【摘要】：吉林省國民經(jīng)濟和社會發(fā)展第十二個五年規(guī)劃綱要指出了今后五年“優(yōu)化區(qū)域發(fā)展格局,構(gòu)建區(qū)域循環(huán)經(jīng)濟體系,促進(jìn)區(qū)域經(jīng)濟發(fā)展”的目標(biāo)。在經(jīng)濟全球化和區(qū)域經(jīng)濟一體化的背景下,如何更好的促進(jìn)區(qū)域經(jīng)濟的發(fā)展成為國內(nèi)外研究的重點。工業(yè)園區(qū)以其集聚效應(yīng)和輻射效應(yīng),逐漸發(fā)展成為一種帶動區(qū)域經(jīng)濟增長的有效方式。而建立特色工業(yè)園區(qū)能夠高效地吸引人才、資金、技術(shù)等要素,促進(jìn)工業(yè)集約化和產(chǎn)業(yè)化發(fā)展,增強競爭能力,是加快推進(jìn)現(xiàn)代化的有效途徑。 當(dāng)前,吉林省正處于加快東北工業(yè)振興、加速工業(yè)化進(jìn)程的重要階段,加快其特色工業(yè)園區(qū)建設(shè),是解決其工業(yè)經(jīng)濟規(guī)模小、關(guān)聯(lián)度低、產(chǎn)業(yè)鏈短等主要問題的有效辦法。因此,本文以區(qū)劃理論、產(chǎn)業(yè)集群理論、梯度理論、增長極理論等理論為基礎(chǔ),以吉林省域內(nèi)的自然條件、經(jīng)濟狀況及特色工業(yè)園區(qū)經(jīng)濟實力為依據(jù),采用主導(dǎo)因素法與歐氏距離聚類法相結(jié)合的區(qū)劃方法,注重定性與定量、理論與實證分析相結(jié)合。研究的主要內(nèi)容：首先對國內(nèi)外工業(yè)園區(qū)發(fā)展布局理論和實踐進(jìn)行了全面的總結(jié),歸集出世界各國工業(yè)園區(qū)的發(fā)展?fàn)顩r,指出其大致經(jīng)歷了以提高生產(chǎn)效率為目的、以發(fā)展高新技術(shù)產(chǎn)業(yè)為目的和以技術(shù)創(chuàng)新、技術(shù)產(chǎn)業(yè)、技術(shù)項目一體化為目的三個階段；其次,對吉林省工業(yè)園區(qū)發(fā)展優(yōu)勢與現(xiàn)狀及存在的問題進(jìn)行闡述,歸結(jié)出吉林省特色工業(yè)園區(qū)目前存在關(guān)聯(lián)度低和鏈條短、產(chǎn)業(yè)集聚不明顯、特色不明顯等問題；第三,針對目前園區(qū)存在的問題,嘗試運用歐氏距離法對吉林省特色工業(yè)園區(qū)進(jìn)行重新布局,規(guī)劃出了品牌型特色工業(yè)園區(qū)、集聚型特色工業(yè)園區(qū)、一體化型特色工業(yè)園區(qū)、中小企業(yè)協(xié)調(diào)發(fā)展型特色工業(yè)園區(qū)、地方產(chǎn)品型特色工業(yè)園區(qū)和主副產(chǎn)品轉(zhuǎn)化增值特色工業(yè)園區(qū)等六類特色工業(yè)園區(qū)的布局方案,通過運用產(chǎn)業(yè)集群理論、梯度理論和增長極理論分析驗證了此布局的合理性,并說明了該方案的影響與意義。
[Abstract]:The outline of the twelfth five-year plan for the national economic and social development of Jilin Province points out the goal of "optimizing the regional development pattern, constructing the regional circular economy system and promoting the regional economic development" in the next five years. In the context of economic globalization and regional economic integration, how to better promote the development of regional economy has become the focus of domestic and foreign research. With its agglomeration effect and radiation effect, industrial park has gradually developed into an effective way to promote regional economic growth. The effective way to speed up the modernization is to establish a characteristic industrial park which can attract talents, funds, technology and other factors, promote the industrial intensive and industrial development, and enhance the competitiveness. At present, Jilin Province is in the important stage of speeding up the process of industrial revitalization and industrialization in Northeast China. Speeding up the construction of its characteristic industrial park is an effective way to solve the main problems such as small scale of industrial economy, low correlation degree, short industrial chain, and so on. Therefore, this paper is based on regionalization theory, industrial cluster theory, gradient theory, growth pole theory and so on, based on the natural conditions, economic conditions and economic strength of characteristic industrial parks in Jilin Province. The regionalization method, which combines dominant factor method and Euclidean distance clustering method, focuses on qualitative and quantitative analysis and theoretical and empirical analysis. The main contents of this paper are as follows: firstly, the theory and practice of the development and layout of industrial parks at home and abroad are summarized, and the development situation of industrial parks all over the world is summarized. It is pointed out that the development of industrial parks has generally experienced the purpose of improving production efficiency. In order to develop high and new technology industry and technology innovation, technology industry, technology project integration as the goal of the three stages. Secondly, the development of Jilin Industrial Park and the status quo and existing problems are expounded. It can be concluded that there are some problems in Jilin characteristic Industrial Park, such as low correlation degree, short chain, not obvious industrial agglomeration, and not obvious characteristic. Third, aiming at the problems existing in the present park, This paper tries to use Euclidean distance method to rearrange the characteristic industrial park of Jilin Province, and plans out the brand characteristic industrial park, the agglomeration characteristic industrial park, the integrated characteristic industrial park, the small and medium-sized enterprise coordinated development characteristic industrial park. The layout scheme of six kinds of characteristic industrial parks, such as local product type characteristic industrial park and main by-product conversion characteristic industrial park, is proved to be reasonable by using industrial cluster theory, gradient theory and growth pole theory. The influence and significance of the scheme are also explained.
