【摘要】：在經(jīng)濟(jì)日趨蓬勃發(fā)展的今天,信息技術(shù)的進(jìn)步和全球經(jīng)濟(jì)一體化推動(dòng)了世界經(jīng)濟(jì)的飛速發(fā)展,企業(yè)生產(chǎn)經(jīng)營(yíng)所面對(duì)的環(huán)境復(fù)雜多變,風(fēng)險(xiǎn)的數(shù)量越來越多,復(fù)雜性也越來越大。企業(yè)在開拓市場(chǎng)與發(fā)展業(yè)務(wù)的同時(shí),不應(yīng)忽略風(fēng)險(xiǎn)管理的重要性,全面風(fēng)險(xiǎn)管理對(duì)企業(yè)而言是一項(xiàng)非常重要的工作,它關(guān)系到企業(yè)目標(biāo)的實(shí)現(xiàn)及可持續(xù)發(fā)展。 中國(guó)石油集團(tuán)東方地球物理勘探有限責(zé)任公司(簡(jiǎn)稱東方公司)是中石油旗下專門從事地球物理勘探的專業(yè)化工程技術(shù)服務(wù)公司,公司的海外業(yè)務(wù)分布在51個(gè)國(guó)家,絕大多數(shù)屬于高風(fēng)險(xiǎn)區(qū)域。目前海外業(yè)務(wù)正處于快速成長(zhǎng)期,而公司的海外業(yè)務(wù)目前還沒有系統(tǒng)的風(fēng)險(xiǎn)管理體系,風(fēng)險(xiǎn)管理現(xiàn)狀為零星控制并且僅有內(nèi)控部門對(duì)海外業(yè)務(wù)進(jìn)行風(fēng)險(xiǎn)管理,建立一套適合東方公司海外業(yè)務(wù)的全面風(fēng)險(xiǎn)管理體系尤為重要。 本文以《COSO全面風(fēng)險(xiǎn)管理整合框架》為理論基礎(chǔ),通過研究國(guó)內(nèi)外全面風(fēng)險(xiǎn)管理相關(guān)理論及文獻(xiàn)資料,并對(duì)其進(jìn)行綜合、比較,歸納了框架的共性及區(qū)別,找尋其對(duì)東方公司海外業(yè)務(wù)全面風(fēng)險(xiǎn)管理的可借鑒之處。初步形成以《COSO全面風(fēng)險(xiǎn)管理整合框架》八要素為基礎(chǔ)的海外業(yè)務(wù)全面風(fēng)險(xiǎn)管理思路,并以海外業(yè)務(wù)流程為主線,進(jìn)行全面風(fēng)險(xiǎn)管理研究。體系的實(shí)施部分闡述了海外業(yè)務(wù)全面風(fēng)險(xiǎn)管理的實(shí)施過程中可能存在的問題,并提出相應(yīng)的保障措施。 東方公司海外業(yè)務(wù)全面風(fēng)險(xiǎn)管理體系的構(gòu)建和實(shí)施為公司科學(xué)管理風(fēng)險(xiǎn)構(gòu)建良好開端,為全面提高公司科學(xué)管理水平和保障公司海外業(yè)務(wù)持續(xù)健康發(fā)展給予有力保證,也為集團(tuán)公司其他海外業(yè)務(wù)的全面風(fēng)險(xiǎn)管理提供一定的借鑒。
[Abstract]:With the rapid development of economy, the development of information technology and the integration of global economy promote the rapid development of the world economy. The production and management of enterprises are faced with complex environment, the number of risks is more and more, and the complexity is more and more. Enterprises should not ignore the importance of risk management while developing market and business. Overall risk management is a very important work for enterprises, which is related to the realization of enterprise objectives and sustainable development. CNPC Oriental Geophysical Exploration Co., Ltd. is a specialized engineering and technical service company specialized in geophysical exploration under PetroChina. Its overseas business is located in 51 countries. The vast majority belong to high-risk areas. At present, the overseas business is in the period of rapid growth, and the overseas business of the company does not have a systematic risk management system at present. The present situation of risk management is sporadic control and only the internal control department carries out risk management for the overseas business. It is particularly important to establish a comprehensive risk management system suitable for OCL's overseas operations. Based on the Integrated Framework of Comprehensive risk Management of COSO, this paper summarizes the generality and difference of the framework by studying the relevant theories and documents of comprehensive risk management at home and abroad, and comparing them with each other. Looking for its overseas business for the Orient's overall risk management can be used for reference. The overall risk management idea of overseas business based on the eight elements of "COSO Integrated Framework of Comprehensive risk Management" is formed preliminarily, and the overall risk management research is carried out with the overseas business process as the main line. The implementation of the system describes the possible problems in the implementation of overseas business overall risk management, and puts forward the corresponding safeguard measures. The construction and implementation of OCL's overall risk management system for overseas business provides a good start for scientific risk management of the company, and provides a strong guarantee for the overall improvement of the scientific management level of the company and the sustainable and healthy development of the company's overseas business. Also for the group of other overseas business overall risk management to provide certain reference.
