陜西裝備制造業(yè)人力資源開發(fā)對策研究

【摘要】:人力資源是一個地區(qū)經(jīng)濟發(fā)展的關鍵因素。能否具備完善的人力資源結構和充足的人才儲備是衡量一個地區(qū)競爭能力強弱的標志。面對技術的快速更新和產(chǎn)業(yè)的不斷升級,作為一個轉型中的老工業(yè)基地,陜西裝備制造業(yè)正面臨著嚴峻的挑戰(zhàn),急需大批職業(yè)素養(yǎng)好、專業(yè)技術硬、掌握先進科學技術的復合型優(yōu)秀人才。為了改變這種狀況,必須著眼未來,緊扣新世紀人才發(fā)展趨勢,從陜西實際情況出發(fā),堅持人才的引進與培養(yǎng)相結合,,合理調(diào)整與公平競爭相結合,盡快建立起一支能滿足陜西裝備制造業(yè)發(fā)展需求的人才隊伍,為加快振興陜西裝備制造業(yè)以及全省經(jīng)濟的快速、穩(wěn)定、健康發(fā)展提供人才保障。 本文以人力資源開發(fā)的相關理論為基礎,研究如何通過有效地人力資源開發(fā)來提升陜西裝備制造業(yè)的競爭力水平。通過調(diào)查研究,從人才數(shù)量、人才質量和人才結構三方面分析了陜西裝備制造業(yè)的人力資源現(xiàn)狀。在充分認識陜西裝備制造業(yè)的人力資源現(xiàn)狀的基礎上總結出陜西裝備制造業(yè)人力資源開發(fā)存在的問題:人力資源開發(fā)與管理機制滯后、教學培養(yǎng)與市場脫節(jié)、人力資源結構失衡、激勵機制不健全、人才流失嚴重等問題。針對存在的問題,結合陜西的實際情況,借鑒發(fā)達地區(qū)裝備制造業(yè)人力資源開發(fā)的經(jīng)驗,提出陜西裝備制造業(yè)人力資源開發(fā)對策,即要通過政府、高校和企業(yè)的共同合作來進行陜西裝備制造業(yè)人力資源開發(fā)工作。具體對策及建議包括:教育體制改革、優(yōu)化人才發(fā)展環(huán)境、創(chuàng)新人才培育工程、完善人才管理機制及創(chuàng)新激勵機制等幾個方面。同時,還從企業(yè)層面提出了一些建議,主要有:人力資源部門要轉變職能與觀念、建立企業(yè)長期的人力資源開發(fā)戰(zhàn)略、建立與現(xiàn)代企業(yè)制度相適應的人才選拔使用機制、構建靈活有效的薪酬管理制度以及構建人才培養(yǎng)增值機制等。以期能為提升陜西裝備制造業(yè)人力資源開發(fā)整體水平,增強產(chǎn)業(yè)競爭力提供一些可行的借鑒。
[Abstract]:Human resources is the key factor of a region's economic development. Whether has the perfect human resources structure and the sufficient talented person reserve is the symbol of a region's competitive ability. As an old industrial base in the process of transformation, Shaanxi equipment manufacturing industry is facing severe challenges in the face of rapid technological renewal and continuous upgrading of industries. It is in urgent need of a large number of good professional qualities and hard specialized technology. Master advanced science and technology complex outstanding talents. In order to change this situation, we must focus on the future, closely follow the trend of talent development in the new century, proceed from the actual situation in Shaanxi, insist on combining the introduction and training of talents, reasonable adjustment and fair competition. To establish a qualified personnel team to meet the needs of Shaanxi equipment manufacturing industry as soon as possible, and to provide talent guarantee for accelerating the revitalization of Shaanxi equipment manufacturing industry and the rapid, stable and healthy development of the province's economy. Based on the theory of human resource development, this paper studies how to improve the competitiveness of Shaanxi equipment manufacturing industry through effective human resource development. Through investigation and research, this paper analyzes the present situation of human resources in Shaanxi equipment manufacturing industry from the aspects of talent quantity, talent quality and talent structure. On the basis of fully understanding the present situation of human resources in Shaanxi equipment manufacturing industry, this paper summarizes the problems existing in the development of human resources in Shaanxi equipment manufacturing industry: the lagging of human resources development and management mechanism, the disconnection between teaching training and market, Human resources structure imbalance, incentive mechanism is not perfect, serious brain drain and other problems. In view of the existing problems, combined with the actual situation in Shaanxi, and drawing lessons from the experience of human resources development in the equipment manufacturing industry in developed regions, the author puts forward the countermeasures for the development of human resources in the equipment manufacturing industry in Shaanxi, that is, through the government, The cooperation of universities and enterprises to develop the human resources of Shaanxi equipment manufacturing industry. The concrete countermeasures and suggestions include: reforming the educational system, optimizing the developing environment of talents, innovating the project of cultivating talents, perfecting the talent management mechanism and innovating incentive mechanism, etc. At the same time, some suggestions are put forward from the enterprise level, such as changing the functions and concepts of the human resources department, establishing the long-term human resource development strategy of the enterprise, and establishing the talent selection and utilization mechanism suitable for the modern enterprise system. Build a flexible and effective salary management system and build a talent training value-added mechanism. In order to improve the overall level of human resources development in Shaanxi equipment manufacturing industry, enhance the competitiveness of industry to provide some practical reference.
