【摘要】：正把即將翻過(guò)的2014年稱之為"規(guī)劃年",并不言過(guò)其實(shí)。年初,在各式各樣的會(huì)上,專家學(xué)者和政府官員紛紛談到"十三五"規(guī)劃,"規(guī)劃"在各行各業(yè)開始預(yù)熱,國(guó)家能源局啟動(dòng)了"十三五"能源規(guī)劃編制,成立由吳新雄局長(zhǎng)為組長(zhǎng)的規(guī)劃領(lǐng)導(dǎo)小組。年中,本刊2014年第6期推出《規(guī)劃先行》的封面策劃,其中刊發(fā)的《"十三五"能源規(guī)劃:解決三大問(wèn)題,實(shí)現(xiàn)九個(gè)統(tǒng)籌》一文,從國(guó)家能源主管部門的角度,首度完整論述了編制"十三五"能源規(guī)劃的思路、方法、框架以
[Abstract]:It is no exaggeration to call the upcoming 2014 a planning year. At various meetings at the beginning of the year, experts, scholars and government officials talked about the 13th Five-Year Plan, which began to warm up in various industries. The State Energy Administration launched the 13th Five-Year Plan. Set up a planning leadership group headed by Wu Xinxiong Director. In mid-2014, our magazine launched the cover plan of "Planning first" in the sixth issue of 2014, in which the "13th Five-Year" energy plan: solving three major problems and achieving nine overall plans was published, from the perspective of the national energy authorities. For the first time, the ideas, methods and framework of compiling the energy planning for the 13th Five-Year Plan are discussed.
