【摘要】：經濟、節(jié)能、環(huán)保,以及能源的可持續(xù)發(fā)展,是當下中國甚至全球都在探討的能源應用問題,為了實現(xiàn)減少對世界環(huán)境的影響,減緩能源消耗,經過論證的多元化能源利用模式正被眾多國家和地區(qū)的能源產業(yè)所重視。然而,不管是可再生能源還是可持續(xù)能源,我們要確保常規(guī)能源的生產以及再開放,才能夠滿足大規(guī)模的工業(yè)需求、社會需求、公共需求。所以,基于傳統(tǒng)常規(guī)能源的多元化開發(fā)和應用勢在必行。 當前,在中國大部分地區(qū),汽油、煤炭、天然氣等資源利用形式均在發(fā)生改變,但受限于傳統(tǒng)的生產方式、運輸方式、終端應用方式,這些資源沒有形成用戶端、需求端推動發(fā)展的能源利用模式,導致這些傳統(tǒng)能源無法在污染嚴重、資源浪費的大環(huán)境下,進行多元化的發(fā)展,基于傳統(tǒng)能源的再開發(fā)遲遲不能出現(xiàn)或只能小規(guī)模應用,無法催生能源領域的大規(guī)模進化。 因此,目前的中國能源市場,急需出現(xiàn)能夠打破傳統(tǒng)能源利用方式,優(yōu)化傳統(tǒng)能源供應,提升傳統(tǒng)能源利用效率的新形態(tài)能源�？v觀當前國內的能源應用態(tài)勢,天然氣作為全國范圍內的能源供應形態(tài),已經完全占領了用戶生活領域以及部分天然氣高產地區(qū)的公共運輸領域,同時此類能源在具備極大的區(qū)域自主開發(fā)、運作空間的同時,兼具極好的多元化開發(fā)前景。 綜上所述,在全球關注能源利用形態(tài),強調節(jié)能、環(huán)保、經濟的今天,天然氣能源以其環(huán)保、經濟等優(yōu)勢,擁有極強的再開發(fā)價值,有著潛力巨大的市場空間。這其中有四大因素決定了本次論文的核心圍繞CQ市天然氣的商業(yè)拓展展開,一是天然氣能源領域具備相對寬松且可多樣化發(fā)展的政策空間,二是天然氣能源具備可低成本開發(fā)且有成熟多元化應用模式可借鑒的優(yōu)勢,三是天然氣能源高效、環(huán)保、經濟,四是CQ市地區(qū)具備豐沛的天然氣供應與成熟的運作體系。 1.主要內容 在天然氣能源領域,CNG(壓縮天然氣)一直以來占據(jù)較大份額,而且在CQ市等天然氣高產地區(qū)處于壟斷地位,使得新形態(tài)的天然氣能源無法得到更有效的發(fā)展和推廣,而且這一傳統(tǒng)的天然氣利用形態(tài)極大的限制了天然氣能源的再開發(fā),阻礙了天然氣能源領域的良性發(fā)展。這一局面必須在能源多元化發(fā)展的今天得到扭轉,新能源形態(tài)的開拓必須展開。 在這個時期,中國天然氣產業(yè)乃至CQ市天然氣產業(yè)急需解決的高效轉化、運輸方便、方便存儲、使用安全、環(huán)保等細節(jié)問題,有了可行性的解決辦法,即LNG(液化天然氣)應用、管理規(guī)模化。這種被稱為高端天然氣的產品在經濟效益方面相當引入矚目,因為它相對燃油費用可節(jié)約30%左右。同時此類天然氣產品運輸更加方便,對儲存環(huán)境要求相對降低不少(占地少、安全),更環(huán)保。在近幾年的能源發(fā)展以及應用開拓中,甚至出現(xiàn)了小型LNG產業(yè)鏈需求上升、作用突出、地位提升、逐步擴大的態(tài)勢。 正是由于時代的變革、經濟環(huán)保的訴求,前景廣闊的LNG有了大規(guī)模進入市場的機遇,同時也給了天然氣產業(yè)一次改革產品、服務、管理結構的契機。產品、服務的變化必會導致企業(yè)經營壞境的變化,經營環(huán)境的變化推動管理科學的發(fā)展,順應這一發(fā)展趨勢,CQ市燃氣集團的戰(zhàn)略管理必須發(fā)生變化。 該論文的核心內容就是論證以CQ市燃氣集團為基礎實現(xiàn)LNG規(guī)�；目赡苄浴⑸虡I(yè)價值、產業(yè)影響。論文以CQ市為LNG規(guī)�；愿采w為目標,旨在通過對燃氣集團LNG業(yè)務規(guī)�；瘧冒l(fā)展的企業(yè)調研,尋找滿足CQ市LNG產業(yè)規(guī)�；漠a品供應方式、市場需求、服務體系,通過項目收益分析／成本分析、資本結構分析、融資分析、財務費用分析等方式,嘗試制定長期有效的戰(zhàn)略管理方案,為未來LNG產業(yè)的規(guī)模化發(fā)展提供實踐支持。通過上述實際調研、市場分析、收益分析、成本分析、技術分析等手段,尋找適合中國大范圍實施的LNG規(guī)模化應用管理方案。 論文的重點將主要圍繞CQ市地區(qū)燃氣應用規(guī)模和供需鏈,分析CQ市地區(qū)的LNG需求規(guī)模以及潛在市場,論證LNG的發(fā)展步驟和近期規(guī)劃、遠景規(guī)劃,力求務實探索LNG的區(qū)域前景和發(fā)展脈絡。論文的主要觀點將會重點依托地區(qū)性新能源發(fā)展規(guī)劃展開,呈現(xiàn)LNG區(qū)域性大規(guī)模發(fā)展的良好前景和推進方向,突出LNG大規(guī)模應用貼近市場、環(huán)境需求的態(tài)勢。 2.主要貢獻 大數(shù)據(jù)分析：分析方式創(chuàng)新,采用當前國內各領域均極少采用的大數(shù)據(jù)分析體系,通過對CQ市燃氣集團的能源供需數(shù)據(jù)進行精確的數(shù)字化分析,建立具有極強導向意義的數(shù)據(jù)分析體系。大數(shù)據(jù)分析的重點在于詳細分解各個能夠影響供需、銷售、運作、配送、研發(fā)的細小環(huán)節(jié),精確評估LNG規(guī)�；⿷鞍l(fā)展的進程,減少非理性投入和無目標運作。 思維導圖研究：研究方法創(chuàng)新,本次LNG區(qū)域性規(guī)�；l(fā)展研究在大數(shù)據(jù)的基礎上,將對CQ市燃氣集團服務覆蓋范圍內的供應需求進行多樣化研究,重點會借助周期性的實時數(shù)據(jù)圖表研究天然氣供應鏈的具體需求(包括重點區(qū)域數(shù)據(jù)分析、缺口分析、潛力市場分析),并會制作相應的思維導圖明晰規(guī)劃進程以及發(fā)展步驟、各部門職能。 更新傳統(tǒng)組織機構：相較于現(xiàn)有的業(yè)務,目前的天然氣產業(yè)(特別是直接服務于基層的燃氣集團),必須針對LNG的大規(guī)模應用進行組織結構化的調整,從結構管理、基礎生產、技術管控、產品供應、銷售服務上進行戰(zhàn)略調整,要求更新管理體系、變革技術,制定戰(zhàn)略計劃。CQ市燃氣集團內部各分公司大多采用較為傳統(tǒng)的管理模式和組織機構,結合針對LNG的戰(zhàn)略化調整,以LNG規(guī)�；椖窟\作團隊為試點,可嘗試對燃氣企業(yè)內部進行管理升級。通過調研,可以發(fā)現(xiàn)新項目在運作前期、中期、后期中的種種問題,通過收集、分析這些問題,可以制定更為有效率的團隊運作機制和管理體系,強化傳統(tǒng)能源行業(yè)管理、服務等團隊在新時代的競爭能力。
