【摘要】：“十一五”期間除每年的環(huán)境統(tǒng)計(jì)工作外，先后進(jìn)行了一次全國(guó)污染源普查，，兩次污染源動(dòng)態(tài)更新調(diào)查工作，通過(guò)普查及動(dòng)態(tài)更新積累了大量數(shù)據(jù)和污染源基礎(chǔ)信息，如果能進(jìn)一步深入分析數(shù)據(jù)庫(kù)的基礎(chǔ)數(shù)據(jù)，通過(guò)對(duì)數(shù)據(jù)進(jìn)行分析全面了解掌握沈陽(yáng)市重點(diǎn)工業(yè)行業(yè)的排放狀況，并優(yōu)化現(xiàn)有預(yù)報(bào)預(yù)警系統(tǒng)，將為“十二五”環(huán)境保護(hù)和控制對(duì)策制訂、生態(tài)城市建設(shè)及減排措施提供依據(jù)。 本文首先根據(jù)全國(guó)污染源普查和污染源動(dòng)態(tài)更新調(diào)查工作調(diào)查結(jié)果，優(yōu)化現(xiàn)有篩選系統(tǒng)，通過(guò)分析各重點(diǎn)工業(yè)行業(yè)的能耗、水耗、污染排放及分布等狀況，并結(jié)合清潔生產(chǎn)情況、環(huán)境質(zhì)量現(xiàn)狀分析等綜合因素，篩選出沈陽(yáng)市重點(diǎn)工業(yè)企業(yè)，并以此為基礎(chǔ)優(yōu)化現(xiàn)有流域及環(huán)境空氣污染預(yù)警系統(tǒng)。為沈陽(yáng)市環(huán)境監(jiān)測(cè)預(yù)報(bào)預(yù)警系統(tǒng)提供必要的條件和牢固的基礎(chǔ)。 通過(guò)本次研究可以提高城市重點(diǎn)工業(yè)污染預(yù)報(bào)預(yù)警的水平，對(duì)提高全民的環(huán)保意識(shí)，加強(qiáng)大氣質(zhì)量管理以及加大污染治理力度有促進(jìn)作用。城市重點(diǎn)工業(yè)污染預(yù)報(bào)預(yù)警同天氣預(yù)報(bào)一樣，可以更好的指導(dǎo)人們安排日常工作和生活；對(duì)污染事件和突發(fā)事件的預(yù)報(bào)預(yù)警，可以幫助政府和有關(guān)部門提前做好預(yù)防和減輕災(zāi)害措施。
[Abstract]:During the 11th Five-Year Plan, in addition to the annual environmental statistics work, a national pollution source survey was carried out successively, and a large number of data and basic information of pollution sources were accumulated through the survey and dynamic updating. If the basic data of the database can be further analyzed, the emission situation of the key industries in Shenyang can be fully understood through the analysis of the data, and the existing forecasting and early warning system can be optimized. It will provide basis for the formulation of environmental protection and control countermeasures, ecological city construction and emission reduction measures in the Twelfth Five-Year Plan. Based on the survey results of national pollution source survey and pollution source dynamic update, this paper optimizes the existing screening system and analyzes the situation of energy consumption, water consumption, pollution discharge and distribution in various key industries. Combined with the comprehensive factors such as cleaner production and environmental quality analysis, the key industrial enterprises in Shenyang are selected, and based on these factors, the existing watershed and environmental air pollution warning system is optimized. It provides necessary conditions and solid foundation for Shenyang environmental monitoring, forecasting and warning system. Through this study, the level of urban key industrial pollution forecast and early warning can be improved, and the environmental protection consciousness of the whole people, the management of air quality and pollution control can be promoted. Urban key industrial pollution forecasting and early warning, like weather forecasting, can better guide people to arrange daily work and daily life. It can help the government and relevant departments to take preventive and mitigation measures ahead of time.
