【摘要】：產(chǎn)業(yè)集群是產(chǎn)業(yè)與區(qū)域的有效結(jié)合。它是通過某產(chǎn)業(yè)的眾多相同、相近與相關(guān)的企業(yè)、機(jī)構(gòu)在某地的聚集而產(chǎn)生并釋放出一種集群效應(yīng)，，其本質(zhì)是一種有效的生產(chǎn)組織方式。產(chǎn)業(yè)集群以其資源整合、市場競爭力、成本低廉等優(yōu)勢吸引越來越多的專家學(xué)者對其進(jìn)行研究。隨著全球競爭的日益加劇，產(chǎn)業(yè)集群發(fā)展戰(zhàn)略必將成為船舶工業(yè)成長、發(fā)展的必由之路。 煙臺市是“山東省高端裝備產(chǎn)業(yè)（船舶及海洋工程裝備）制造基地”，是省政府確定的三大船舶工業(yè)基地之一。本文以煙臺船舶工業(yè)為研究對象，從產(chǎn)業(yè)集群的視角，運用產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)等理論來分析煙臺市船舶工業(yè)發(fā)展。 論文的意義主要在于提高對產(chǎn)業(yè)集群戰(zhàn)略在船舶工業(yè)發(fā)展過程中所起重要程度的認(rèn)識，為政府確定在促進(jìn)產(chǎn)業(yè)集群發(fā)展中應(yīng)該扮演的角色，為船舶企業(yè)明確自己的功能與定位，從而更快更好的促進(jìn)船舶工業(yè)產(chǎn)業(yè)集群發(fā)展進(jìn)而服務(wù)區(qū)域經(jīng)濟(jì)。 論文共分為五部分：第一部分論述了本文的研究背景、對象、意義，分析了國內(nèi)外關(guān)于產(chǎn)業(yè)集群和船舶產(chǎn)業(yè)集群的研究現(xiàn)狀;第二部分主要介紹了產(chǎn)業(yè)集群的相關(guān)理論基礎(chǔ)，闡述了產(chǎn)業(yè)集群的概念和特征，并從經(jīng)濟(jì)學(xué)的視角，分析了產(chǎn)業(yè)集群的市場、成本及協(xié)同等經(jīng)濟(jì)效應(yīng);第三部分為船舶工業(yè)理論模型部分，該部分首先分析了船舶工業(yè)的產(chǎn)業(yè)特征；其次指出了船舶工業(yè)集群形成的條件及影響因素；再次從正效應(yīng)、負(fù)效應(yīng)、綜合效應(yīng)三方面分析船舶工業(yè)產(chǎn)業(yè)集群的經(jīng)濟(jì)效應(yīng)；最后運用波特對產(chǎn)業(yè)集群的定義和空間基尼系數(shù)、產(chǎn)業(yè)集中度、區(qū)位商等定性分析和定量分析方法構(gòu)建了船舶工業(yè)產(chǎn)業(yè)集群識別模型，以對船舶工業(yè)產(chǎn)業(yè)集群發(fā)展水平進(jìn)行識別;第四部分為煙臺市船舶工業(yè)發(fā)展實證分析，該部分首先介紹了煙臺市船舶工業(yè)產(chǎn)業(yè)集群發(fā)展總體概況；緊接著運用船舶工業(yè)產(chǎn)業(yè)集群理論分析了煙臺市船舶工業(yè)產(chǎn)業(yè)集群形成條件和特征；然后運用船舶工業(yè)產(chǎn)業(yè)集群識別模型對煙臺船舶工業(yè)產(chǎn)業(yè)集群發(fā)展進(jìn)行定性和定量識別；最后指出煙臺船舶工業(yè)產(chǎn)業(yè)集群存在的問題及原因。該部分通過對煙臺市船舶工業(yè)產(chǎn)業(yè)集群進(jìn)行理論分析與實證分析、定性分析與定量分析得出了以下結(jié)論：煙臺市船舶工業(yè)產(chǎn)業(yè)集群已初見雛形，雖然煙臺市船舶工業(yè)產(chǎn)業(yè)集群己初步存在和發(fā)展，但它在發(fā)展中還存在船舶工業(yè)產(chǎn)業(yè)集群規(guī)模小、配套水平低、技術(shù)創(chuàng)新能力不高等問題，這些問題的解決與否會對煙臺市船舶工業(yè)產(chǎn)業(yè)集群的發(fā)展產(chǎn)生很大的影響。第五部分首先選取韓國、長江三角洲地區(qū)作為國內(nèi)外船舶工業(yè)產(chǎn)業(yè)集群發(fā)展的典型案例進(jìn)行分析，并總結(jié)了國外船舶工業(yè)發(fā)達(dá)國家地區(qū)如歐洲、日本、韓國等一些造船大戶的船舶工業(yè)產(chǎn)業(yè)集群發(fā)展經(jīng)驗和國內(nèi)環(huán)渤海灣、長江三角洲、珠江三角洲等三大造船基地的船舶工業(yè)產(chǎn)業(yè)集群發(fā)展經(jīng)驗；其次指出了國內(nèi)外船舶工業(yè)產(chǎn)業(yè)集群發(fā)展的經(jīng)驗和典型案例給煙臺船舶工業(yè)發(fā)展帶來哪些啟示；最后，從政府層面、產(chǎn)業(yè)層面、企業(yè)層面提出了加快煙臺市船舶工業(yè)產(chǎn)業(yè)集群發(fā)展的對策。
[Abstract]:The industrial cluster is the effective combination of industry and region. It is an industry by many of the same, similar enterprises and related institutions, and aggregated in somewhere to produce and release a cluster effect, its essence is a kind of effective way of production organization. The industrial cluster with its resource integration, market competitiveness, experts and scholars of the cost the advantages of low to attract more and more research on it. With the aggravation of global competition, the development strategy of industrial clusters will become shipbuilding industry growth, development the only way which must be passed.
Yantai city is Shandong province of high-end equipment industry (ship and marine engineering equipment manufacturing base) ", is one of the three major shipbuilding industrial base set by the provincial government. This paper takes Yantai shipbuilding industry as the research object, from the perspective of industrial cluster, using industry economics, analysis of the development of shipping industry in Yantai regional economic theory.
The significance of this article is to raise awareness of the importance of industrial cluster strategy in the process of the development of shipbuilding industry, in promoting the development of industrial clusters should play a role for the government and for the enterprises to define their function and positioning, so as to promote faster and better development of shipbuilding industry cluster and regional economy.
