【摘要】：玩具產(chǎn)業(yè)是揭陽市的傳統(tǒng)特色產(chǎn)業(yè)之一。近年來，廣東省委省政府實(shí)施“雙轉(zhuǎn)移”戰(zhàn)略，珠三角等發(fā)達(dá)地區(qū)“騰籠換鳥”，玩具制造等低端產(chǎn)業(yè)逐步向外轉(zhuǎn)移，給揭陽玩具產(chǎn)業(yè)發(fā)展提供了一次良好的機(jī)遇。揭陽是人口大市，發(fā)展玩具產(chǎn)業(yè)對(duì)解決就業(yè)民生問題更加具有重要意義。 本論文在調(diào)查研究的基礎(chǔ)上，運(yùn)用SWOT分析方法，對(duì)揭陽玩具產(chǎn)業(yè)發(fā)展的基本情況和階段性特征，產(chǎn)業(yè)發(fā)展的優(yōu)勢(shì)與劣勢(shì)、面臨的機(jī)遇與挑戰(zhàn)進(jìn)行了系統(tǒng)分析，明確提出把揭陽玩具產(chǎn)業(yè)作為地方支柱產(chǎn)業(yè)來培育的產(chǎn)業(yè)定位和建設(shè)具有國際競(jìng)爭(zhēng)優(yōu)勢(shì)的區(qū)域制造基地、創(chuàng)新基地和區(qū)域集散中心的產(chǎn)業(yè)發(fā)展目標(biāo)，以及主動(dòng)承接珠三角產(chǎn)業(yè)轉(zhuǎn)移、實(shí)施“四個(gè)優(yōu)化”的發(fā)展戰(zhàn)略，做強(qiáng)玩具產(chǎn)業(yè)價(jià)值鏈四個(gè)重點(diǎn)環(huán)節(jié)、構(gòu)筑公共服務(wù)六大平臺(tái)、建設(shè)一批產(chǎn)業(yè)園區(qū)及配套項(xiàng)目的戰(zhàn)略任務(wù)。同時(shí)，從政府保障的角度，提出加強(qiáng)規(guī)劃引導(dǎo)，促進(jìn)產(chǎn)業(yè)集聚發(fā)展；加大扶持力度，優(yōu)化產(chǎn)業(yè)集群發(fā)展環(huán)境；加強(qiáng)質(zhì)量管理，不斷完善質(zhì)量信用體系；加強(qiáng)人才培養(yǎng)，建立產(chǎn)業(yè)人才培育體系；鼓勵(lì)企業(yè)實(shí)施標(biāo)準(zhǔn)、名牌和專利戰(zhàn)略，提高國際競(jìng)爭(zhēng)力；堅(jiān)持可持續(xù)發(fā)展，促進(jìn)玩具產(chǎn)業(yè)與生態(tài)環(huán)境協(xié)調(diào)發(fā)展等對(duì)策建議。 當(dāng)今世界玩具消費(fèi)市場(chǎng)不是在萎縮，而是在擴(kuò)大；玩具產(chǎn)業(yè)發(fā)展面臨新一輪的調(diào)整升級(jí)。揭陽市在特色工藝和產(chǎn)業(yè)鏈配套方面，，具有其他地區(qū)無法復(fù)制的區(qū)域優(yōu)勢(shì)，玩具產(chǎn)業(yè)發(fā)展的潛力巨大。近年來，揭陽玩具產(chǎn)業(yè)發(fā)展勢(shì)頭良好，成為經(jīng)濟(jì)發(fā)展的一個(gè)新亮點(diǎn)。只要抓住機(jī)遇，發(fā)揮優(yōu)勢(shì)，揚(yáng)長避短，一定能夠?qū)崿F(xiàn)揭陽玩具產(chǎn)業(yè)集群發(fā)展的目標(biāo)。
[Abstract]:The toy industry is one of the traditional special industries in Jianyang City . In recent years , Guangdong Provincial Committee of Guangdong Province has implemented " double transfer " strategy , and the low - end industries such as " double transfer " strategy and toy manufacture have gradually shifted outward , providing a good opportunity for the development of the toy industry .

Based on the investigation and research , SWOT analysis method is applied to analyze the basic situation and features of the development of the toy industry , the advantages and disadvantages of the industry development , the opportunities and challenges facing the industry development objectives , and the strategic task of actively undertaking the development strategy of the Pearl River Delta industry , building the six platform of the public service , building a batch of industrial park areas and supporting projects . At the same time , the paper puts forward the strengthening planning guidance from the perspective of government security , and promotes the development of industrial agglomeration .
Strengthen the support and optimize the industrial cluster development environment ;
Strengthening the quality management and continuously improving the quality credit system ;
Strengthening the training of talents and establishing the cultivation system of industrial talents ;
