【摘要】：石油是不可再生的資源，與國(guó)家安全和國(guó)計(jì)民生密切相關(guān)。一方面，成品油定價(jià)機(jī)制的改革與完善不僅是實(shí)現(xiàn)我國(guó)與國(guó)際石油價(jià)格接軌的必要途徑，還關(guān)系著我國(guó)能源有效利用和可持續(xù)利用等問(wèn)題。另一方面，中國(guó)作為石油進(jìn)口和消費(fèi)大國(guó)的重要身份，關(guān)注國(guó)際石油定價(jià)意義重大，在有利于自身經(jīng)濟(jì)利益的同時(shí)，也能夠逐步提升本 國(guó)在國(guó)際石油定價(jià)過(guò)程中的發(fā)言權(quán)和表決權(quán)。因此，，對(duì)我國(guó)現(xiàn)行成品油定價(jià)機(jī)制進(jìn)行研究，找出存在的問(wèn)題并且提出相應(yīng)對(duì)策，具有十分重要的理論意義和實(shí)踐價(jià)值。 論文基于國(guó)際和國(guó)內(nèi)成品油定價(jià)機(jī)制和價(jià)格變化的時(shí)代背景，以成品油定價(jià)機(jī)制相關(guān)的重要理論，如價(jià)格形成理論、市場(chǎng)壟斷理論等為基礎(chǔ)，借鑒國(guó)際上其他國(guó)家成品油定價(jià)機(jī)制和油價(jià)監(jiān)管等實(shí)際經(jīng)驗(yàn)，在對(duì)我國(guó)成品油定價(jià)機(jī)制的歷史變革進(jìn)行梳理的前提下，主要分析了我國(guó)定價(jià)機(jī)制方面存在的主要問(wèn)題，如市場(chǎng)配置功能難以發(fā)揮、漲多跌少深受詬病、市場(chǎng)價(jià)格與市場(chǎng)供求關(guān)系聯(lián)系不夠、定價(jià)機(jī)制缺乏有效監(jiān)管等。最后，筆者提出了具有一定可操作性的完善對(duì)策。這些對(duì)策主要包括引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制、發(fā)展石油期貨市場(chǎng)、加強(qiáng)宏觀調(diào)控、借鑒國(guó)外先進(jìn)經(jīng)驗(yàn)等。這些措施盡管不很全面，但卻是我國(guó)當(dāng)前的現(xiàn)實(shí)需求，筆者希望能夠付諸于實(shí)踐，致力于我國(guó)的經(jīng)濟(jì)建設(shè)和能源戰(zhàn)略，凝聚起我國(guó)科學(xué)發(fā)展的正能量。
[Abstract]:Oil is a non-renewable resource, which is closely related to national security and people's livelihood. On the one hand, the reform and perfection of the pricing mechanism of refined oil products is not only a necessary way to realize the integration of our country with the international oil price, but also relates to the effective utilization of energy and sustainable utilization of energy in China. On the other hand, as a major oil importing and consuming country, it is of great significance for China to pay close attention to international oil pricing. The right to vote and the right to vote in the international oil pricing process. Therefore, the current pricing mechanism of refined oil products in China is studied, the existing problems are found and the corresponding countermeasures are put forward. Based on the background of international and domestic oil pricing mechanism and price change, this paper uses the important theories related to the pricing mechanism of refined oil products, such as price formation theory. Based on the theory of market monopoly, and drawing on the practical experiences of other countries in the world, such as oil pricing mechanism and oil price supervision, and on the premise of combing the historical reform of the pricing mechanism of refined oil products in China, This paper mainly analyzes the main problems existing in the pricing mechanism of our country, such as the market allocation function is difficult to play, the rise and fall are criticized, the relation between the market price and the market supply and demand is not enough, the pricing mechanism lacks the effective supervision and so on. Finally, the author puts forward some operable countermeasures. These countermeasures include the introduction of market competition mechanism, the development of oil futures market, the strengthening of macro-control, and the use of foreign advanced experience. Although these measures are not very comprehensive, they are the actual demand of our country at present. The author hopes to put them into practice, devote themselves to the economic construction and energy strategy of our country, and condense the positive energy of our country's scientific development.
