【摘要】:二十一世紀,人類能源消費在經(jīng)歷了草木時代、煤炭時代和石油時代后,將進入天然氣時代。天然氣作為“清潔”能源,具有高效、安全、環(huán)保的特點,對環(huán)境的污染遠遠小于石油和煤炭,隨著人類環(huán)境保護意識和要求不斷提高,二十一世紀,天然氣將成為人類能源消費的最主要品種,并在人們的生活中起到越來越重要的作用。目前,我國是以煤炭、石油為主的能源消費大國,每年消費煤炭約十幾億噸、石油近三億噸。煤炭生產(chǎn)、運輸和使用過程中造成的水土流失、生態(tài)環(huán)境破壞和大氣污染問題日趨嚴重,而石油近一半需要依靠進口,能源安全無法保障。同時我國是環(huán)境污染大國,溫室氣體排放量位居世界第一,占世界總排放量的五分之一,二氧化碳排放量位居世界第二,占世界總排放量的十分之一,環(huán)境治理任重道遠。 面對生態(tài)環(huán)境和能源安全提出的挑戰(zhàn),為改善能源結構,減少環(huán)境污染,發(fā)展替代燃料和替代技術已成為必然的選擇,在世界能源生產(chǎn)總量中,天然氣已占到1/3,并有可能在不遠的將來逐步將現(xiàn)時廣受歡迎的石油和煤炭擠到次要地位。2020年前,天然氣在世界能源需求中的比例將會達到45%-50%。其中以LNG方式出售的約占33%。很多業(yè)內(nèi)人士認為,能取代煤炭和石油成為世界主要消費能源的,不是風力不是潮汐也不是太陽能,而是天然氣;蛘邷蚀_的說,是凝固的便于運輸?shù)囊夯烊粴狻狶NG。 2010年開始,籌建一座日處理20萬立方米天然氣液化工廠,論文從項目管理的角度敘述了工廠由設想規(guī)劃、籌備建設到運營管理的全過程,總結得失,以資借鑒。
[Abstract]:In the 21 century, human energy consumption will enter into the natural gas age after the age of vegetation, coal and petroleum. As a "clean" energy, natural gas has the characteristics of high efficiency, safety and environmental protection. The pollution to the environment is far less than that of oil and coal. With the increasing awareness and requirement of human environmental protection, natural gas will become the most important kind of human energy consumption in the 21 century. And it plays a more and more important role in people's lives. At present, China is a major energy consumer based on coal and petroleum, consuming about one billion tons of coal and nearly 300 million tons of oil each year. Coal production, The problems of soil erosion, ecological environment damage and air pollution caused by transportation and use are becoming more and more serious, and nearly half of oil needs to be imported, so energy security cannot be guaranteed. Meanwhile, China is a large country of environmental pollution. Greenhouse gas emissions ranked first in the world, accounting for 1/5 of the world's total emissions, carbon dioxide emissions ranked second in the world, accounting for 1/10 of the world's total emissions, environmental control has a long way to go. In the face of the challenges posed by the ecological environment and energy security, in order to improve the energy structure, reduce environmental pollution and develop alternative fuels and alternative technologies, it has become an inevitable choice in the total energy production of the world, Natural gas already accounts for one-third of the total, and it is likely that in the near future oil and coal, now popular, will gradually be sidelined. Natural gas will account for 45 to 50 percent of the world's energy demand. About 33 percent will be sold in the form of LNG. Many people in the industry believe that it is not wind, not tides, nor solar energy that can replace coal and oil as the world's main consumer energy. It's natural gas. Or, to be exact, solidified, easily transportable liquefied natural gas-LNG. Since 2010, a natural gas liquefaction plant of 200000 cubic meters per day has been built. From the point of view of project management, this paper describes the whole process of plant planning, preparation and construction to operation management, and sums up the gains and losses, so as to draw lessons from the project management.