[Abstract]:Economic , energy - saving , environmental protection , and the sustainable development of energy are the energy application problems in China and even the whole world . In order to reduce the impact on the world environment and reduce energy consumption , the multi - energy utilization pattern that has been demonstrated is being valued by the energy industry in many countries and regions . However , in spite of renewable energy or sustainable energy , we should ensure that the production and re - opening of conventional energy can meet the large - scale industrial demand , social demand and public demand . Therefore , diversified development and application based on traditional conventional energy sources are imperative . Currently , in most parts of China , the utilization of resources such as gasoline , coal , natural gas and other resources has changed , but it is limited by the traditional mode of production , transportation mode and terminal application mode . These resources do not form the user end , and the demand end promotes the development of the energy utilization mode . Therefore , the present China energy market urgently needs to be able to break the traditional energy utilization mode , optimize the traditional energy supply and improve the traditional energy utilization efficiency . In conclusion , in the global focus on energy utilization form , emphasizing energy saving , environmental protection and economy , natural gas energy has great potential market space based on the advantages of environmental protection , economy and so on . One is the policy space with relatively loose and diversified development in the field of natural gas energy , and the other is the advantages of relatively loose and diversified development in the field of natural gas energy . 1 . Main content In the field of natural gas energy , CNG ( compressed natural gas ) has always occupied a large share , and in the high - yield areas of natural gas and other natural gas , it is in the monopoly position , so that the new form of natural gas energy cannot be developed and promoted more effectively , and the traditional natural gas utilization form greatly restricts the re - development of natural gas energy source , thus hindering the benign development in the field of natural gas energy . This situation must be reversed today in the development of energy diversification , and the development of new energy form must be expanded . In this period , China ' s natural gas industry and even the natural gas industry in the cq city need to be solved efficiently and efficiently , the transportation is convenient , it is convenient to store , use safety , environmental protection and other details , it has a feasible solution , i . e . lng ( liquefied natural gas ) application and management scale . It is precisely because of the change of the times , the demand of economic and environmental protection , the prospect that LNG has the opportunity to enter the market on a large scale , and also gives the opportunity for the natural gas industry to reform the product , service and management structure one time . The core content of this paper is to demonstrate the possibility , commercial value and industrial influence of LNG ' s large - scale production on the basis of the city gas group , in order to provide practical support for the large - scale development of LNG industry in the future by means of enterprise research on the large - scale application development of LNG business of gas group . The paper tries to find out the long - term and effective strategic management scheme to provide practical support for the large - scale development of LNG industry in the future . The emphasis of this paper will mainly focus on the scale and supply chain of the gas application in the district of cq , analyze the lng demand scale and potential market in cq city area , demonstrate the development steps of lng and the near - term planning and prospect planning , and seek practical exploration of the regional prospect and development of LNG . The main viewpoints of this paper will focus on the development of regional new energy development , present the good prospect and direction of the regional large - scale development of LNG , and highlight the situation of LNG large - scale application close to the market and environmental demand . 2 . Main contributions Big Data Analysis : The analysis method is innovated , and the data analysis system with very strong guidance significance is established through the accurate digital analysis of the energy supply and demand data in all fields in China . The key of the big data analysis lies in the detailed breakdown of the small links which can influence the supply and demand , sale , operation , distribution and development , and accurately evaluate the process of LNG scale supply and development , reduce irrational input and non - target operation . On the basis of large data , this paper studies the supply demand of natural gas supply chain by means of periodic real - time data chart , and makes a clear planning process and development steps and functions of each department . The traditional organizational structure is updated : Compared with the existing business , the present natural gas industry ( especially the gas group directly serving the grass - roots level ) must organize the structural adjustment for the large - scale application of LNG , and carry out strategic adjustment from the structure management , the basic production , the technology control , the product supply and the sales service .
