【摘要】:人力資源是一個(gè)地區(qū)經(jīng)濟(jì)發(fā)展的關(guān)鍵因素。能否具備完善的人力資源結(jié)構(gòu)和充足的人才儲(chǔ)備是衡量一個(gè)地區(qū)競(jìng)爭(zhēng)能力強(qiáng)弱的標(biāo)志。面對(duì)技術(shù)的快速更新和產(chǎn)業(yè)的不斷升級(jí),作為一個(gè)轉(zhuǎn)型中的老工業(yè)基地,陜西裝備制造業(yè)正面臨著嚴(yán)峻的挑戰(zhàn),急需大批職業(yè)素養(yǎng)好、專(zhuān)業(yè)技術(shù)硬、掌握先進(jìn)科學(xué)技術(shù)的復(fù)合型優(yōu)秀人才。為了改變這種狀況,必須著眼未來(lái),緊扣新世紀(jì)人才發(fā)展趨勢(shì),從陜西實(shí)際情況出發(fā),堅(jiān)持人才的引進(jìn)與培養(yǎng)相結(jié)合,,合理調(diào)整與公平競(jìng)爭(zhēng)相結(jié)合,盡快建立起一支能滿(mǎn)足陜西裝備制造業(yè)發(fā)展需求的人才隊(duì)伍,為加快振興陜西裝備制造業(yè)以及全省經(jīng)濟(jì)的快速、穩(wěn)定、健康發(fā)展提供人才保障。 本文以人力資源開(kāi)發(fā)的相關(guān)理論為基礎(chǔ),研究如何通過(guò)有效地人力資源開(kāi)發(fā)來(lái)提升陜西裝備制造業(yè)的競(jìng)爭(zhēng)力水平。通過(guò)調(diào)查研究,從人才數(shù)量、人才質(zhì)量和人才結(jié)構(gòu)三方面分析了陜西裝備制造業(yè)的人力資源現(xiàn)狀。在充分認(rèn)識(shí)陜西裝備制造業(yè)的人力資源現(xiàn)狀的基礎(chǔ)上總結(jié)出陜西裝備制造業(yè)人力資源開(kāi)發(fā)存在的問(wèn)題:人力資源開(kāi)發(fā)與管理機(jī)制滯后、教學(xué)培養(yǎng)與市場(chǎng)脫節(jié)、人力資源結(jié)構(gòu)失衡、激勵(lì)機(jī)制不健全、人才流失嚴(yán)重等問(wèn)題。針對(duì)存在的問(wèn)題,結(jié)合陜西的實(shí)際情況,借鑒發(fā)達(dá)地區(qū)裝備制造業(yè)人力資源開(kāi)發(fā)的經(jīng)驗(yàn),提出陜西裝備制造業(yè)人力資源開(kāi)發(fā)對(duì)策,即要通過(guò)政府、高校和企業(yè)的共同合作來(lái)進(jìn)行陜西裝備制造業(yè)人力資源開(kāi)發(fā)工作。具體對(duì)策及建議包括:教育體制改革、優(yōu)化人才發(fā)展環(huán)境、創(chuàng)新人才培育工程、完善人才管理機(jī)制及創(chuàng)新激勵(lì)機(jī)制等幾個(gè)方面。同時(shí),還從企業(yè)層面提出了一些建議,主要有:人力資源部門(mén)要轉(zhuǎn)變職能與觀念、建立企業(yè)長(zhǎng)期的人力資源開(kāi)發(fā)戰(zhàn)略、建立與現(xiàn)代企業(yè)制度相適應(yīng)的人才選拔使用機(jī)制、構(gòu)建靈活有效的薪酬管理制度以及構(gòu)建人才培養(yǎng)增值機(jī)制等。以期能為提升陜西裝備制造業(yè)人力資源開(kāi)發(fā)整體水平,增強(qiáng)產(chǎn)業(yè)競(jìng)爭(zhēng)力提供一些可行的借鑒。
[Abstract]:Human resources is the key factor of a region's economic development. Whether has the perfect human resources structure and the sufficient talented person reserve is the symbol of a region's competitive ability. As an old industrial base in the process of transformation, Shaanxi equipment manufacturing industry is facing severe challenges in the face of rapid technological renewal and continuous upgrading of industries. It is in urgent need of a large number of good professional qualities and hard specialized technology. Master advanced science and technology complex outstanding talents. In order to change this situation, we must focus on the future, closely follow the trend of talent development in the new century, proceed from the actual situation in Shaanxi, insist on combining the introduction and training of talents, reasonable adjustment and fair competition. To establish a qualified personnel team to meet the needs of Shaanxi equipment manufacturing industry as soon as possible, and to provide talent guarantee for accelerating the revitalization of Shaanxi equipment manufacturing industry and the rapid, stable and healthy development of the province's economy. Based on the theory of human resource development, this paper studies how to improve the competitiveness of Shaanxi equipment manufacturing industry through effective human resource development. Through investigation and research, this paper analyzes the present situation of human resources in Shaanxi equipment manufacturing industry from the aspects of talent quantity, talent quality and talent structure. On the basis of fully understanding the present situation of human resources in Shaanxi equipment manufacturing industry, this paper summarizes the problems existing in the development of human resources in Shaanxi equipment manufacturing industry: the lagging of human resources development and management mechanism, the disconnection between teaching training and market, Human resources structure imbalance, incentive mechanism is not perfect, serious brain drain and other problems. In view of the existing problems, combined with the actual situation in Shaanxi, and drawing lessons from the experience of human resources development in the equipment manufacturing industry in developed regions, the author puts forward the countermeasures for the development of human resources in the equipment manufacturing industry in Shaanxi, that is, through the government, The cooperation of universities and enterprises to develop the human resources of Shaanxi equipment manufacturing industry. The concrete countermeasures and suggestions include: reforming the educational system, optimizing the developing environment of talents, innovating the project of cultivating talents, perfecting the talent management mechanism and innovating incentive mechanism, etc. At the same time, some suggestions are put forward from the enterprise level, such as changing the functions and concepts of the human resources department, establishing the long-term human resource development strategy of the enterprise, and establishing the talent selection and utilization mechanism suitable for the modern enterprise system. Build a flexible and effective salary management system and build a talent training value-added mechanism. In order to improve the overall level of human resources development in Shaanxi equipment manufacturing industry, enhance the competitiveness of industry to provide some practical reference.
