【摘要】：電力設(shè)計(jì)院指的是我國電力行業(yè)中的勘察設(shè)計(jì)企業(yè),在國家電力建設(shè)中承擔(dān)電源、電網(wǎng)及供配電建設(shè)的設(shè)計(jì)、咨詢、技術(shù)服務(wù)等作用,作為電力工程建設(shè)的“龍頭”在國民經(jīng)濟(jì)發(fā)展中占有重要的地位。隨著我國電力企業(yè)體制改革的推進(jìn),電力勘察設(shè)計(jì)行業(yè)的內(nèi)部競爭也開始日趨激烈。如何抓住機(jī)遇、迎接市場(chǎng)和競爭對(duì)手的挑戰(zhàn),進(jìn)行從項(xiàng)目管理到設(shè)計(jì)、采購、施工的全過程總承包,從而提高自己的核心競爭力,是電力設(shè)計(jì)院迫切需要解決的問題。本文從項(xiàng)目管理的角度出發(fā),針對(duì)電力設(shè)計(jì)院在采用總承包管理模式時(shí)遇到的一些瓶頸問題及自身不足,從其如何影響項(xiàng)目進(jìn)度、質(zhì)量、費(fèi)用等方面進(jìn)行深入分析,通過對(duì)比國際上先進(jìn)的管理經(jīng)驗(yàn),提出電力設(shè)計(jì)院總承包能力提升的相應(yīng)策略與措施,并由實(shí)際的工程案例加以論證。
[Abstract]:The Electric Power Design Institute refers to the survey and design enterprises in the electric power industry in China, which are responsible for the design, consultation and technical services of the power supply, power grid and power supply and distribution construction in the national electric power construction. As the "leader" of electric power engineering construction, it plays an important role in the development of national economy. With the development of electric power enterprise system reform, the internal competition of electric power survey and design industry is becoming more and more fierce. Meet the challenges of the market and competitors, from project management to design, procurement, construction of the whole process of general contracting, so as to improve their core competitiveness, This paper, from the point of view of project management, aims at some bottleneck problems encountered by electric power design institutes in adopting the general contract management mode and their own shortcomings, and how to affect the progress and quality of the project. By comparing the advanced management experience in the world, the paper puts forward the corresponding strategies and measures to enhance the general contracting capacity of the electric power design institute, and proves it by the actual engineering cases.
