【摘要】：卓越績(jī)效模式源于美國(guó)波多里奇國(guó)家質(zhì)量獎(jiǎng)標(biāo)準(zhǔn),目前有八十多個(gè)國(guó)家和地區(qū)在推廣應(yīng)用。它提供了一種評(píng)價(jià)方法,企業(yè)可以通過卓越績(jī)效模式集成的現(xiàn)代先進(jìn)管理理念和方法來評(píng)價(jià)企業(yè)的管理業(yè)績(jī),使企業(yè)不斷從優(yōu)秀走向卓越。我國(guó)于2001年啟動(dòng)全國(guó)質(zhì)量管理獎(jiǎng)的評(píng)審工作,以卓越績(jī)效模式作為評(píng)審標(biāo)準(zhǔn)。 論文首先介紹了卓越績(jī)效模式的內(nèi)涵、我國(guó)建筑企業(yè)應(yīng)用卓越績(jī)效模式的現(xiàn)狀、建立并實(shí)施卓越績(jī)效模式的目的和意義、世界三大質(zhì)量獎(jiǎng)和我國(guó)全國(guó)質(zhì)量獎(jiǎng)以及卓越績(jī)效模式在我國(guó)建筑領(lǐng)域的研究現(xiàn)狀。然后對(duì)卓越績(jī)效評(píng)價(jià)準(zhǔn)則進(jìn)行解析,分析其九條基本理念(遠(yuǎn)見卓識(shí)的領(lǐng)導(dǎo)、戰(zhàn)略導(dǎo)向、顧客驅(qū)動(dòng)、社會(huì)責(zé)任、以人為本、合作共贏、重視過程與關(guān)注結(jié)果、學(xué)習(xí)改進(jìn)與創(chuàng)新、系統(tǒng)管理)、七條類目的內(nèi)容及相互關(guān)系、卓越績(jī)效評(píng)價(jià)準(zhǔn)則與IS09000族標(biāo)準(zhǔn)的關(guān)系以及與企業(yè)核心競(jìng)爭(zhēng)力的關(guān)系。 本文按照卓越績(jī)效模式的七個(gè)方面,通過分析A建筑公司的成功實(shí)踐案例,提出我國(guó)建筑企業(yè)建立卓越績(jī)效模式的方法。由于過程管理涵蓋了企業(yè)的所有活動(dòng),涉及企業(yè)所有部門,本文著重對(duì)這一部分內(nèi)容進(jìn)行詳細(xì)分析。最后,從卓越績(jī)效評(píng)價(jià)準(zhǔn)則培訓(xùn)、建筑企業(yè)企業(yè)文化建設(shè)、樹立標(biāo)桿企業(yè)、問卷調(diào)查、開展自我評(píng)價(jià)、制定并實(shí)施改進(jìn)計(jì)劃、在恰當(dāng)?shù)臅r(shí)機(jī)申報(bào)全國(guó)質(zhì)量獎(jiǎng)等七個(gè)方面就我國(guó)建筑企業(yè)如何實(shí)施卓越績(jī)效模式進(jìn)行分析。 本文參照《卓越績(jī)效評(píng)價(jià)準(zhǔn)則》(GB/T19580-2012)和一些關(guān)于卓越績(jī)效模式在企業(yè)或機(jī)構(gòu)的應(yīng)用研究以及在A建筑企業(yè)實(shí)施的實(shí)踐,提出卓越績(jī)效模式在我國(guó)建筑企業(yè)建立并實(shí)施的一般方法,希望對(duì)我國(guó)建筑企業(yè)成功導(dǎo)入卓越績(jī)效模式提供一些借鑒。
[Abstract]:The excellent performance model originates from the Podolich National quality Award Standard and has been popularized and applied in more than 80 countries and regions.It provides an evaluation method for enterprises to evaluate their management performance through the integration of modern advanced management concepts and methods of excellence performance model, so that enterprises can continuously move from excellence to excellence.In 2001, China launched the evaluation of the National quality Management Award, with the excellent performance model as the evaluation standard.The paper first introduces the connotation of the excellent performance model, the current situation of the application of the outstanding performance model in Chinese construction enterprises, and the purpose and significance of establishing and implementing the outstanding performance model.The research status of the world's three quality awards, the national quality awards and the excellent performance model in the field of architecture in China.Then it analyzes the nine basic concepts of excellence performance evaluation (visionary leadership, strategic orientation, customer driven, social responsibility, people-oriented, win-win cooperation, attention to process and results, learning improvement and innovation, etc.), and then analyzes its nine basic concepts (visionary leadership, strategic orientation, customer driven, social responsibility, win-win cooperation, attention to process and results, learning improvement and innovation, etc.System management, content and relationship of seven categories, relationship between performance excellence evaluation criteria and IS09000 family standards, and relationship with core competitiveness of enterprises.According to the seven aspects of the outstanding performance model, this paper analyzes the successful practice cases of A construction company, and puts forward the method of establishing the outstanding performance model in the construction enterprise of our country.As process management covers all the activities of the enterprise and involves all departments of the enterprise, this paper focuses on the detailed analysis of this part.Finally, from excellent performance evaluation criteria training, construction enterprise culture construction, benchmarking enterprises, questionnaire survey, self-evaluation, the formulation and implementation of improvement plans,In the right time to declare the National quality Award and other seven aspects of the construction enterprises in China how to implement the performance model of excellence.Referring to the Standard of Excellence performance Evaluation (GBR / T19580-2012) and some researches on the application of excellence performance model in enterprises or institutions and the practice in A construction enterprises, this paper puts forward a general method of establishing and implementing excellence performance model in Chinese construction enterprises.The author hopes to provide some reference for Chinese construction enterprises to successfully introduce outstanding performance model.
