【摘要】：項目管理方法已經(jīng)在各行業(yè)中得到廣泛應用,并在外軍裝備采購中得到普遍應用。項目管理在我軍裝備采購中的有效應用有益于開展裝備現(xiàn)代化建設,從而滿足日益深化的軍事斗爭準備。 本文在深入研究項目管理理論的基礎(chǔ)上,總結(jié)了裝備采購實踐的四個特點,分析了裝備采購項目管理與一般項目管理的異同,在項目管理理論框架基礎(chǔ)上重點從質(zhì)量、進度和費用這三個項目管理的核心內(nèi)容分別展開研究。 首先在裝備質(zhì)量管理與監(jiān)督理論的基礎(chǔ)上,分析了航天某院戰(zhàn)術(shù)型號現(xiàn)行質(zhì)量管理模式的優(yōu)勢和不足,并提出將原“線”型管理模式轉(zhuǎn)為“矩陣化”模式,以達到充分體現(xiàn)全面質(zhì)量管理理念以及整合資源提高管理效能的目的； 其次闡述了裝備采購項目進度管理中的范圍管理以及進度計劃的制定,在分析傳統(tǒng)經(jīng)典網(wǎng)絡技術(shù)不足的基礎(chǔ)上,探討了關(guān)鍵鏈法的基本思想和其在進度管理中應用的可能性,并對關(guān)鍵鏈中時間參數(shù)和緩沖的估計以及進度控制等內(nèi)容進行了研究,給出了監(jiān)控監(jiān)測緩沖區(qū)時的操作對策表,實現(xiàn)了進度控制； 接著在概述裝備采購方式的基礎(chǔ)上,針對現(xiàn)行裝備定價模式中的弊端,探討了激勵機制在裝備采購定價中的應用,給出了費用控制對策,充分發(fā)揮了軍方的主導作用； 最后根據(jù)風險的經(jīng)典定義,給出了裝備采購項目中存在的風險概念,闡述了如何對裝備采購各個階段的風險進行有效的項目管理,并予以歸納總結(jié)。
[Abstract]:The project management method has been widely used in various industries and has been widely used in the procurement of foreign military equipment. The effective application of project management in the equipment procurement of our army is beneficial to the modernization of equipment. In order to meet the deepening preparations for military struggle. Based on the deep research of project management theory, this paper summarizes the four characteristics of equipment procurement practice, analyzes the similarities and differences between equipment procurement project management and general project management, and focuses on quality on the basis of project management theory framework. Progress and cost are the core contents of project management. On the basis of the theory of equipment quality management and supervision, this paper analyzes the advantages and disadvantages of the current quality management mode of tactical model in a certain aerospace institute, and puts forward that the original "line" management mode should be changed into "matrix" mode. In order to fully reflect the concept of total quality management and integrate resources to improve the effectiveness of management purposes; Secondly, the scope management and schedule planning of equipment purchasing project schedule management are expounded. On the basis of analyzing the shortcomings of traditional classical network technology, the basic idea of key chain method and the possibility of its application in schedule management are discussed. The estimation and schedule control of time parameters and buffers in the key chain are studied, and the operation countermeasure table of monitoring buffer is given, and the schedule control is realized. Then on the basis of summarizing the equipment purchasing mode, aiming at the malpractice of the current equipment pricing mode, the paper discusses the application of the incentive mechanism in the equipment purchase pricing, and gives the cost control countermeasure, which brings into full play the leading role of the military. Finally, according to the classical definition of risk, this paper gives the concept of risk in equipment purchasing project, and expounds how to manage the risk in each stage of equipment procurement effectively, and summarizes it.
