H地區(qū)生產(chǎn)加工環(huán)節(jié)的食品質(zhì)量安全控制研究

【摘要】:食品質(zhì)量安全是保證人類生命健康、提高人類生活質(zhì)量的基礎(chǔ),是經(jīng)濟(jì)社會和諧穩(wěn)定發(fā)展的重要保障。近年來,隨著我國經(jīng)濟(jì)的快速發(fā)展,我國食品產(chǎn)業(yè)得到了飛速發(fā)展,但食品質(zhì)量安全事故頻頻發(fā)生,食品質(zhì)量安全形勢依然不容樂觀,屢屢曝光的食品質(zhì)量安全問題,不斷刺激著社會大眾的神經(jīng),也一次次挑戰(zhàn)著政府的公信力。因而進(jìn)行食品質(zhì)量安全控制研究以減少食品質(zhì)量安全事故十分重要。 本文以信息不對稱理論、外部性理論和博弈論為基礎(chǔ),在分析當(dāng)前H地區(qū)生產(chǎn)加工環(huán)節(jié)存在的食品質(zhì)量安全問題基礎(chǔ)上,就生產(chǎn)加工環(huán)節(jié)的食品質(zhì)量安全控制進(jìn)行了研究。 首先,本文在梳理食品質(zhì)量安全問題發(fā)生機(jī)理的基礎(chǔ)上,結(jié)合H地區(qū)生產(chǎn)加工領(lǐng)域食品監(jiān)管工作實際情況,通過數(shù)據(jù)分析,對H地區(qū)生產(chǎn)加工環(huán)節(jié)存在的食品質(zhì)量安全問題進(jìn)行了分析,分別研究了企業(yè)、政府監(jiān)管機(jī)構(gòu)、外部環(huán)境等相關(guān)主體方面的原因。對企業(yè)來說,主要是利用魚骨圖從“人、機(jī)、料、法、環(huán)”五個方面對食品生產(chǎn)加工過程中食品質(zhì)量安全問題的可能原因進(jìn)行了分析;對政府監(jiān)管機(jī)構(gòu)來說,主要是從制度、技術(shù)、人員三方面對食品生產(chǎn)加工過程中食品質(zhì)量安全問題的可能原因進(jìn)行了分析;對外部環(huán)境來說,主要從消費者、新聞媒體等方面對食品生產(chǎn)加工過程中食品質(zhì)量安全問題的可能原因進(jìn)行了分析。 其次,本文結(jié)合前面的分析,從解決食品行業(yè)中的信息不對稱現(xiàn)象入手,分別對企業(yè)、政府監(jiān)管機(jī)構(gòu)、社會等相關(guān)方提出了加強(qiáng)食品質(zhì)量安全控制的建議。對企業(yè)來說,要增強(qiáng)質(zhì)量意識,完善相關(guān)制度,積極應(yīng)用先進(jìn)的技術(shù)及質(zhì)量管理方法,增強(qiáng)企業(yè)的質(zhì)量保障能力;對政府監(jiān)管機(jī)構(gòu)來說,要對制度、技術(shù)和人員進(jìn)行完善以對食品質(zhì)量安全進(jìn)行有效的監(jiān)管;對社會相關(guān)方來說,要充分發(fā)揮輿論導(dǎo)向和監(jiān)督作用,為政府監(jiān)管機(jī)構(gòu)對食品的監(jiān)管形成有效的補(bǔ)充。
[Abstract]:Food quality and safety is the basis to ensure the health of human life and to improve the quality of human life. It is also an important guarantee for the harmonious and stable development of economy and society. In recent years, with the rapid development of China's economy, the food industry has been rapidly developed, but food quality and safety accidents occur frequently, food quality and safety situation is still not optimistic, repeatedly exposed food quality and safety problems. Incessantly stimulate the nerves of the public, but also challenge the credibility of the government again and again. Therefore, it is very important to study food quality and safety control to reduce food quality and safety accidents. On the basis of information asymmetry theory, externality theory and game theory, based on the analysis of food quality and safety problems existing in production and processing links in H area, the food quality safety control in production and processing links is studied in this paper. First of all, on the basis of combing the mechanism of food quality and safety problems, combining with the actual situation of food supervision in the field of production and processing in H area, through data analysis, The problems of food quality and safety in production and processing links in H area were analyzed, and the reasons of enterprises, government supervision agencies, external environment and other related subjects were studied respectively. For enterprises, the possible causes of food quality and safety problems in the process of food production and processing are mainly analyzed from the five aspects of "people, machines, materials, methods, and rings" by using fish bone maps; for government regulatory bodies, it is mainly from the system. The possible causes of food quality and safety problems in the course of food production and processing were analyzed from three aspects of technology and personnel. For the external environment, mainly from the perspective of consumers, This paper analyzes the possible causes of food quality and safety problems in the process of food production and processing. Secondly, this paper combines the previous analysis, from the solution of information asymmetry in the food industry, respectively to enterprises, government regulatory agencies, society and other related parties to strengthen food quality and safety control recommendations. For enterprises, it is necessary to enhance quality awareness, improve relevant systems, actively apply advanced technology and quality management methods, and enhance the quality assurance capability of enterprises. Technology and personnel to improve the quality and safety of food for effective supervision; for the social parties concerned, we should give full play to the role of public opinion guidance and supervision, for the government supervision of food to form an effective supplement.
