XXX建設(shè)投資有限公司轉(zhuǎn)型戰(zhàn)略研究

【摘要】:在國(guó)有投資公司近25年的發(fā)展過程中,地方國(guó)有投資公司已成為國(guó)有資產(chǎn)保值增值、地方基礎(chǔ)設(shè)施建設(shè)與投融資的主體,為我國(guó)地方城市(鎮(zhèn))建設(shè)發(fā)展做出了巨大貢獻(xiàn)。但是,隨著宏觀經(jīng)濟(jì)形勢(shì)的變化、區(qū)域經(jīng)濟(jì)政策的調(diào)整、市場(chǎng)競(jìng)爭(zhēng)的加劇,地方國(guó)有投資公司的生存、運(yùn)營(yíng)正面臨嚴(yán)峻的挑戰(zhàn)。因此,新形勢(shì)下,引導(dǎo)地方國(guó)有投資公司量體裁衣盡早制定轉(zhuǎn)型發(fā)展戰(zhàn)略,為地方國(guó)有投資公司因地制宜建立適勢(shì)的轉(zhuǎn)型機(jī)制和提供必要的轉(zhuǎn)型條件,實(shí)現(xiàn)地方國(guó)有投資公司轉(zhuǎn)型發(fā)展正成為一項(xiàng)緊迫的任務(wù)。 本文立足雙流縣國(guó)有投資公司運(yùn)行、發(fā)展環(huán)境,選取了XXX建設(shè)投資公司轉(zhuǎn)型戰(zhàn)略進(jìn)行實(shí)證研究。首先,運(yùn)用PEST分析法及波特五力模型對(duì)縣級(jí)國(guó)有建設(shè)投資公司進(jìn)行了外部環(huán)境影響分析,并就存在的關(guān)鍵外部機(jī)會(huì)與威脅進(jìn)行矩陣評(píng)價(jià)(EFE);其次,通過對(duì)XXX建設(shè)投資公司的發(fā)展歷程、現(xiàn)有產(chǎn)業(yè)、經(jīng)營(yíng)模式及績(jī)效、管理體制等四個(gè)方面介紹,詳細(xì)分析其公司的內(nèi)部資源和能力狀況,并運(yùn)用評(píng)價(jià)矩陣(IFE)作出最終評(píng)價(jià);再者,根據(jù)公司面臨的外部機(jī)會(huì)與威脅,存在的內(nèi)部?jī)?yōu)勢(shì)與劣勢(shì),實(shí)證公司的轉(zhuǎn)型戰(zhàn)略選擇。最后,本文通過戰(zhàn)略評(píng)估,就所做出的戰(zhàn)略選擇制定出了詳細(xì)的戰(zhàn)略實(shí)施建議和控制、保障舉措。 當(dāng)前,盡管國(guó)家加強(qiáng)了對(duì)國(guó)有投資公司的管控力度,地方國(guó)有投資公司的發(fā)展勢(shì)頭開始放緩,各行業(yè)優(yōu)化、重組正在加劇;但長(zhǎng)遠(yuǎn)看來,隨著國(guó)家對(duì)國(guó)有投資公司體制改革的繼續(xù)深入,政府職能的進(jìn)一步調(diào)整,成熟的市場(chǎng)化運(yùn)行機(jī)制和良好的社會(huì)文化環(huán)境必將助推地方國(guó)有建設(shè)投資公司的持續(xù)、長(zhǎng)遠(yuǎn)發(fā)展。因此,地方國(guó)有建設(shè)投資公司唯有及早確立適當(dāng)、長(zhǎng)遠(yuǎn)的發(fā)展戰(zhàn)略,不斷提升管理水平、實(shí)施成功的戰(zhàn)略管理,努力打造企業(yè)核心競(jìng)爭(zhēng)力,方能在激烈的市場(chǎng)競(jìng)爭(zhēng)中立于不敗之地,最終實(shí)現(xiàn)企業(yè)的戰(zhàn)略目標(biāo)。 本論文通過對(duì)XXX建設(shè)投資公司大力促進(jìn)任務(wù)型平臺(tái)公司向產(chǎn)業(yè)經(jīng)營(yíng)實(shí)體公司轉(zhuǎn)型的戰(zhàn)略研究,旨在能夠?yàn)閲?guó)內(nèi)處于相似情況的地方國(guó)有投資公司發(fā)展戰(zhàn)略的研究提供有有益的借鑒和參考;同時(shí),希期呼吁黨和政府重視、關(guān)心、支持地方國(guó)有公司戰(zhàn)略轉(zhuǎn)型,,提供必要的政策、法律等方面的保障。
[Abstract]:In the course of the development of state-owned investment companies in the past 25 years, local state-owned investment companies have become the main bodies of state-owned assets, local infrastructure construction and investment and financing, and have made great contributions to the construction and development of local cities (towns) in China. However, with the change of macroeconomic situation, the adjustment of regional economic policy, the aggravation of market competition, the survival and operation of local state-owned investment companies are facing severe challenges. Therefore, under the new situation, we should guide the local state-owned investment companies to formulate the strategy of transformation and development as soon as possible, so as to provide the necessary conditions for the local state-owned investment companies to set up the appropriate transformation mechanism and provide the necessary conditions for the transformation according to the local conditions. It is an urgent task to realize the transformation and development of local state-owned investment companies. Based on the operation and development environment of Shuangliu state investment company, this paper chooses XXX construction investment company transformation strategy to carry on the empirical research. First of all, using pest analysis method and Porter's five-force model to analyze the external environmental impact of county-level state-owned construction investment companies, and evaluate the key external opportunities and threats by matrix evaluation. By introducing the development course, existing industry, business model and performance, management system of XXX Construction and Investment Company, this paper analyzes in detail the internal resources and capability of the company, and makes the final evaluation by using the evaluation matrix IFE. According to the external opportunities and threats, the internal strengths and weaknesses, empirical company transformation strategy choice. Finally, through the strategic evaluation, this paper formulates the detailed strategy implementation suggestion and the control, the safeguard measure on the strategic choice made. At present, although the state has strengthened its control over state-owned investment companies, the development momentum of local state-owned investment companies has begun to slow down, and various industries have been optimized and restructured, but in the long run, With the further reform of the state-owned investment company system, the further adjustment of the government function, the mature market-oriented operating mechanism and the good social and cultural environment, the sustainable and long-term development of the local state-owned construction investment company will be promoted. Therefore, local state-owned construction investment companies can only establish appropriate and long-term development strategy as soon as possible, constantly improve the management level, implement successful strategic management, and strive to build the core competitiveness of enterprises. Only in the fierce market competition in an invincible position, ultimately achieve the strategic objectives of the enterprise. This paper makes a strategic study on how XXX Construction and Investment Company to promote the transformation of task-based platform companies to industrial management entity companies. At the same time, it appeals to the Party and government to pay attention to, care about, and support the strategic transformation of local state-owned companies. Provide necessary policy, legal and other safeguards.
