【摘要】：水利作為國民經(jīng)濟(jì)的基礎(chǔ)產(chǎn)業(yè)，不僅關(guān)系到農(nóng)業(yè)生產(chǎn)，而且關(guān)系到工業(yè)建設(shè)和人民生活。隨著我國經(jīng)濟(jì)的發(fā)展，水利建設(shè)的規(guī)模不斷擴(kuò)大，任務(wù)更加繁重，面臨著資金投入不足，投融資機(jī)制不完善，相關(guān)法律法規(guī)不健全等問題，嚴(yán)重影響水利建設(shè)項(xiàng)目的投入和使用。2011年，水利部、湖南省人民政府決定以湖南作為水利改革試點(diǎn)省，對(duì)水利投融資體制進(jìn)行改革，以達(dá)到拓寬水利融資渠道，破解水利投資瓶頸目的。因此，系統(tǒng)深入的研究水利投融資體制改革這個(gè)課題，對(duì)把湖南建設(shè)成為“江河安瀾、保障有力、水域秀美、生態(tài)友好”的試點(diǎn)省具有重大的理論指導(dǎo)意義。 本文運(yùn)用公共產(chǎn)品理論、投融資理論和產(chǎn)權(quán)理論的思想與方法，，根據(jù)國家宏觀經(jīng)濟(jì)形勢(shì)的變化和政策取向，借鑒國內(nèi)外水利基礎(chǔ)設(shè)施的投融資經(jīng)驗(yàn)，對(duì)湖南水利投融資體制改革問題進(jìn)行了較為系統(tǒng)的研究。從投融資主體、投融資方式、投融資運(yùn)行平臺(tái)和管理體制等方面對(duì)改革方案進(jìn)行了設(shè)計(jì)，為湖南水利投融資體制改革提供一種創(chuàng)新思路，促使新型的水利投融資平臺(tái)的建立，引導(dǎo)水利建設(shè)的市場化改革，建立新型的投融資方式，促進(jìn)我國水利的可持續(xù)發(fā)展。
[Abstract]:Water conservancy, as the basic industry of the national economy, is not only related to agricultural production, but also to industrial construction and people's life. With the development of China's economy, the scale of water conservancy construction is expanding, the task is more heavy, the investment and financing mechanism is not perfect, the relevant laws and regulations are not perfect and so on, which seriously affect the water. The investment and use of the construction project in.2011, the Ministry of water resources and the people's Government of Hunan province decided to take Hunan as the pilot province of water conservancy reform to reform the investment and financing system of water conservancy, in order to broaden the channel of water resources financing and solve the bottleneck of water conservancy investment bottleneck. Therefore, the system of water investment and financing system reform was studied systematically, and Hunan was studied. It is of great theoretical significance to build a pilot province with "river safety, strong protection, beautiful waters and friendly ecology".
In this paper, based on the theory of public products, the ideas and methods of investment and financing theory and property right theory, according to the changes and policy orientation of the national macro-economic situation and the investment and financing experience of water conservancy infrastructure at home and abroad, this paper makes a comparatively systematic study on the reform of the investment and financing system of water conservancy in Hunan. The financing platform and management system are designed to provide an innovative idea for the reform of water investment and financing system in Hunan, to promote the establishment of a new type of water investment and financing platform, to guide the market-oriented reform of water conservancy construction, to establish a new mode of investment and financing, and to promote the sustainable development of water resources in China.
