【摘要】：為履行好電力企業(yè)的社會責(zé)任，實現(xiàn)國有資產(chǎn)的保值增值，縣級供電企業(yè)的發(fā)展離不開先進(jìn)的企業(yè)管理理念，清晰的企業(yè)發(fā)展戰(zhàn)略和科學(xué)可靠的企業(yè)管理模式。我國縣級供電企業(yè)數(shù)量眾多，且農(nóng)電管理體制不一。直供直管體制由于其明顯的優(yōu)勢成為農(nóng)電管理體制發(fā)展的主流方向。探索適用于農(nóng)電直管體制背景的企業(yè)管理模式，是縣級供電企業(yè)發(fā)展過程中面臨的核心問題。 本論文基于對企業(yè)管理模式理解，明晰了企業(yè)精細(xì)化管理模式的主要內(nèi)容與總體架構(gòu)，進(jìn)而結(jié)合直管型縣級供電企業(yè)的特點(diǎn)與管理實際，，探討了直管型縣級供電企業(yè)精細(xì)化管理模式的設(shè)計方法，提出了由結(jié)構(gòu)體系、運(yùn)行體系和保障體系三大體系構(gòu)成的精細(xì)化管理模式，并分析了供電安全、用電服務(wù)和規(guī)范化管理等精細(xì)化管理模式運(yùn)行中的關(guān)鍵問題，最后，以直管型縣級供電企業(yè)——大通湖電力局作為研究案例，針對案例企業(yè)的管理現(xiàn)狀和特點(diǎn)，提出在組織結(jié)構(gòu)、班組管理、崗位評價、財務(wù)管理等方面實施精細(xì)化管理模式與優(yōu)化做法，建議了安全生產(chǎn)、經(jīng)營管理、客戶服務(wù)和隊伍建設(shè)等方面的精細(xì)化保障措施。相關(guān)結(jié)果可以為改進(jìn)縣級電力企業(yè)管理運(yùn)營水平，促進(jìn)電力企業(yè)管理方式變革以及理解管理模式的落地，提供一些參考。
[Abstract]:In order to fulfill the social responsibility of electric power enterprises and to maintain and increase the value of state-owned assets, the development of county-level power supply enterprises can not be separated from advanced enterprise management concept, clear enterprise development strategy and scientific and reliable enterprise management model. The number of county-level power supply enterprises is numerous, and the management system of agricultural power is different. The direct supply management system has become the mainstream of the development of agricultural power management system because of its obvious advantages. It is the core problem in the development of county-level power supply enterprises to explore the enterprise management model which is suitable for the agricultural power supply system background. Based on the understanding of the enterprise management model, this paper clarifies the main contents and the overall structure of the enterprise fine management model, and then combines the characteristics and management practice of the directly managed county power supply enterprise. This paper probes into the design method of the fine management mode of the power supply enterprise at the county level, and puts forward the fine management mode, which is composed of three systems: the structure system, the operation system and the guarantee system, and analyzes the power supply safety. Power service and standardized management are the key problems in the operation of the fine management mode. Finally, the paper takes Datong Lake Power Bureau, a county power supply enterprise, as a case study, aiming at the management status and characteristics of the case enterprises. This paper puts forward the fine management mode and optimization methods in the aspects of organization structure, team management, post evaluation, financial management, etc., and puts forward the detailed safeguard measures in the aspects of production safety, operation management, customer service and team building, etc. The relevant results can provide some references for improving the management and operation level of county-level electric power enterprises, promoting the reform of power enterprises' management mode and understanding the landing of the management mode.
