【摘要】：海洋經(jīng)濟(jì)是國家“十二五”規(guī)劃的發(fā)展重點，海洋生物醫(yī)藥產(chǎn)業(yè)作為海洋經(jīng)濟(jì)中的戰(zhàn)略性新興產(chǎn)業(yè)，必將成為新的增長點，開辟未來人類健康的一個新領(lǐng)域。所謂海洋生物醫(yī)藥產(chǎn)業(yè)是指以海洋生物為原料或提取有效成分，進(jìn)行海洋藥品與海洋保健品的生產(chǎn)加工及制造活動。舟山市地處東海海濱，有著優(yōu)越的地理區(qū)位和資源條件。海洋生物醫(yī)藥產(chǎn)業(yè)起步也較早，在承接國際醫(yī)藥產(chǎn)業(yè)轉(zhuǎn)移和發(fā)展海洋生物醫(yī)藥產(chǎn)業(yè)方面具有先發(fā)優(yōu)勢。同時，國務(wù)院批復(fù)同意建立浙江舟山群島新區(qū)，標(biāo)志著舟山市進(jìn)入海洋經(jīng)濟(jì)發(fā)展的新階段，為舟山海洋生物醫(yī)藥產(chǎn)業(yè)發(fā)展提供了新契機(jī)。因此，，研究舟山群島新區(qū)海洋生物醫(yī)藥產(chǎn)業(yè)發(fā)展具有重要意義。 經(jīng)過近年來的持續(xù)快速發(fā)展，舟山市海洋生物醫(yī)藥產(chǎn)業(yè)已具備一定的產(chǎn)業(yè)規(guī)模，培養(yǎng)了一批專業(yè)人才，建立了以市場為導(dǎo)向、以企業(yè)為主體、政府引導(dǎo)與扶持的發(fā)展機(jī)制，為產(chǎn)業(yè)的未來發(fā)展奠定了較好的基礎(chǔ)。但同時，舟山市海洋生物醫(yī)藥產(chǎn)業(yè)的發(fā)展也存在企業(yè)規(guī)模小、資金短缺、科技落后、人才缺乏等方面的問題。面對日益激烈的國際和國內(nèi)市場競爭，傳統(tǒng)的開發(fā)模式將難以為繼，必須通過擴(kuò)大產(chǎn)業(yè)規(guī)模、加大科技和資金投入、創(chuàng)新管理模式、加快實現(xiàn)產(chǎn)業(yè)集聚等方式，才能促進(jìn)海洋生物醫(yī)藥產(chǎn)業(yè)持續(xù)、快速發(fā)展。 本文在前期資料的收集和實地調(diào)研基礎(chǔ)上，首先，用數(shù)據(jù)分析了舟山群島新區(qū)海洋生物醫(yī)藥產(chǎn)業(yè)的發(fā)展現(xiàn)狀，包括了舟山群島新區(qū)海洋生物醫(yī)藥產(chǎn)業(yè)的總產(chǎn)量現(xiàn)狀、與舟山群島新區(qū)海洋第二產(chǎn)業(yè)總產(chǎn)量比較的現(xiàn)狀和與浙江省海洋生物醫(yī)藥產(chǎn)業(yè)總產(chǎn)量比較的現(xiàn)狀；其次，通過對數(shù)據(jù)的分析得出制約舟山群島新區(qū)海洋生物醫(yī)藥產(chǎn)業(yè)發(fā)展的問題，并對產(chǎn)生問題的原因進(jìn)行了歸納總結(jié)；再次，針對這些問題提出了一些對策建議，希望可以為大力發(fā)展舟山群島新區(qū)海洋生物醫(yī)藥產(chǎn)業(yè)有所幫助。
[Abstract]:The marine economy is the development focus of the national 12th Five-Year Plan. As a strategic emerging industry in the marine economy, marine biological medicine industry will become a new growth point. To open up a new field of human health in the future. The so-called marine biological medicine industry refers to the production, processing and manufacturing activities of marine medicines and marine health products using marine organisms as raw materials or extracting effective ingredients. Zhoushan City is located on the coast of the East China Sea. With superior geographical location and resource conditions, the marine biological medicine industry started earlier, and has the advantage in undertaking the international medical industry transfer and development marine biological medicine industry. At the same time, The State Council approved the establishment of the Zhoushan Archipelago New area in Zhejiang Province, marking a new stage in the development of the marine economy in Zhoushan City and providing a new opportunity for the development of the marine biological medicine industry in Zhoushan. It is of great significance to study the development of marine biological medicine industry in the new area of Zhoushan Archipelago. Through the sustained and rapid development in recent years, the marine biological medicine industry in Zhoushan City has possessed a certain industrial scale, trained a number of professionals, established a development mechanism that is market-oriented, enterprise-oriented, and guided and supported by the government. It has laid a good foundation for the future development of the industry. But at the same time, the development of marine biological medicine industry in Zhoushan also has small scale, shortage of funds and backward science and technology. In the face of increasingly fierce international and domestic market competition, the traditional development model will be difficult to sustain. We must expand the industrial scale, increase the investment in science, technology and capital, and innovate the management model. To accelerate the realization of industrial agglomeration, we can promote the sustainable and rapid development of marine biological medicine industry. On the basis of data collection and field investigation, this paper firstly analyzes the development status of marine biological medicine industry in the new area of Zhoushan Islands, including the total production of marine biological medicine industry in the new area of Zhoushan Archipelago. The present situation of comparison with the total output of marine secondary industry in Zhoushan Archipelago New area and the total output of marine biological medicine industry in Zhejiang Province; secondly, Through the analysis of the data, the problems restricting the development of marine biological medicine industry in the new area of Zhoushan Archipelago are obtained, and the reasons for the problems are summarized. Thirdly, some countermeasures and suggestions are put forward for these problems. Hope to vigorously develop the Zhoushan Islands marine medicine industry.
