【摘要】：伴隨著中國(guó)經(jīng)濟(jì)的快速發(fā)展，中國(guó)的造紙技術(shù)和生產(chǎn)能力不斷上升，造紙業(yè)迅速發(fā)展，造紙業(yè)在自身發(fā)展的同時(shí)給中國(guó)經(jīng)濟(jì)的高速發(fā)展帶來很大貢獻(xiàn)，但是造紙業(yè)在發(fā)展的同時(shí)也給我國(guó)的環(huán)境帶來了嚴(yán)重的環(huán)境問題。針對(duì)造紙業(yè)發(fā)展帶來的環(huán)境問題，我國(guó)采取了一系列的環(huán)境規(guī)制政策，例如征收排污費(fèi)、制定排放標(biāo)準(zhǔn)等。但是到底我國(guó)目前造紙業(yè)的環(huán)境規(guī)制現(xiàn)狀如何那？環(huán)境規(guī)制的過程中是否存在問題？針對(duì)于這一系列的環(huán)境規(guī)制問題，論文以造紙業(yè)為研究對(duì)象，以定性分析方法為主，分析一下我國(guó)造紙業(yè)環(huán)境規(guī)制中存在的問題。 在研究方法上，論文使用規(guī)范分析與理論分析相結(jié)合的方法，分析造紙業(yè)環(huán)境規(guī)制現(xiàn)狀，通過對(duì)環(huán)境規(guī)制現(xiàn)狀的分析發(fā)現(xiàn)造紙業(yè)環(huán)境規(guī)制存在的問題，并對(duì)存在的問題進(jìn)行深入的原因分析，最終對(duì)我國(guó)造紙業(yè)的環(huán)境規(guī)制提出一些建設(shè)性的意見。 本論文分為六個(gè)部分，第一部分是緒論，主要介紹了本文選題的背景與意義，以及研究思路、主要內(nèi)容和主要?jiǎng)?chuàng)新點(diǎn)及不足。第二部門是對(duì)相關(guān)研究文獻(xiàn)的分析和綜述，從國(guó)外與國(guó)內(nèi)兩個(gè)方面對(duì)環(huán)境規(guī)制的研究進(jìn)行綜述。第三部門是對(duì)我國(guó)造紙業(yè)環(huán)境規(guī)制現(xiàn)狀等方面進(jìn)行全面介紹，為后面發(fā)現(xiàn)問題提供理論依據(jù)。第四部分是本文的核心內(nèi)容，分析我國(guó)造紙業(yè)環(huán)境規(guī)制的效果。第五部門分析造紙業(yè)環(huán)境規(guī)制效果低效的原因。最后一部門是本著可行性和科學(xué)性的基礎(chǔ)上，，對(duì)深化造紙業(yè)環(huán)境規(guī)制提出一些具體措施。
[Abstract]:With the rapid development of China's economy, China's papermaking technology and production capacity are rising, the paper industry is developing rapidly, and the paper industry has made great contributions to the rapid development of China's economy at the same time. However, the development of paper industry has brought serious environmental problems to the environment of our country at the same time. In view of the environmental problems brought about by the development of paper industry, China has adopted a series of environmental regulation policies, such as levying sewage charges, formulating discharge standards and so on. But what is the current situation of environmental regulation in China's paper industry? Are there problems in the process of environmental regulation? In view of this series of environmental regulation problems, the paper takes the paper industry as the research object, mainly by the qualitative analysis method, analyzes the existing problems in the environmental regulation of China's paper industry. In terms of research methods, the paper uses the method of combining normative analysis with theoretical analysis to analyze the current situation of environmental regulation in paper industry, and finds out the existing problems of environmental regulation in paper industry through the analysis of the current situation of environmental regulation. Finally, some constructive suggestions on the environmental regulation of China's paper industry are put forward. This paper is divided into six parts, the first part is the introduction, mainly introduces the background and significance of this topic, as well as the research ideas, the main content and main innovation points and shortcomings. The second part is the analysis and review of the relevant research literature, from the foreign and domestic two aspects of environmental regulation review. The third part is a comprehensive introduction to the current situation of environmental regulation in China's paper industry, which provides a theoretical basis for the problems found behind. The fourth part is the core content of this paper, analyzes the effect of environmental regulation in China's paper industry. The fifth part analyzes the reasons for the inefficiency of environmental regulation in paper industry. On the basis of feasibility and science, the last part puts forward some concrete measures to deepen the environmental regulation of paper industry.
