【摘要】：作為一項重要公共職能,電力普遍服務(wù)由政府主導(dǎo)、電力企業(yè)承擔(dān),全社會共同受益,目的在于重點(diǎn)提高偏遠(yuǎn)落后地區(qū)生活質(zhì)量。電力普遍服務(wù)具有所有普遍服務(wù)的共同特點(diǎn)與要求：首先,普遍服務(wù)必須是針對所有的(或者絕大部分)用戶；其次,普遍服務(wù)的價格可以為用戶所接受；最后,普遍服務(wù)要有一定的質(zhì)量保證。對電力普遍服務(wù)的實(shí)施效果分析涉及到其經(jīng)濟(jì)效益與社會意義分析,因此需要研究電力普遍服務(wù)的社會福利函數(shù)。 本文以電力普遍服務(wù)社會福利函數(shù)為研究對象,分析電力普遍服務(wù)的內(nèi)涵與特性,從電力普遍服務(wù)公共產(chǎn)品屬性的角度闡述其公平與效率：從期望效用與前景理論角度出發(fā),分析電力普遍服務(wù)受助個體的差異性及導(dǎo)致差異性的影響因素；從社會福利角度出發(fā),結(jié)合西方經(jīng)濟(jì)學(xué)、福利經(jīng)濟(jì)學(xué)、社會福利函數(shù)相關(guān)理論,通過對個體的客觀、主觀兩面分析,刻畫出基于期望效用與前景理論的電力普遍服務(wù)社會福利函數(shù),并通過數(shù)據(jù)計算、結(jié)果分析,對構(gòu)建的電力普遍服務(wù)社會福利函數(shù)進(jìn)行分析與檢驗(yàn),完善相關(guān)研究成果,為政府相關(guān)政策的制定奠定堅實(shí)的實(shí)證基礎(chǔ),并希望能夠推進(jìn)我國電力普遍服務(wù)事業(yè)的發(fā)展以及促進(jìn)和諧社會的建設(shè)。
[Abstract]:As an important public function, the power universal service is dominated by the government, the electric power enterprise undertakes, the whole society benefits together, the purpose is to improve the quality of life in the remote and backward areas. Universal power services have the common characteristics and requirements of all universal services: first, universal services must be addressed to all (or most) users; secondly, the prices of universal services are acceptable to users; and finally, Universal service must have certain quality assurance. The analysis of the effect of power universal service is related to the analysis of its economic benefit and social significance, so it is necessary to study the social welfare function of power universal service. This paper takes the social welfare function of universal service of electric power as the research object, analyzes the connotation and characteristic of the universal service of electric power, expounds its fairness and efficiency from the point of view of the attribute of the public product of electric power universal service, and sets out from the angle of the theory of expected utility and prospect. From the perspective of social welfare, combining western economics, welfare economics, social welfare function related theories, through the objective of the individual, the paper analyzes the difference of the power universal service recipients and the influencing factors that lead to the difference. Based on the theory of expected utility and prospect, the social welfare function of electric power universal service is described by subjective two-sided analysis. Through data calculation and result analysis, the power universal service social welfare function is analyzed and tested. Improve the relevant research results for the government to lay a solid foundation for the formulation of relevant policies and hope to promote the development of China's electric power universal service and promote the construction of a harmonious society.
