【摘要】：節(jié)能減排，發(fā)展低碳經(jīng)濟(jì)是十二五期間從中央到地方政府都非常關(guān)注的工作重點(diǎn)。在廣東省制定的《珠江三角洲地區(qū)改革發(fā)展規(guī)劃綱要（2008-2020年）》中明確提出“大力推進(jìn)綠色發(fā)展”，其三大措施分別是加快主體功能區(qū)建設(shè)，加強(qiáng)節(jié)能減排和資源節(jié)約，大力發(fā)展低碳經(jīng)濟(jì)和循環(huán)經(jīng)濟(jì)。 為建設(shè)綠色環(huán)保的現(xiàn)代化城市中心示范區(qū)域，探索現(xiàn)代化城市公共服務(wù)外包的發(fā)展模式，廣州市政府決定在珠江新城核心區(qū)實(shí)施集中供冷。廣州珠江新城能源有限公司作為華南首個(gè)建成投產(chǎn)的城市CBD核心區(qū)域集中供冷項(xiàng)目的建設(shè)和運(yùn)營(yíng)方，是一家專業(yè)提供區(qū)域集中供冷的專業(yè)能源服務(wù)公司，，在成功建設(shè)好珠江新城區(qū)域集中供冷項(xiàng)目之后，公司如何擺脫單純依賴珠江新城項(xiàng)目的經(jīng)營(yíng)，是廣州珠江新城能源有限公司應(yīng)該解決的首要問(wèn)題。本文利用PEST分析方法對(duì)我國(guó)區(qū)域集中供冷、分布式能源、合同能源管理發(fā)展?fàn)顩r、及相關(guān)政策進(jìn)行分析和研究，同時(shí)結(jié)合廣州珠江新城能源有限公司內(nèi)部資源特點(diǎn)，利用SWOT分析方法，對(duì)公司進(jìn)入分布式能源項(xiàng)目及合同能源管理項(xiàng)目存在的機(jī)會(huì)和威脅以及公司自身的優(yōu)勢(shì)和劣勢(shì)進(jìn)行綜合分析，對(duì)公司未來(lái)發(fā)展戰(zhàn)略進(jìn)行研究和探討，從而制定出了適合廣州珠江能源有限公司發(fā)展戰(zhàn)略。
[Abstract]:Energy saving and emission reduction, developing low-carbon economy is the focus of the government from the central to local governments during the twelfth five-year plan. In the "outline of the Reform and Development Plan for the Pearl River Delta region 2008-2020" formulated by Guangdong Province, it is clearly proposed that "vigorously promote green development". The three major measures are to speed up the construction of the main function areas, strengthen energy conservation and emission reduction, and save resources. Efforts will be made to develop a low carbon economy and a circular economy. In order to build a model area of modern city center and explore the development mode of public service outsourcing in modern city, Guangzhou city government decided to implement centralized cooling in the core area of Pearl River New City. Guangzhou Zhujiang New Town Energy Co., Ltd., as the construction and operator of the central cooling project in the core area of CBD in South China, is a professional energy service company specialized in providing regional centralized cooling. After the successful construction of the Pearl River New Town area centralized cooling project, how to get rid of the company simply relying on the Pearl River New Town project management, is the Guangzhou Pearl River New Town Energy Co., Ltd. should solve the primary problem. In this paper, the development of regional centralized cooling, distributed energy, contract energy management, and related policies are analyzed and studied by pest analysis method. At the same time, combined with the internal resources characteristics of Guangzhou Zhujiang New Town Energy Co., Ltd. By using the SWOT analysis method, this paper comprehensively analyzes the opportunities and threats existing in the company's entry into the distributed energy project and the contract energy management project, as well as the company's own strengths and weaknesses, and studies and discusses the future development strategy of the company. In order to formulate a suitable for Guangzhou Pearl River Energy Co., Ltd. development strategy.
