【摘要】：項(xiàng)目成本控制是項(xiàng)目成本管理的一個(gè)主要內(nèi)容,是項(xiàng)目成功完成的一個(gè)重要指標(biāo)。近年來廣東電網(wǎng)公司江門供電局的配電網(wǎng)工程項(xiàng)目建設(shè)不斷增加,對項(xiàng)目管理也在不斷尋求有效措施進(jìn)行改善。同時(shí)開始關(guān)注投入巨額的配電網(wǎng)改造資金是否能產(chǎn)生良好的社會(huì)效益和企業(yè)效益,是否能得到合理的投資回報(bào)和貸款的按期償還。因此,加強(qiáng)配電網(wǎng)工程項(xiàng)目成本控制成為當(dāng)前的一項(xiàng)重要工作。 本文首先闡述電網(wǎng)企業(yè)配電網(wǎng)工程項(xiàng)目成本控制的研究背景和研究意義,然后在系統(tǒng)介紹了工程項(xiàng)目成本控制的概念、原則的基礎(chǔ)上,進(jìn)一步分析配電網(wǎng)工程項(xiàng)目成本影響因素、工程施工前期、中期、后期全過程成本控制及各種工程成本控制方法、措施。接著,通過對江門市區(qū)2011年配電網(wǎng)工程項(xiàng)目的深入調(diào)研,本著客觀、公正的評(píng)價(jià)原則,建立基于“作用成本法”的目標(biāo)成本控制模型,運(yùn)用“橫道圖法”、“掙值分析法”對本市配電網(wǎng)工程項(xiàng)目進(jìn)行全過程成本控制分析,并進(jìn)行項(xiàng)目后成本控制效果評(píng)價(jià)分析及考核。最后根據(jù)江門配電網(wǎng)工程的實(shí)際數(shù)據(jù)驗(yàn)證目標(biāo)成本控制模型、掙值分析法在配電網(wǎng)工程項(xiàng)目成本控制中的有效性和合理性,得出了江門配電網(wǎng)建設(shè)、運(yùn)營和管理情況良好的結(jié)論。通過本文的研究,以期促進(jìn)配電網(wǎng)工程項(xiàng)目成本控制的全過程化、規(guī)范化,提高配電網(wǎng)建設(shè)項(xiàng)目的管控水平和投資效益。
[Abstract]:Project cost control is one of the main contents of project cost management and an important indicator for the successful completion of the project. In recent years, the construction of distribution network project of Jiangmen Power supply Bureau of Guangdong Power Grid Company has been increasing. The project management is also looking for effective measures to improve it. At the same time, it has begun to pay attention to whether the huge distribution network renovation funds can produce good social benefits and enterprise benefits. Therefore, it is an important task to strengthen the cost control of distribution network project. This paper first describes the research background and significance of the cost control of distribution network project in power grid enterprises, and then introduces the concept and principle of project cost control systematically. Further analysis of distribution network project cost factors, engineering construction in the early, middle and late stages of the whole process of cost control and various engineering cost control methods, measures. Based on the investigation of the distribution network project in Jiangmen city in 2011 and the objective and fair evaluation principle, the target cost control model based on "action cost method" is established. This paper analyzes the whole process cost control of the distribution network project in this city by using the method of "horizontal road diagram" and "earned value analysis". Finally, according to the actual data of Jiangmen distribution network project, verify the target cost control model and the validity and rationality of earned value analysis method in the distribution network project cost control. The conclusion of Jiangmen distribution network construction, operation and management is good. Through the research of this paper, we hope to promote the whole process and standardization of distribution network project cost control, and improve the control level and investment benefit of distribution network construction project.
