中國(guó)光谷與美國(guó)硅谷的比較研究

【摘要】:硅谷,美國(guó)西海岸舊金山到圣何塞之間長(zhǎng)不到100公里的平坦谷地,誕生于20世紀(jì)50年代。經(jīng)過曲折發(fā)展,現(xiàn)已成為世界高科技的中心和圣殿。硅谷,是美國(guó)科學(xué)技術(shù)發(fā)展的必然。在漫長(zhǎng)歷史進(jìn)程之中,硅谷的締造者們,在實(shí)踐的基礎(chǔ)上,以技術(shù)創(chuàng)新為出發(fā)點(diǎn),以風(fēng)險(xiǎn)資本為助推力,摸索和總結(jié)出了有利于硅谷的發(fā)展模式:為世界所廣泛認(rèn)可的“硅谷模式”。幾十年來(lái),這種模式在發(fā)展中得到豐富,在實(shí)踐中得到完善.對(duì)世界科技園區(qū)建設(shè)產(chǎn)生深遠(yuǎn)的影響。世界各國(guó)都在紛紛“復(fù)制”硅谷的模式,建立自己的高科技園區(qū)。硅谷的發(fā)展模式雖然不能完全復(fù)制,但可以借鑒,對(duì)發(fā)展我國(guó)高科技園區(qū)能夠提供若干啟不。 進(jìn)入上個(gè)世紀(jì)90年代后期,面對(duì)光電子技術(shù)和產(chǎn)業(yè)的迅速發(fā)展和世界高科技檄烈競(jìng)爭(zhēng)的態(tài)勢(shì),我國(guó)中央政府和一些省市政府審時(shí)度勢(shì),充分利用我國(guó)在信息、光電子產(chǎn)業(yè)和技術(shù)方面己經(jīng)取得的成就.在抓好全國(guó)高新區(qū)建設(shè)的基礎(chǔ)上,又篩選了幾個(gè)區(qū)域優(yōu)勢(shì)明顯,科技實(shí)力強(qiáng),人才資源豐厚,高科產(chǎn)業(yè)群體突出的城市或區(qū)域,并借鑒硅谷模式。創(chuàng)辦了具有中國(guó)特色的“硅谷”,打起了以光電子技術(shù)為主導(dǎo)的“中國(guó)光谷”牌。中國(guó)“武漢·光谷”誕生于2000年5月,經(jīng)國(guó)家批準(zhǔn)“中國(guó)光谷”正式落戶武漢東湖高新技術(shù)開發(fā)區(qū)。作為中國(guó)第一家國(guó)家級(jí)的光電子產(chǎn)業(yè)基地所在地,它以每年30%的速度跨越式發(fā)展,這片幅員518平方公里的土地如今已經(jīng)成為創(chuàng)業(yè)者的樂園、領(lǐng)先企業(yè)的聚集地,武漢的人文科技新城,活力無(wú)限的科技創(chuàng)新之地。與美國(guó)硅谷相比,光谷園區(qū)建設(shè)起步較晚,但通過對(duì)兩個(gè)不同科技園區(qū)社會(huì)人文環(huán)境、運(yùn)行機(jī)制和管理體制的比較,可以找出存在的差異,從中得到啟示。世界科技園區(qū)發(fā)展的歷史證明,要搞好中國(guó)光谷的建設(shè),就必須明確界定政府的作用,加速培植主導(dǎo)產(chǎn)業(yè)集群,強(qiáng)化產(chǎn)學(xué)研整體功能,建立風(fēng)險(xiǎn)機(jī)制,拓寬融資渠道。培育光谷文化,營(yíng)造創(chuàng)業(yè)氛圍,增強(qiáng)商業(yè)環(huán)境意識(shí),構(gòu)架信用體系,改善人才成長(zhǎng)環(huán)境,落實(shí)激勵(lì)機(jī)制?傊,我國(guó)光谷要想真正發(fā)展成為世界著名的科技園區(qū),就必須走科技優(yōu)勢(shì)取勝,產(chǎn)業(yè)優(yōu)勢(shì)取勝,競(jìng)爭(zhēng)優(yōu)勢(shì)取勝,機(jī)制優(yōu)勢(shì)取勝,人才優(yōu)勢(shì)取勝之路。 本文通過文獻(xiàn)研究、對(duì)比分析,從六個(gè)維度較系統(tǒng)地研究了中國(guó)光谷和美國(guó)硅谷之相同與不同之處,從而得到一些有益于中國(guó)光谷發(fā)展的啟示。同時(shí)對(duì)中國(guó)光谷當(dāng)前形式進(jìn)行了SWOT分析。最后,通過對(duì)與美國(guó)硅谷對(duì)比得出的結(jié)果,提出中國(guó)光谷發(fā)展的政策建議。
[Abstract]:Silicon Valley, a flat valley less than 100 kilometers from San Francisco to San Jose on the West Coast of the United States, was born in the 1950s. After tortuous development, has become the world's high-tech center and temple. Silicon Valley is the inevitable development of American science and technology. In the course of long history, the founders of Silicon Valley, on the basis of practice, take technological innovation as the starting point and venture capital as the booster. This paper explores and summarizes the development model in favor of Silicon Valley: the Silicon Valley Model, which is widely recognized in the world. Over the past few decades, this model has been enriched in development and perfected in practice. To the world science and technology park construction produces the profound influence. Countries around the world are copying Silicon Valley's model and building their own high-tech parks. Although the development mode of Silicon Valley can not be completely copied, it can be used for reference and can provide some enlightenment for the development of high-tech parks in China. In the late 1990s, in the face of the rapid development of optoelectronics technology and industry and the fierce competition of high-tech in the world, the central government of our country and some provincial and municipal governments assessed the situation and made full use of the information in our country. The achievements of optoelectronics industry and technology. Based on the construction of national high-tech zones, several cities or regions with obvious advantages, strong scientific and technological strength, rich talent resources and outstanding high-tech industrial groups are selected, and the Silicon Valley model is used for reference. Founded with Chinese characteristics of Silicon Valley, played the optoelectronic technology-led "China Optical Valley" brand. China "Wuhan Optical Valley" was born in May 2000, and officially settled in Wuhan East Lake High-tech Development Zone by the approval of the state. The history of the development of the World Science and Technology Park proves that in order to do a good job in the construction of China's optical valley, it is necessary to clearly define the role of the government, accelerate the cultivation of leading industrial clusters, strengthen the overall function of production, education and research, establish a risk mechanism, and broaden the financing channels. Cultivate the culture of Guanggu, create the atmosphere of starting a business, strengthen the consciousness of business environment, construct the credit system, improve the environment of talent growth, and implement the incentive mechanism. In a word, if our country wants to develop into a famous science and technology park in the world, we must take the road of winning in science and technology, in industry, in competition, in mechanism and in talent. Through literature research and comparative analysis, this paper systematically studies the similarities and differences between China Optical Valley and Silicon Valley of the United States from six dimensions, and obtains some enlightenment beneficial to the development of China Optical Valley. At the same time, the current form of China Optical Valley is analyzed by SWOT. Finally, through the comparison with American Silicon Valley, the paper puts forward some policy suggestions on the development of China Optical Valley.
