【摘要】：冷戰(zhàn)結(jié)束后的俄羅斯與歐盟仍難以形成戰(zhàn)略上的互信,在關(guān)乎切身利益的諸多問題上存在著結(jié)構(gòu)性的矛盾和分歧。為防止歐亞大陸再次出現(xiàn)與之抗衡的"歐亞帝國",美歐急需在獨(dú)聯(lián)體內(nèi)尋找一個(gè)能夠有效制約俄羅斯的力量,烏克蘭從各方面來說都最為符合這一需要。自普京出兵克里米亞以來,烏克蘭危機(jī)就已經(jīng)演變?yōu)槎砹_斯與美歐的角力。烏克蘭危機(jī)結(jié)束了冷戰(zhàn)結(jié)束以來俄羅斯與歐洲關(guān)系中以合作為基調(diào)的時(shí)期,同時(shí)開啟了雙方對(duì)抗甚至沖突的新時(shí)期。烏克蘭的中立地位對(duì)俄羅斯至關(guān)重要,但目前美歐還難以接受,基輔新政權(quán)更不同意。歐盟著手降低對(duì)俄羅斯能源的依賴,大力發(fā)展新能源產(chǎn)業(yè),出臺(tái)新的能源安全戰(zhàn)略。奧巴馬政府還準(zhǔn)備直接對(duì)歐洲出口液化天然氣,以削弱俄羅斯的影響。壓力下的俄羅斯將加快把經(jīng)濟(jì)和外交重心轉(zhuǎn)向亞太。
[Abstract]:After the end of the Cold War, it is still difficult for Russia and the EU to form strategic mutual trust, and there are structural contradictions and differences on many issues of vital interest.In order to prevent the Eurasian continent from reappearing as a countervailing "Eurasian Empire," the United States and Europe urgently need to find a force within the Commonwealth of Independent States that can effectively restrain Russia, and Ukraine is most in line with this need in all respects.The crisis in Ukraine has turned into a battle between Russia and the US and Europe since Putin's military mission to Crimea.The Ukraine crisis ended a period of cooperation in Russian-European relations since the end of the Cold War, and opened a new era of confrontation and even conflict.Ukraine's neutrality is vital to Russia, but it is hard for the United States and Europe to accept, much less the new regime in Kiev.The European Union began to reduce its dependence on Russian energy, vigorously develop new energy industries and introduce new energy security strategies.The Obama administration is also prepared to export liquefied natural gas directly to Europe to weaken Russia's influence.Under pressure, Russia will accelerate its shift of economic and diplomatic focus to Asia-Pacific.
