東北煉化工程有限公司精益維修戰(zhàn)略的選擇及實(shí)施研究

【摘要】:隨著維修專業(yè)化和社會化的發(fā)展趨勢,維修業(yè)務(wù)與生產(chǎn)的分離,中石油東北煉化工程有限公司在此背景下重組整合,成為以工程技術(shù)服務(wù)和檢維修管理為主營業(yè)務(wù)的大型工程技術(shù)服務(wù)公司,提出了構(gòu)建維修綜合服務(wù)體系的構(gòu)想。面對新的市場環(huán)境、國內(nèi)外工程服務(wù)和維修服務(wù)日益激烈的競爭,考慮公司未來的發(fā)展,如何從全局制定出既符合企業(yè)發(fā)展要求又能贏得競爭優(yōu)勢的戰(zhàn)略,是東北工程公司面臨的客觀而又現(xiàn)實(shí)的問題。 本文從煉化維修企業(yè)發(fā)展的整體角度提出了精益維修戰(zhàn)略,將精益思想和管理理論與戰(zhàn)略視角結(jié)合在一起,,針對煉化行業(yè)及維修的特點(diǎn),系統(tǒng)的分析了煉化維修企業(yè)精益戰(zhàn)略的選擇和實(shí)施問題,是精益理論、維修理論和戰(zhàn)略管理在煉化行業(yè)的綜合運(yùn)用。首先,對精益生產(chǎn)及相關(guān)理論進(jìn)行了研究,結(jié)合維修管理的發(fā)展要求,提出了精益維修思想。其次,從煉化設(shè)備、煉化行業(yè)及煉化設(shè)備維修幾方面分析東北工程公司所處的行業(yè)特征,進(jìn)一步對煉化維修企業(yè)的發(fā)展現(xiàn)狀、問題及競爭狀況進(jìn)行了分析,得出了東北工程公司發(fā)展的總體環(huán)境狀況。在此基礎(chǔ)上,提出東北工程公司精益維修戰(zhàn)略的選擇,指出精益戰(zhàn)略應(yīng)具備敏捷化、柔性化、綜合化和流程化的特征要求及煉化維修企業(yè)精益戰(zhàn)略的要素,進(jìn)而確立了戰(zhàn)略目標(biāo)應(yīng)涵蓋安全、質(zhì)量和效益的多個(gè)層面。最后,按照精益持續(xù)改進(jìn)的思路,從精益戰(zhàn)略實(shí)施能力評價(jià)及戰(zhàn)略執(zhí)行的優(yōu)化和控制兩方面論述了精益維修戰(zhàn)略的實(shí)施。
[Abstract]:With the development trend of maintenance specialization and socialization, the separation of maintenance business and production, CNPC Northeast Refining and Chemical Engineering Co., Ltd reorganized and integrated under this background. As a large engineering technical service company with engineering technical service and inspection and maintenance management as its main business, the paper puts forward the idea of constructing a comprehensive service system for maintenance. In the face of the new market environment, The domestic and foreign engineering service and maintenance service increasingly fierce competition, considering the company's future development, how to formulate from the overall situation not only meet the requirements of enterprise development but also win the competitive advantage strategy, It is the objective and realistic problem that northeast engineering company faces. In this paper, the lean maintenance strategy is put forward from the perspective of the development of refinery and chemical maintenance enterprises. The lean thought, management theory and strategic perspective are combined, aiming at the characteristics of refining and chemical industry and maintenance. This paper systematically analyzes the selection and implementation of lean strategy in refinery maintenance enterprises, which is the comprehensive application of lean theory, maintenance theory and strategic management in refining and chemical industry. Firstly, the lean production and related theories are studied. According to the development requirements of maintenance management, the idea of lean maintenance is put forward. Secondly, the characteristics of northeast engineering company are analyzed from the aspects of refining equipment, refining and chemical industry and equipment maintenance, and the development status of refinery and chemical maintenance enterprises is further analyzed. Based on the analysis of the problems and competition conditions, the overall environmental situation of the development of Northeast Engineering Company is obtained. On the basis of this, the selection of lean maintenance strategy of Northeast Engineering Company is put forward, and it is pointed out that the lean strategy should be agile and flexible. The characteristics of integration and process and the elements of lean strategy of refinery and chemical maintenance enterprises are required, and the strategic objectives should cover many aspects of safety, quality and benefit. Finally, according to the thinking of continuous lean improvement, The implementation of lean maintenance strategy is discussed from two aspects: the evaluation of lean strategy implementation ability and the optimization and control of strategy implementation.
