【摘要】：隨著人們環(huán)保意識(shí)的提高,國家對(duì)環(huán)境保護(hù)力度的進(jìn)一步加強(qiáng),火力發(fā)電廠環(huán)保問題日益突出,其不注重環(huán)境保護(hù),過量消耗能源資源,已成為制約電力工業(yè)可持續(xù)發(fā)展的重要因素。20世紀(jì)90年代以來,一些市場(chǎng)經(jīng)濟(jì)發(fā)達(dá)國家企業(yè)開始實(shí)施綠色經(jīng)營策略并取得了良好的環(huán)境效果。因此,將“環(huán)境保護(hù)”與“經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展”的理念融入到火電企業(yè)生產(chǎn)經(jīng)營過程中,企業(yè)綠色經(jīng)營策略不失為一種解決當(dāng)前火電企業(yè)資源環(huán)境問題的有效手段。 本文首先從企業(yè)綠色經(jīng)營管理的一般內(nèi)涵及其影響因素入手,對(duì)綠色經(jīng)營策略基本原則、戰(zhàn)略目標(biāo)與運(yùn)行機(jī)制等基本理論進(jìn)行分析,并對(duì)河南華潤電力首陽山有限公司綠色經(jīng)營現(xiàn)狀進(jìn)行詳實(shí)細(xì)致的調(diào)查研究,扼要分析我國火電企業(yè)所面臨的形勢(shì)和困難以及節(jié)能減排與環(huán)保現(xiàn)狀；接著借鑒一些優(yōu)秀的國內(nèi)外火電企業(yè)已經(jīng)開展的綠色經(jīng)營模式和成功經(jīng)驗(yàn),重點(diǎn)對(duì)華潤首陽山公司綠色經(jīng)營策略的四大內(nèi)容進(jìn)行系統(tǒng)研究,即如何通過實(shí)現(xiàn)該企業(yè)清潔生產(chǎn)、環(huán)境管理系統(tǒng)、市場(chǎng)營銷、環(huán)境會(huì)計(jì)等管理制度方面的創(chuàng)新性設(shè)計(jì),設(shè)計(jì)符合該企業(yè)生產(chǎn)經(jīng)營實(shí)際的綠色經(jīng)營策略。此外,市場(chǎng)經(jīng)濟(jì)條件下有效的政府政策體系對(duì)促進(jìn)企業(yè)綠色經(jīng)營管理創(chuàng)新是不可或缺的。我國當(dāng)前與火電行業(yè)綠色經(jīng)營相關(guān)的環(huán)境法律制度、環(huán)境經(jīng)濟(jì)政策、環(huán)境技術(shù)政策等與企業(yè)實(shí)踐中所需的政策支持相比仍存在較大的差距。因此,根據(jù)我國現(xiàn)行政策體系存在的一些問題,本文提出了相應(yīng)的政策改革建議。
[Abstract]:With the improvement of people's awareness of environmental protection and the further strengthening of the state's environmental protection, the environmental protection problems of thermal power plants are becoming increasingly prominent, and they do not pay attention to environmental protection and consume too much energy and resources. Since 1990s, some enterprises in developed countries of market economy have begun to implement green management strategy and have achieved good environmental effects. Therefore, integrating the concept of "environmental protection" and "economic and social sustainable development" into the process of production and management of thermal power enterprises, the green management strategy of enterprises is an effective means to solve the problems of resources and environment in current thermal power enterprises. This paper begins with the general connotation of green management and its influencing factors, and analyzes the basic principles, strategic objectives and operation mechanism of green management strategy. The green management situation of Henan Huarun Power Shouyang Mountain Co., Ltd. is investigated and studied in detail, and the situation and difficulties faced by thermal power enterprises in our country are briefly analyzed, as well as the current situation of energy saving and emission reduction and environmental protection. Then draw lessons from some excellent domestic and foreign thermal power enterprises have carried out green business model and successful experience, focus on the Huarun Shouyangshan company green management strategy of the four major contents, that is, how to achieve this enterprise cleaner production, Environmental management system, marketing, environmental accounting and other management system innovative design, design in line with the actual production and operation of the enterprise green business strategy. In addition, an effective government policy system under the market economy condition is indispensable to promote the innovation of enterprises' green management. There is still a big gap between the environmental legal system, the environmental economic policy and the environmental technical policy related to the green operation of thermal power industry in our country. Therefore, according to some problems existing in China's current policy system, this paper puts forward corresponding policy reform suggestions.
