【摘要】：項(xiàng)目融資以項(xiàng)目的資產(chǎn)、預(yù)期收益或權(quán)益為抵押,有別于傳統(tǒng)的融資方式,近年來在發(fā)展中國家,尤其是大型工程項(xiàng)目建設(shè)中不斷應(yīng)用,引發(fā)人們對(duì)于其有關(guān)風(fēng)險(xiǎn)及防范的思考。項(xiàng)目融資有著“有限追索”的獨(dú)特優(yōu)勢(shì),然而項(xiàng)目融資也有它的不足之處,由于大型工程項(xiàng)目融資時(shí)間長、規(guī)模大、參與方多、結(jié)構(gòu)復(fù)雜導(dǎo)致融資風(fēng)險(xiǎn)極大。因此,了解我國大型工程項(xiàng)目融資的風(fēng)險(xiǎn),構(gòu)建風(fēng)險(xiǎn)管理的基本框架,分析我國工程項(xiàng)目融資風(fēng)險(xiǎn)管理的現(xiàn)存問題以及如何解決這些問題,具有現(xiàn)實(shí)意義。本文針對(duì)我國大型工程項(xiàng)目融資風(fēng)險(xiǎn)管理的基本框架以及項(xiàng)目融資風(fēng)險(xiǎn)評(píng)估、防范等問題,不僅對(duì)項(xiàng)目融資以及風(fēng)險(xiǎn)管理的基本概念、主要特征做了較為系統(tǒng)的闡述,還結(jié)合我國大型工程項(xiàng)目的典型案例,分析了項(xiàng)目融資所面臨的各個(gè)主要風(fēng)險(xiǎn)。在風(fēng)險(xiǎn)評(píng)估方面,定性與定量相結(jié)合,建立了項(xiàng)目融資風(fēng)險(xiǎn)因素體系,在此基礎(chǔ)上提出了財(cái)務(wù)分析與動(dòng)態(tài)模糊評(píng)價(jià)法相結(jié)合的項(xiàng)目融資風(fēng)險(xiǎn)評(píng)價(jià)方案,并對(duì)示例項(xiàng)目進(jìn)行項(xiàng)目融資風(fēng)險(xiǎn)評(píng)估。然后,針對(duì)這些風(fēng)險(xiǎn),提出了風(fēng)險(xiǎn)控制方案。同時(shí),文本也注意到許多先進(jìn)的風(fēng)險(xiǎn)管理技術(shù)在我國很難得以應(yīng)用,主要原因在于我國項(xiàng)目融資風(fēng)險(xiǎn)管理在政策、法律、項(xiàng)目審批、風(fēng)險(xiǎn)管理技術(shù)以及其它一些客觀條件方面存在諸多問題,在對(duì)這些問題進(jìn)行分析的基礎(chǔ)上,本文提出了解決這些問題的初步建議與措施。本文的有關(guān)成果在示例項(xiàng)目中有所應(yīng)用,并可對(duì)其他項(xiàng)目融資風(fēng)險(xiǎn)管理的綜合評(píng)價(jià)與管理等提供有益的借鑒。
[Abstract]:Project financing is based on the assets, expected income or rights and interests of the project, which is different from the traditional financing methods. In recent years, project financing has been used in developing countries, especially in the construction of large-scale projects. Project financing has the unique advantage of "limited recourse". However, project financing also has its shortcomings, because of the long time and large scale of large-scale project financing, there are many participants. Therefore, it is necessary to understand the risks of financing large engineering projects in China, to construct the basic framework of risk management, to analyze the existing problems of risk management of project financing in China and how to solve these problems. This paper aims at the basic framework of financing risk management of large engineering projects in our country, as well as the problems of project financing risk assessment and prevention, not only the basic concepts of project financing and risk management, but also the basic concepts of project financing and risk management. The main features are described systematically, and the main risks of project financing are analyzed in combination with typical cases of large engineering projects in China. In the aspect of risk assessment, qualitative and quantitative analysis are combined. The project financing risk factor system is established, and the project financing risk evaluation scheme combining financial analysis and dynamic fuzzy evaluation is put forward, and the project financing risk assessment is carried out on the example project. At the same time, the text also notes that many advanced risk management techniques are difficult to apply in China, mainly because of the policy, law and project approval of project financing risk management in China. There are many problems in risk management technology and some other objective conditions. Based on the analysis of these problems, This paper puts forward some preliminary suggestions and measures to solve these problems. The results of this paper have been applied in some sample projects and can be used for reference in the comprehensive evaluation and management of financing risk management of other projects.
