【摘要】：近年來，隨著社會經(jīng)濟(jì)的發(fā)展，特別是商業(yè)地產(chǎn)的蓬勃發(fā)展，電梯的應(yīng)用越來越多，與公眾的關(guān)系越來越密切，但頻繁發(fā)生的電梯安全事故，嚴(yán)重危害公眾安全。電梯維保市場惡性競爭、政府壟斷電梯檢測等問題也引發(fā)公眾對政府監(jiān)管缺位的指責(zé)，導(dǎo)致政府的公信力受損。如何對電梯使用安全進(jìn)行有效的監(jiān)管已引起人們的密切關(guān)注，成為政府工作中迫在眉睫需要解決的一項新課題。完善電梯安全監(jiān)管，不僅事關(guān)國家的質(zhì)量發(fā)展大計，需要強(qiáng)化質(zhì)量安全監(jiān)管，而且關(guān)系社會的和諧穩(wěn)定，與公眾日常生活息息相關(guān)。此外，理順電梯監(jiān)管體系，完善安全法規(guī)標(biāo)準(zhǔn)，規(guī)范市場競爭秩序，，還有利于提高企業(yè)核心競爭力，促進(jìn)電梯產(chǎn)業(yè)健康、可持續(xù)發(fā)展。目前我國雖然已建立起一套涵蓋各個環(huán)節(jié)的電梯安全監(jiān)管體系，但隨著時間的推移，該體系越來越不適應(yīng)社會發(fā)展的需求，亟待改革完善。本文采取問卷調(diào)查和走訪調(diào)查方式深入了解廣州市電梯安全監(jiān)管狀況，通過調(diào)研假設(shè)、調(diào)研實施、調(diào)研結(jié)果統(tǒng)計分析，梳理出廣州市電梯安全監(jiān)管中存在的問題：電梯使用單位沒有落實安全管理主體責(zé)任、監(jiān)管部門職能定位不清、電梯維保許可條件低、電梯檢測市場沒有開放等，并對問題產(chǎn)生的原因進(jìn)行了探討。最后，借鑒國外成功的經(jīng)驗，從轉(zhuǎn)變政府職能、引入市場競爭、提高維保許可條件等方面對完善廣州市電梯安全監(jiān)管提出建議，供監(jiān)管部門參考借鑒。 論文內(nèi)容包括四個部分：第一部分，主要說明了研究背景、意義和研究方法，介紹了國內(nèi)外研究現(xiàn)狀，界定了相關(guān)概念，梳理了有關(guān)理論。第二部分，介紹了廣州市的電梯安全監(jiān)管模式和國外的成功經(jīng)驗，對開展廣州市電梯安全監(jiān)管情況調(diào)研進(jìn)行設(shè)計。第三部分，對調(diào)查結(jié)果進(jìn)行匯總、分析、處理，梳理出廣州市電梯安全監(jiān)管中存在的問題，并探討了問題產(chǎn)生的原因。第四部分，介紹了這次調(diào)查研究的結(jié)論，針對調(diào)查結(jié)果提出完善廣州市電梯安全監(jiān)管的建議，例如轉(zhuǎn)變政府職能，改革行政審批制度，加強(qiáng)電梯維保市場的管理及開放電梯檢測市場等。
[Abstract]:In recent years, with the development of social economy, especially the vigorous development of commercial real estate, the elevator is used more and more, and the relationship with the public is more and more close, but frequent elevator safety accidents seriously endanger the public safety. The vicious competition in elevator maintenance market and the government monopoly on elevator inspection have also led to public criticism of the absence of government supervision, which has damaged the credibility of the government. How to supervise elevator safety effectively has attracted people's close attention and has become a new issue that needs to be solved urgently in government work. The improvement of elevator safety supervision is not only related to the quality development of the country, but also related to the harmony and stability of the society, and is closely related to the daily life of the public. In addition, straightening out the elevator supervision system, perfecting the safety regulations and standards, standardizing the order of market competition are also conducive to improving the core competitiveness of enterprises, promoting healthy and sustainable development of elevator industry. At present, although China has established a system of elevator safety supervision covering all links, with the passage of time, the system has become more and more unsuitable for the needs of social development, and it needs to be reformed and perfected urgently. This article adopts the questionnaire and the visit investigation way to deeply understand the Guangzhou elevator safety supervision situation, through the investigation hypotheses, the investigation implementation, the investigation result statistical analysis, Carding out the problems existing in the elevator safety supervision in Guangzhou: the elevator using unit has not carried out the main responsibility of safety management, the function of supervision department is not clear, the condition of elevator maintenance permit is low, the elevator inspection market is not open, etc. The causes of the problem are also discussed. Finally, from the successful experience of foreign countries, from the transformation of government functions, the introduction of market competition, improve the conditions of maintenance and permit for the improvement of Guangzhou elevator safety supervision, for regulatory reference. The paper includes four parts: the first part mainly explains the research background, significance and research methods, introduces the domestic and foreign research status, defines the relevant concepts, and combs the relevant theories. The second part introduces the elevator safety supervision mode of Guangzhou and the successful experience of foreign countries, and designs the investigation and research on the elevator safety supervision in Guangzhou. The third part summarizes, analyzes, deals with, sorts out the problems existing in the elevator safety supervision in Guangzhou, and discusses the causes of the problems. The fourth part introduces the conclusions of the investigation, and puts forward some suggestions to improve the elevator safety supervision in Guangzhou, such as changing the functions of the government and reforming the administrative examination and approval system. Strengthen the management of elevator maintenance market and open the elevator inspection market.
