嬰幼兒配方乳粉企業(yè)的質(zhì)量安全管理體系及優(yōu)化研究

【摘要】:食品安全已經(jīng)不僅僅涉及人類健康和生命安全,而且也關(guān)系到國家經(jīng)濟(jì)的發(fā)展和社會的穩(wěn)定。嬰幼兒配方乳粉是屬于特殊膳食用食品,為滿足嬰幼兒生長發(fā)育所需要按特殊配方而專門加工的食品。由于嬰幼兒是弱小敏感人群,其產(chǎn)品的質(zhì)量和安全關(guān)系尤其重大,近十年來國內(nèi)發(fā)生的重大質(zhì)量安全事件及市場抽查結(jié)果,都凸顯了嬰幼兒配方乳粉的質(zhì)量和安全的脆弱性,因此作為嬰幼兒配方的企業(yè)無論是自身未來的可持續(xù)發(fā)展還是對社會必須承擔(dān)的責(zé)任,都需要考慮建立一個嚴(yán)密的全方位控制的質(zhì)量安全管控體系,來保證生產(chǎn)出高質(zhì)量高安全的產(chǎn)品。 本文采用文獻(xiàn)分析法、訪談法、理論分析法和實(shí)證分析法,,通過對嬰幼兒配方乳粉的質(zhì)量特性與藥品的質(zhì)量特性進(jìn)行分析比較,認(rèn)為藥品要求的有效性、安全性、穩(wěn)定性和一致性也是嬰幼兒配方乳粉所必須具備的;藥品GMP是目前藥品生產(chǎn)質(zhì)量控制運(yùn)用的質(zhì)量管理體系,大量文獻(xiàn)、實(shí)證案例及國家法規(guī)的強(qiáng)制實(shí)施均能證明其有效性,而藥品GMP對比食品GMP,無論是從條款、要求程度和內(nèi)容上都有較強(qiáng)的優(yōu)越性;目前大多數(shù)嬰幼兒配方乳粉的生產(chǎn)企業(yè)除了引用ISO9001和HACCP體系以外,僅實(shí)行食品GMP衛(wèi)生規(guī)范,因此本文引入藥品GMP管理體系進(jìn)行優(yōu)化,再結(jié)合一般嬰幼兒配方乳粉生產(chǎn)企業(yè)應(yīng)用的ISO9001和HACCP體系,使三大體系的文件有機(jī)融合,建立以藥品GMP為基礎(chǔ)的,優(yōu)化的嬰幼兒配方乳粉特有的質(zhì)量安全管理體系;本文第五章和第六章以一家嬰幼兒配方乳粉生產(chǎn)企業(yè)為例,從企業(yè)的實(shí)際情況出發(fā),以企業(yè)層面的微觀數(shù)據(jù)為依據(jù)進(jìn)行實(shí)證解析,按優(yōu)化的質(zhì)量安全管理體系制定出切實(shí)可行的優(yōu)化方案,從企業(yè)文化、組織框架、文件體系、培訓(xùn)、執(zhí)行到定期回顧、效果評價進(jìn)行了一系列的對理論體系的有效驗(yàn)證。國家2013年9月將對嬰幼兒配方乳粉企業(yè)由質(zhì)量監(jiān)督管理局轉(zhuǎn)至食藥監(jiān)管理總局管理,管理方式將會轉(zhuǎn)化為食品監(jiān)管方式轉(zhuǎn)為藥品監(jiān)管方式,因此本文也符合質(zhì)量管理趨勢,為企業(yè)如何提高嬰幼兒配方乳粉的生產(chǎn)質(zhì)量,并滿足政府、市場和消費(fèi)者要求提供了方法和途徑。
[Abstract]:Food safety is not only related to human health and life safety, but also related to the national economic development and social stability. Infant formula milk powder is a special dietary food. Food specially prepared for the growth and development of infants and young children. Since infants and young children are small and sensitive people, the quality and safety of their products are of particular importance. The major quality and safety incidents in China and the results of market spot checks in the past decade have highlighted the fragility of the quality and safety of formula milk powder for infants and young children. Therefore, as infant formula enterprises, regardless of their own future sustainable development or the responsibility to the society, we need to consider the establishment of a strict all-around quality and safety control system. To ensure the production of high quality and high safety products. In this paper, literature analysis, interview, theoretical analysis and empirical analysis were used to analyze and compare the quality characteristics of infant formula milk powder with those of medicine, and the results showed that the drug requirement was effective and safe. The stability and consistency are also necessary for infant formula milk powder. Drug GMP is a quality management system used in drug production quality control at present. A large number of literature, empirical cases and the enforcement of national laws and regulations can prove its effectiveness. In contrast to food GMP, drug GMP has strong advantages in terms of terms, requirements, and contents. At present, most enterprises producing infant formula milk powder only apply food GMP hygienic norms, except for citing ISO9001 and HACCP systems. Therefore, this paper introduces the drug GMP management system to optimize, and then combines the ISO9001 and HACCP systems used by the general infant formula milk powder production enterprises, so that the three systems of document organic integration, the establishment of drug GMP as the basis, The fifth and sixth chapters of this paper take an infant formula milk powder production enterprise as an example, proceed from the actual situation of the enterprise, On the basis of microcosmic data at the enterprise level, an empirical analysis is carried out. According to the optimized quality and safety management system, a feasible optimization scheme is worked out, from corporate culture, organizational framework, document system, training, implementation to regular review. In September 2013, the State transferred the infant formula milk powder enterprises from the quality Supervision Bureau to the Administration of Food and Drug Administration. The management mode will be transformed into the food supervision mode to the drug supervision mode, therefore this article also conforms to the quality management trend, for the enterprise how to improve the infant formula milk powder production quality, and satisfies the government, Market and consumer requirements provide ways and means.
