu)優(yōu)化理論,通過(guò)對(duì)企業(yè)組織結(jié)構(gòu)不同類(lèi)型進(jìn)行分析比較,分析不同組織類(lèi)型的優(yōu)缺點(diǎn),以此來(lái)分析國(guó)家電網(wǎng)公司正在進(jìn)行的組織結(jié)構(gòu)優(yōu)化是否可行。最后,,文章對(duì)電網(wǎng)公司組織結(jié)構(gòu)優(yōu)化的進(jìn)程和這次組織結(jié)構(gòu)優(yōu)化的目的、意義以及預(yù)期效果進(jìn)行了分析,論證了以扁平化、集約化和和專(zhuān)業(yè)化為方向,以統(tǒng)一信息平臺(tái)、統(tǒng)一管理標(biāo)準(zhǔn)和支撐服務(wù)為保障,做強(qiáng)公司總部、做實(shí)省公司、實(shí)現(xiàn)全公司資源、業(yè)務(wù)、管理向總部和省級(jí)集中的這種組織結(jié)構(gòu)相對(duì)于過(guò)去的組織機(jī)構(gòu)而言是優(yōu)化的,為有效解決制約國(guó)家電網(wǎng)公司發(fā)展的體制機(jī)制問(wèn)題邁出了關(guān)鍵的一步,全面提升了國(guó)家電網(wǎng)公司管理水平,實(shí)現(xiàn)向管理要效益、要質(zhì)量的目的,率先完成了企業(yè)的轉(zhuǎn)型升級(jí)。由于共同的歷史原因,我國(guó)大型中央企業(yè)普遍存在管理層級(jí)多、鏈條長(zhǎng)、專(zhuān)業(yè)化水平不高、管理缺乏標(biāo)準(zhǔn)化手段等共性問(wèn)題,面臨相似的體制機(jī)制障礙。國(guó)家電網(wǎng)公司“三集五大”組織結(jié)構(gòu)的嘗試,為我國(guó)大型企業(yè)轉(zhuǎn)變發(fā)展方式做出了成功探索,提供了可行的實(shí)踐經(jīng)驗(yàn)。
[Abstract]:State Grid Corporation is a regional power grid business established in 2002 a large company. In China, there are two power grid companies, one is the State Grid Company, the other is the Southern Power Grid Company, the two companies' business scope is divided according to the administrative region. The organizational structure optimization discussed in this paper only refers to the State Grid Company, not the Southern Power Grid Company. In 2012, State Grid Company optimized the organizational structure of more than 20 provincial subsidiaries, more than 100 prefecture-level subsidiaries, and established a new organizational structure codenamed "three sets and five". The purpose of the organizational structure optimization is to achieve flat organizational structure and management function with the help of information business process. The organizational structure of "three sets and five" is expected to be completed by the end of 2013. "three sets" refers to the intensive management of the three management functions of human resources, financial assets and materials through the integration and optimization of the organizational structure. The "five major" refers to the overall optimization of the organizational structure to realize the power network planning and power grid operation. Power marketing, grid maintenance, grid construction management of the five major types of core business flat, professional. Using the method of empirical analysis, this paper makes a detailed analysis of the specific optimization scheme and optimization process of the organizational structure of State Grid Company, for human resources, financial assets, How to realize intensive management of materials and equipment through organizational structure optimization is elaborated in detail. For large construction, big planning, large operation, big marketing, The optimized organization structure and main business process of the five core business modules are analyzed. In this paper, the process of optimizing the organizational structure of power grid companies is followed and analyzed, and the characteristics of power industry and the management mode of power grid in developed countries are analyzed through the analysis of the advantages and disadvantages of the organization structure of power companies in other countries. It can be used for reference to optimize the organizational structure of power grid companies in China. The article also briefly analyzes the types of organizational structure and the theory of organizational structure optimization, through the analysis and comparison of different types of organizational structure, analyzes the advantages and disadvantages of different organizational types. In order to analyze the State Grid Company is working on organizational structure optimization is feasible. Finally, the paper analyzes the process of the optimization of the organizational structure of the power grid company and the purpose, significance and expected effect of the optimization of the organizational structure, and demonstrates that the unified information platform is based on the direction of flatness, intensification and specialization. Unified management standards and support services are used to ensure that the company's headquarters should be strengthened, the provincial company will be strengthened, the whole company's resources, business, and management will be centralized at the headquarters and the provincial level. This organizational structure is optimized in comparison with the past organizations. In order to effectively solve the problem of the system and mechanism that restrict the development of State Grid Company, it has taken a key step, promoted the management level of the State Grid Company in an all-round way, realized the goal of seeking benefits from management and quality, and took the lead in completing the transformation and upgrading of enterprises. Due to common historical reasons, there are many common problems in large central enterprises of our country, such as many levels of management, long chain, low level of specialization, lack of standardized means of management, and so on, and they face similar obstacles of system and mechanism. The attempt of the organization structure of "three sets and five big" in State Grid Company has made the successful exploration for the transformation and development mode of the large enterprises in our country, and has provided the feasible practical experience.
