【摘要】:隨著能源供應(yīng)日趨緊張,環(huán)境污染日漸嚴(yán)重,發(fā)展電動(dòng)汽車在國際上已經(jīng)形成了廣泛共識(shí),而作為核心零部件,動(dòng)力電池是電動(dòng)汽車產(chǎn)業(yè)發(fā)展的最為關(guān)鍵的技術(shù)。超級(jí)電容器作為一種新型綠色環(huán)保動(dòng)力電源,無論是作為短途固定線路電動(dòng)汽車的唯一電源,還是作為混合動(dòng)力車的輔助電源,都是優(yōu)選器件之一。電動(dòng)汽車用超級(jí)電容器的研究已經(jīng)成為全球的熱點(diǎn)。而我國更是把新能源和新能源汽車作為重大戰(zhàn)略性新興產(chǎn)業(yè)予以扶持。我國電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目正處于起步和快速發(fā)展階段,此類項(xiàng)目在管理方面有著許多不足和缺陷,主要體現(xiàn)在沒有健全的風(fēng)險(xiǎn)管理體系、缺乏專業(yè)的風(fēng)險(xiǎn)評估機(jī)構(gòu)和風(fēng)險(xiǎn)評價(jià)數(shù)據(jù)、項(xiàng)目管理水平不高等幾個(gè)方面。AW公司承擔(dān)了上海世博會(huì)重大科技項(xiàng)目——電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目,項(xiàng)目對技術(shù)、人才、資金、管理等方面有很高要求,如何對項(xiàng)目可能存在的各種風(fēng)險(xiǎn)因素進(jìn)行識(shí)別、分析及控制成為順利實(shí)施該項(xiàng)目的關(guān)鍵。本論文結(jié)合AW公司電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目,通過文獻(xiàn)研究分析法,查閱相關(guān)文獻(xiàn)資料,深入分析和思考電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目風(fēng)險(xiǎn)中的問題;采用問卷調(diào)查法和專家訪談法,搜集整理電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)信息,明確項(xiàng)目特點(diǎn);運(yùn)用工作分解法(WBS)對項(xiàng)目風(fēng)險(xiǎn)因素進(jìn)行分類總結(jié)和識(shí)別;運(yùn)用格拉姆法和專家打分法進(jìn)行項(xiàng)目風(fēng)險(xiǎn)評估;制訂風(fēng)險(xiǎn)監(jiān)控和應(yīng)急計(jì)劃,完善組織機(jī)構(gòu)和相關(guān)制度,以因果分析圖和項(xiàng)目風(fēng)險(xiǎn)報(bào)告的形式,建立項(xiàng)目風(fēng)險(xiǎn)應(yīng)對和監(jiān)控體系,利用工作分解結(jié)構(gòu)圖、甘特圖等方法來實(shí)現(xiàn)項(xiàng)目風(fēng)險(xiǎn)應(yīng)對控制,為實(shí)現(xiàn)項(xiàng)目的各項(xiàng)預(yù)期目標(biāo)提供有效保障。本論文對AW公司電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目存在的不確定事件和活動(dòng)進(jìn)行分析研究,將存在的風(fēng)險(xiǎn)大致歸結(jié)為技術(shù)風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)和政策風(fēng)險(xiǎn)四大類。對項(xiàng)目風(fēng)險(xiǎn)進(jìn)行評估,按照風(fēng)險(xiǎn)發(fā)生概率和危害度進(jìn)行排序。在風(fēng)險(xiǎn)評估結(jié)果的基礎(chǔ)上,對AW公司電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目給出了以風(fēng)險(xiǎn)分擔(dān)、風(fēng)險(xiǎn)遏制、風(fēng)險(xiǎn)規(guī)避、風(fēng)險(xiǎn)轉(zhuǎn)移為主要風(fēng)險(xiǎn)應(yīng)對策略和監(jiān)控措施。目前,在戰(zhàn)略性新興產(chǎn)業(yè)中有關(guān)風(fēng)險(xiǎn)管理方面的實(shí)際運(yùn)用研究還很少,本論文通過分析研究AW公司電動(dòng)汽車用超級(jí)電容器產(chǎn)業(yè)化項(xiàng)目風(fēng)險(xiǎn)管理方法,希望為該公司今后項(xiàng)目風(fēng)險(xiǎn)管理提供參考,同時(shí)對該領(lǐng)域其他項(xiàng)目風(fēng)險(xiǎn)管理也具有一定借鑒意義。
[Abstract]:As the energy supply is becoming increasingly tense and the environmental pollution is becoming more and more serious, the development of electric vehicles has formed a broad consensus in the world. As a core component, power battery is the most critical technology for the development of the electric vehicle industry. As a new green ring guaranteed power supply, the supercapacitor is a short distance fixed line power supply. The only power of the motor vehicle, or the auxiliary power of the hybrid electric vehicle, is one of the preferred devices. The research on the supercapacitor used in the electric vehicle has become a hot spot in the world. In our country, the new energy and new energy vehicles are also supported as a major strategic new industry. The project is in the stage of start and rapid development. This kind of project has many shortcomings and defects in management. It is mainly reflected in the lack of a sound risk management system, the lack of professional risk assessment institutions and risk assessment data, and the low level of project management..AW companies have undertaken the major scientific and technological projects in World Expo, Shanghai. The project has high requirements on technology, talent, capital, management and so on. How to identify various risk factors that may exist in the project, analysis and control become the key to the smooth implementation of the project. This paper combines the AW company's electric vehicle supercapacitor industrialization project, through the literature The research and analysis method, consulting the relevant literature, in-depth analysis and Thinking on the problems of the industrialization project risk of electric vehicle supercapacitor; using the questionnaire survey method and expert interview method, collect and collate the related information and interest of the project risk management of the electric vehicle supercapacitor industrialization project, and make clear the project characteristics; use the work decomposition method (WBS The project risk factors are classified and identified; the project risk assessment is carried out by the Gram method and the expert scoring method, the risk monitoring and emergency plan, the organization and the related system, the form of causality analysis and project risk report, the project wind insurance response and monitoring system are established, and the work breakdown structure map is used. In this paper, the uncertain events and activities of the supercapacitor industrialization project in AW company are analyzed and studied in this paper, and the risks are generally attributed to technical risk, management risk, economic risk and risk. There are four major categories of policy risk. The project risk is evaluated, the risk probability and the degree of hazard are sorted. On the basis of the results of the risk assessment, the risk sharing, risk containment, risk aversion, risk transfer and risk transfer are the main risk coping strategies and monitoring measures on the basis of the results of the risk assessment. Before, there are few research on the practical application of risk management in strategic emerging industries. This paper analyzes and studies the risk management method of the industrialization project of supercapacitor in AW company, hoping to provide reference for the project risk management in the future, and also has a certain risk management in other projects in this field.