This paper is divided into five parts: the first part discusses the research background, the object, significance, analysis of the current situation of research on industrial clusters and shipbuilding industry cluster at home and abroad; the second part mainly introduces the related theory of industrial clusters, expounds the concept and characteristics of industrial clusters, and from the perspective of economics, analysis the industrial cluster market, cost and economic cooperation effect; the third part is the shipbuilding industry model, this part analyzes the industrial characteristics of shipbuilding industry; secondly pointed out the factors of shipbuilding industry cluster formation conditions and influence; again from the positive effect, negative effect, economic effect analysis of shipbuilding industry cluster comprehensive the effect of the three aspects; finally the use of Potter on the industrial cluster definition and spatial Gini coefficient, industry concentration, location quotient, qualitative analysis and quantitative analysis methods to build the ship Industrial cluster identification model, to identify the level of development of the shipbuilding industry cluster; the fourth part is the empirical analysis of thedevelopment of shipbuilding industry in Yantai City, the first part introduces the general situation of shipbuilding industry cluster development in Yantai city; followed by the use of shipbuilding industry cluster theory to analyze the industrial cluster of Yantai shipbuilding industry formation conditions and characteristics then use; shipbuilding industrial clustersidentification model for qualitative and quantitative identification of Yantai shipbuilding industry cluster development; finally pointed out the problems and reasons of Yantai shipbuilding industry cluster. This part through theoretical analysis and empirical analysis of industrial clusters of Yantai shipbuilding industry, qualitative analysis and quantitative analysis draws the following conclusions: Yantai City shipbuilding industry cluster has begun to take shape, although the Yantai shipbuilding industry cluster has initially The existence and development, but it still exists in the development of shipbuilding industry cluster of small scale, low supporting level, technological innovation capability is not high, the solution of these problems will have great influence on the development of industrial clusters in Yantai shipbuilding industry. The fifth part of the first selection of South Korea, the Yangtze River Delta region as a typical case the development of shipbuilding industry cluster at home and abroad were analyzed, and summarized the shipbuilding industry in developed countries such as Europe, Japan, South Korea and some other large shipbuilding shipbuilding industry cluster development experience and the inner Bohai Bay, Yangtze River Delta, Pearl River Delta and other three major shipbuilding base experience of shipbuilding industry cluster development; secondly it is pointed out that the current shipbuilding industry cluster development experience and typical cases which bring enlightenment to the development of Yantai shipbuilding industry; finally, from the government level, production At the level of industry, the enterprise level puts forward the countermeasures to speed up the development of the shipbuilding industry cluster in Yantai.
