【摘要】:電力行業(yè)是我國(guó)國(guó)民經(jīng)濟(jì)的重要基礎(chǔ)性行業(yè),輸變電工程項(xiàng)目作為電力行業(yè)建設(shè)發(fā)展的重要組成部分,對(duì)于我國(guó)基礎(chǔ)性能源產(chǎn)業(yè)的發(fā)展具有重要作用。招投標(biāo)環(huán)節(jié)是輸變電工程項(xiàng)目建設(shè)過(guò)程中的重要環(huán)節(jié),評(píng)標(biāo)體系的科學(xué)、完整、全面構(gòu)建直接影響著招標(biāo)評(píng)標(biāo)項(xiàng)目是夠能夠符合工程需求,給予輸變電工程建設(shè)重要的支撐。隨著輸變電工程招標(biāo)評(píng)標(biāo)體系的逐步完善,必將推動(dòng)我國(guó)電力建設(shè)項(xiàng)目向經(jīng)濟(jì)、環(huán)保、和諧的方向發(fā)展。 在深入調(diào)查分析國(guó)內(nèi)外電力公司輸變電工程施工項(xiàng)目招評(píng)標(biāo)研究概況的基礎(chǔ)上,分析了河北省電力公司農(nóng)網(wǎng)改造升級(jí)110kV輸變電工程施工招標(biāo)評(píng)標(biāo)項(xiàng)目在評(píng)標(biāo)環(huán)節(jié)中存在的制約性問(wèn)題;根據(jù)低碳經(jīng)濟(jì)的背景下我國(guó)電力公司輸變電工程項(xiàng)目施工招投標(biāo)工作的特點(diǎn),將社會(huì)效益、環(huán)境效益等指標(biāo)與技術(shù)指標(biāo)、商務(wù)指標(biāo)、資信指標(biāo)等相融合構(gòu)建了電力公司輸變電工程項(xiàng)目施工招標(biāo)評(píng)標(biāo)初選指標(biāo)體系;結(jié)合評(píng)價(jià)指標(biāo)及河北省電力公司農(nóng)網(wǎng)改造升級(jí)110kV輸變電工程施工招標(biāo)評(píng)標(biāo)項(xiàng)目的特點(diǎn),建立了層次分析與模糊綜合評(píng)價(jià)相結(jié)合的招標(biāo)評(píng)標(biāo)體系評(píng)價(jià)模型;通過(guò)對(duì)河北省電力公司農(nóng)網(wǎng)改造升級(jí)110kV輸變電工程施工招標(biāo)評(píng)標(biāo)項(xiàng)目的實(shí)證分析,驗(yàn)證了所選方法的有效性,表明了層次分析與模糊綜合評(píng)價(jià)相結(jié)合的評(píng)價(jià)模型對(duì)解決輸變電工程招標(biāo)評(píng)價(jià)體系綜合評(píng)價(jià)問(wèn)題的實(shí)際應(yīng)用價(jià)值,且評(píng)價(jià)體系涵蓋經(jīng)濟(jì)、技術(shù)、環(huán)境和社會(huì)等各個(gè)方面,因而評(píng)價(jià)結(jié)果更加科學(xué)全面;最后,根據(jù)評(píng)價(jià)結(jié)果,,提出了改進(jìn)輸變電工程招標(biāo)評(píng)價(jià)體系的相關(guān)建議。 對(duì)電力公司輸變電工程項(xiàng)目施工招標(biāo)評(píng)標(biāo)體系進(jìn)行綜合評(píng)價(jià),為輸變電工程招標(biāo)評(píng)標(biāo)體系的建立及評(píng)標(biāo)工作的開(kāi)展提供了一種有效的思路,有利于輸變電工程招投標(biāo)工作的進(jìn)一步完善,項(xiàng)目建設(shè)過(guò)程的規(guī)范實(shí)施。
[Abstract]:The electric power industry is an important basic industry of our national economy. As an important part of the construction and development of the electric power industry, the transmission and transformation project plays an important role in the development of the basic energy industry of our country.Bidding is an important link in the construction of transmission and transformation projects. The scientific, complete and comprehensive construction of bid evaluation system has a direct impact on the bidding evaluation project is enough to meet the needs of the project, and give important support to the construction of transmission and transformation projects.With the gradual improvement of bidding evaluation system of power transmission and transformation projects, the electric power construction projects in our country will develop in the direction of economy, environmental protection and harmony.On the basis of in-depth investigation and analysis of the general situation of bidding evaluation for construction projects of power transmission and transformation projects at home and abroad,This paper analyzes the restrictive problems existing in bid evaluation of 110kV transmission and transformation project in Hebei Electric Power Company.According to the characteristics of construction bidding work of power transmission and transformation project in China electric power company under the background of low carbon economy, the indexes of social benefit, environmental benefit, technical index, commercial index, etc.The index system of bidding and evaluation of electric power transmission and transformation project is constructed, which combines the evaluation index and the characteristics of the construction bidding evaluation project of Hebei electric power company's agricultural power network transformation and upgrading 110kV transmission and transformation project.The evaluation model of bidding evaluation system combined with AHP and fuzzy comprehensive evaluation is established, and the effectiveness of the selected method is verified by the empirical analysis of the bidding evaluation project of Hebei electric power company's agricultural power network transformation and upgrading 110kV transmission and transformation project.It is shown that the evaluation model combined with AHP and fuzzy comprehensive evaluation has practical application value in solving the problem of comprehensive evaluation of bidding evaluation system of transmission and transformation projects, and the evaluation system covers various aspects, such as economy, technology, environment and society, etc.Therefore, the evaluation results are more scientific and comprehensive. Finally, according to the evaluation results, the paper puts forward some suggestions to improve the bidding evaluation system of transmission and transformation projects.The comprehensive evaluation of the bidding evaluation system for transmission and transformation projects of electric power companies provides an effective way of thinking for the establishment of bidding evaluation system and the development of bid evaluation for transmission and transformation projects.It is conducive to the further improvement of the bidding work of transmission and transformation projects and the standardized implementation of the project construction process.
