低碳經(jīng)濟(jì)下臨汾電網(wǎng)降損技術(shù)改造項(xiàng)目研究

【摘要】:隨著氣候變暖問(wèn)題的日益嚴(yán)重,發(fā)展低碳經(jīng)濟(jì)作為一種新型的經(jīng)濟(jì)發(fā)展模式得到了各國(guó)廣泛的認(rèn)同。由于我國(guó)的電力行業(yè)在節(jié)能減排中具有重要的作用,電力行業(yè)的節(jié)能降耗成為當(dāng)前發(fā)展低碳經(jīng)濟(jì)的一項(xiàng)迫切任務(wù)。電網(wǎng)損耗是反映供電企業(yè)電網(wǎng)規(guī)劃設(shè)計(jì)、技術(shù)裝備和經(jīng)濟(jì)運(yùn)行水平的綜合性技術(shù)經(jīng)濟(jì)指標(biāo),它是衡量供電企業(yè)管理水平的一項(xiàng)重要標(biāo)志。降低損耗不僅能夠降低供電企業(yè)的供電成本,使不該損耗的電量轉(zhuǎn)化為效益,也是供電企業(yè)實(shí)現(xiàn)節(jié)能減排目標(biāo)的重要途徑。 臨汾地區(qū)電網(wǎng)形成較早,由于歷史原因,電網(wǎng)布局不是十分合理,隨著城市電網(wǎng)及農(nóng)村電網(wǎng)改造工程的不斷深入,電網(wǎng)結(jié)構(gòu)正趨于完善。在這種情況下,對(duì)臨汾電網(wǎng)的降損技術(shù)改造項(xiàng)目進(jìn)行研究具有重要意義,能及時(shí)發(fā)現(xiàn)影響電網(wǎng)經(jīng)濟(jì)運(yùn)行的問(wèn)題,為臨汾的城、農(nóng)網(wǎng)改造指出方向,進(jìn)一步摸清臨汾電網(wǎng)損耗構(gòu)成,提出降低電網(wǎng)損耗的技術(shù)改造措施,確保臨汾電網(wǎng)降損技術(shù)改造項(xiàng)目的有效實(shí)施及電網(wǎng)的安全經(jīng)濟(jì)運(yùn)行。 本文以臨汾供電公司為實(shí)證研究的對(duì)象,研究了低碳經(jīng)濟(jì)下電網(wǎng)降損的技術(shù)改造項(xiàng)目。首先,分析了低碳經(jīng)濟(jì)與節(jié)能降耗的關(guān)聯(lián)性,闡述節(jié)能降耗的必要性。其次,從直接和間接兩個(gè)方面研究了電網(wǎng)企業(yè)對(duì)低碳經(jīng)濟(jì)的貢獻(xiàn)要素,總結(jié)歸納電網(wǎng)企業(yè)低碳貢獻(xiàn)效果的評(píng)價(jià)指標(biāo)體系,構(gòu)建評(píng)價(jià)模型,并以臨汾供電公司為例進(jìn)行實(shí)證研究。再次,結(jié)合臨汾供電公司電網(wǎng)發(fā)展的實(shí)際情況,對(duì)臨汾供電公司降損技術(shù)改造項(xiàng)目的低碳效益進(jìn)行評(píng)價(jià),為降損技術(shù)改造優(yōu)化策略的提出奠定現(xiàn)實(shí)的基礎(chǔ)。最后,從規(guī)劃建設(shè)、運(yùn)營(yíng)維護(hù)、經(jīng)營(yíng)管理三個(gè)主要方面提出了臨汾供電公司的降損技術(shù)改造優(yōu)化策略,為臨汾供電公司的線損管理工作提供參考依據(jù)。
[Abstract]:With the increasingly serious problem of climate warming, the development of low-carbon economy as a new economic development model has been widely recognized. As the power industry in China plays an important role in energy conservation and emission reduction, energy saving and consumption reduction in the power industry has become an urgent task in the development of low-carbon economy. Power loss is a comprehensive technical and economic index reflecting the power supply enterprises' power network planning and design, technical equipment and economic operation level. It is an important symbol to measure the management level of power supply enterprises. Reducing the loss can not only reduce the power supply cost of the power supply enterprises, but also make the electricity that should not be lost be converted into benefits. It is also an important way for the power supply enterprises to achieve the goal of energy saving and emission reduction. Linfen power grid was formed earlier, because of historical reasons, the distribution of power network is not very reasonable. With the deepening of urban power network and rural power grid reconstruction project, the power network structure is becoming more and more perfect. In this case, it is of great significance to study the Linfen power grid loss reduction technology renovation project, to find problems affecting the economic operation of the power grid in time, and to point out the direction for the transformation of Linfen city and rural power network. In order to ensure the effective implementation of the Linfen power grid loss reduction project and the safe and economic operation of the power network, the technical transformation measures to reduce the loss of Linfen power network are put forward in order to find out the loss composition of Linfen power network. In this paper, Linfen Power supply Company as the empirical research object, studied the low carbon economy power grid loss reduction technology transformation project. Firstly, the relationship between low-carbon economy and energy-saving is analyzed, and the necessity of energy-saving and consumption reduction is expounded. Secondly, the contribution factors of power grid enterprises to low carbon economy are studied directly and indirectly, the evaluation index system of low carbon contribution effect of power grid enterprises is summarized and the evaluation model is constructed, and Linfen power supply company is taken as an example to do empirical research. Thirdly, according to the actual situation of Linfen Power supply Company, the low carbon benefit of Linfen Power supply Company's loss reduction technology transformation project is evaluated, which lays a realistic foundation for the optimization strategy of Linfen power supply company's loss reduction technology transformation. Finally, from the planning and construction, operation and maintenance, management and management of Linfen power supply company from three main aspects of the loss reduction technology transformation optimization strategy, for Linfen power supply company line loss management to provide a reference basis.
