【摘要】：2005年以來伴隨SG公司戰(zhàn)略性搬遷調整轉移,SG公司位于河北遷安、秦皇島、曹妃甸等地的鋼鐵廠相繼建成投產,產能迅速增加,形成了鋼鐵生產的多地布局,對鋼鐵主業(yè)的管理也發(fā)展為跨地區(qū)管理。為適應形勢變化的要求,解決原燃材料多地采購供應,對采購供應管理實行相應調整,實行SG集團鋼鐵業(yè)的采購供應管理模式。在鋼鐵企業(yè)“采購供應—生產制造—市場銷售”的物流鏈上,采購作為輸入環(huán)節(jié),既是與外部市場的銜接主體,也是內部生產的基礎保障。采購一有波動,鋼鐵生產立刻受到影響,在鋼鐵企業(yè)占有至關重要的作用,同時,原燃料的采購成本約占鋼材總成本的60%-65%左右,對企業(yè)經營目標的實現(xiàn)具有舉足輕重的影響。原燃料資源配置與采購成本緊密相連,從而與企業(yè)是否盈利、盈利多少直接相關,成為鋼鐵企業(yè)提升經營能力的關鍵因素。隨著SG公司的不斷發(fā)展,傳統(tǒng)意義上的原燃料資源配置已經不能適應生產對采購供應工作的要求,需要對資源配置的策略進行改變,以項目管理的方式對資源配置項目進行優(yōu)化。本文以SG公司原燃料采購資源配置的進度管理研究為課題,利用項目管理先進理念和方法、工具對SG原燃料采購資源配置項目進行研究,從計劃、組織實施和監(jiān)控等方面入手,以適用、經濟、及時、協(xié)作作為目標導向,充分考慮到SG公司多地采購的供應特點,構建適合SG公司自身發(fā)展需要的原燃料資源配置體系。對目前鋼鐵企業(yè)面臨的經營形勢進行深入分析,闡述采購過程中對資源配置在鋼鐵企業(yè)經營過程中的重要性；對SG公司采購供應管理的發(fā)展和演變進行描述,對現(xiàn)行的集中化采購管理模式進行剖析,提出目前管理模式下在資源合理配置方面的優(yōu)勢和不足；運用項目管理的基本理論和方法,提出資源配置的控制節(jié)點、控制策略,形成適用于SG公司集中化采購需求的資源配置實施方案。
[Abstract]:Since 2005, with the strategic relocation, adjustment and transfer of SG Company, the steel plants of SG Company located in Qianan, Qinhuangdao and Caofeidian of Hebei Province have been built and put into production one after another, and the production capacity has increased rapidly, thus forming a multi-location layout of iron and steel production.The management of main industry of iron and steel also develops cross-regional management.In order to meet the requirements of the changing situation, the purchase and supply mode of SG group steel industry is adopted to solve the problem of purchasing and supply of primary combustion materials, adjust the management of purchasing supply and management accordingly.In the logistics chain of "purchasing, supplying, producing, manufacturing and marketing" in iron and steel enterprises, as an input link, procurement is not only the main body linking up with the external market, but also the basic guarantee of internal production.As soon as the purchase fluctuates, the steel production is affected immediately, which plays an important role in the iron and steel enterprises. At the same time, the purchase cost of the raw fuel accounts for about 60-65% of the total steel cost, which plays an important role in the realization of the enterprise's business objectives.The allocation of raw fuel resources is closely related to the purchasing cost, which is directly related to whether the enterprise is profitable and how much profit, which is the key factor to enhance the management ability of steel enterprises.With the continuous development of SG Company, the traditional allocation of raw fuel resources can no longer meet the requirements of production for procurement and supply, so it is necessary to change the strategy of resource allocation.Optimize the resource allocation project by project management.In this paper, based on the research on schedule management of raw fuel purchasing resource allocation of SG Company, the advanced concepts and methods of project management are used to study the resource allocation project of SG raw fuel procurement, starting from the aspects of planning, organizing, implementing and monitoring, etc.Based on the application, economy, timeliness and cooperation as the target orientation, the supply characteristics of SG Company's purchasing in many places are fully taken into account, and the allocation system of raw fuel resources suitable for SG Company's own development needs is constructed.This paper deeply analyzes the management situation faced by iron and steel enterprises at present, expounds the importance of resource allocation in the process of purchasing, and describes the development and evolution of SG company's purchasing supply management.This paper analyzes the current centralized purchasing management mode, puts forward the advantages and disadvantages in the rational allocation of resources under the current management mode, and puts forward the control node and control strategy of resource allocation using the basic theory and method of project management.To form a resource allocation implementation scheme suitable for SG Company's centralized purchasing requirements.
