【摘要】：我國石油市場尚處于不完善的發(fā)展階段，石油產(chǎn)業(yè)鏈中僅有幾家大型國有企業(yè)占有較大市場份額，民營石油企業(yè)發(fā)展不占優(yōu)勢。上游勘探開發(fā)市場大部分陸上市場份額由中國石油中國石化兩家企業(yè)占據(jù)，海上油區(qū)由中海油勘探開發(fā)，民營企業(yè)基本沒有參與到勘探開發(fā)的市場競爭中，老油田產(chǎn)油能力逐年下降，，難以開采的新油氣田區(qū)塊無人問津，總產(chǎn)油量增速緩慢；煉化企業(yè)油源短缺，煉廠眾多競爭激烈。這些現(xiàn)象表明我國石油市場發(fā)展極為不均衡，石油產(chǎn)業(yè)的市場化改革勢在必行。 本課題研究以我國石油行業(yè)政策的導向性為研究對象，以企業(yè)競合理論博弈理論為理論基礎。第1章對國內(nèi)外研究現(xiàn)狀做出了簡要介紹，主要包括國內(nèi)外石油政策和競合理論的研究。第2章簡述本文研究所需的理論基礎，包括競合理論、博弈理論、行業(yè)政策導向的理論基礎。第3章分別對我國石油市場現(xiàn)狀與我國現(xiàn)行石油政策進行了概述，并分析了現(xiàn)行石油政策對石油市場的影響。第4章對古諾博弈模型的選擇進行了介紹與闡述，先對模型的構(gòu)建進行假設，然后分三種博弈類型構(gòu)建模型，對模型的結(jié)果進行計算并分析了基于企業(yè)競合的石油行業(yè)政策的導向性。第5章基于前文模型的結(jié)論，分析影響結(jié)論的行業(yè)政策因素，綜合考慮這些因素對基于競合的政策導向提出幾點建議。第6章對本文研究進行了總結(jié)。本課題的研究證明了基于企業(yè)競合的政策具有導向作用，且以企業(yè)競合為導向制訂的政策可以將企業(yè)之間的競爭行為向更合理化更多合作的方向引導，從而達到調(diào)節(jié)石油市場、推動石油行業(yè)發(fā)展的目的，對未來國家石油行業(yè)政策制訂的導向性規(guī)劃具有實踐意義。
[Abstract]:China's oil market is still in the imperfect stage of development, only a few large state-owned enterprises in the petroleum industry chain have a large market share, private oil enterprises development is not dominant. The majority of the onshore market share of the upstream exploration and development market is occupied by the two CNPC enterprises, and the offshore oil area is explored and developed by CNOOC. Private enterprises have basically not participated in the market competition for exploration and development. The oil production capacity of the old oil field is declining year by year, the new oil and gas field block is difficult to be exploited, the total oil production growth rate is slow, the oil source of refining and chemical enterprises is short, and many refineries are in fierce competition. These phenomena indicate that the development of China's oil market is extremely uneven, and the market-oriented reform of petroleum industry is imperative. The research object of this subject is the orientation of China's petroleum industry policy, and the theory of enterprise competition and cooperation theory is the theoretical basis. Chapter 1 gives a brief introduction to the domestic and foreign research situation, mainly includes the domestic and foreign petroleum policy and the competition theory research. Chapter 2 briefly introduces the theoretical basis of this paper, including the theory of competition and cooperation, the theory of game, and the theoretical basis of industry policy orientation. The third chapter summarizes the present situation of our country's oil market and the current petroleum policy of our country, and analyzes the influence of the current petroleum policy on the oil market. Chapter 4 introduces and expounds the choice of Cournot game model. The results of the model are calculated and analyzed. Chapter 5 is based on the conclusion of the previous model, analyzes the industry policy factors that influence the conclusion, and gives some suggestions to the policy direction based on competition. Chapter 6 summarizes the research of this paper. The research of this subject proves that the policy based on enterprise competition and cooperation has the guiding function, and the policy made with the enterprise competition and cooperation orientation can guide the competition behavior of the enterprise to the direction of more rational and more cooperation, so as to regulate the oil market. The purpose of promoting the development of petroleum industry is of practical significance to the future national oil industry policy-oriented planning.
