【摘要】：汽車產(chǎn)業(yè)是我國的支柱產(chǎn)業(yè)之一，在我國的國民經(jīng)濟中占有極其重要的地位。目前我國汽車工業(yè)正處于高速成長期，大量資源能源的消耗以及汽車報廢高峰期的到來將引發(fā)環(huán)境和廢棄資源綜合利用的問題，這對于實現(xiàn)汽車產(chǎn)業(yè)的可持續(xù)發(fā)展是個巨大的考驗。隨著生產(chǎn)者延伸責任制度(Extended Producer Responsibility，簡稱EPR)在發(fā)達國家的廣泛實施以及在報廢汽車回收領(lǐng)域作為一項制度政策進行實施的成功經(jīng)驗，國內(nèi)也在逐步實踐有關(guān)在報廢汽車回收管理中引入生產(chǎn)者延伸責任制度，以期更好地應(yīng)對汽車報廢高峰期的到來，從而有效解決廢棄資源的綜合利用問題。 本文以生產(chǎn)者延伸責任制度為政策導向，以報廢汽車為研究對象，以回收模式為研究內(nèi)容，對在生產(chǎn)者延伸責任制度下的報廢汽車回收模式進行經(jīng)濟學分析。首先，運用外部性理論分析了生產(chǎn)者延伸責任制度在廢棄產(chǎn)品回收處理中的作用以及將廢棄產(chǎn)品外部性內(nèi)部化的合理性和有效性，并分析了報廢汽車的環(huán)境負外部性和回收高價值性，結(jié)合適合在回收中實施生產(chǎn)者延伸責任制度的廢棄產(chǎn)品的特征，說明報廢汽車是一種適合在其回收中實施生產(chǎn)者延伸責任制度的廢棄產(chǎn)品類型。其次，分析總結(jié)了生產(chǎn)者延伸責任制度在歐盟、日本和美國等汽車工業(yè)發(fā)達、報廢汽車回收利用管理較為先進的國家的實施情況，，作為在我國報廢汽車回收行業(yè)推行生產(chǎn)者延伸責任制度的借鑒經(jīng)驗。并介紹了我國關(guān)于報廢汽車回收利用的政策法規(guī)和生產(chǎn)者延伸責任理念在現(xiàn)有政策中的體現(xiàn)，然后結(jié)合我國報廢汽車回收行業(yè)的現(xiàn)狀問題，充分討論了在我國報廢汽車回收利用產(chǎn)業(yè)中推行生產(chǎn)者延伸責任的必要性。再次，對基于生產(chǎn)者延伸責任制度的三種報廢汽車的回收模式，即生產(chǎn)者自建回收模式、生產(chǎn)者聯(lián)盟回收模式和第三方外包回收模式的特點進行了分析。最后，簡要闡述了生產(chǎn)者延伸責任制度下的報廢汽車回收流程，并通過構(gòu)建生產(chǎn)企業(yè)的決策模型，對不同回收模式下生產(chǎn)企業(yè)可能實現(xiàn)的最大收益及其條件進行分析，從而找出生產(chǎn)者最優(yōu)利潤的影響因素，分析根據(jù)不同條件應(yīng)怎樣選擇合適的回收模式，為生產(chǎn)者選擇適合企業(yè)發(fā)展的回收模式提供理論指導和依據(jù)。
[Abstract]:The automobile industry is one of the pillar industries in our country and plays an extremely important role in our national economy. At present, the automobile industry of our country is in the period of rapid growth. The consumption of a large amount of resources and energy and the arrival of the peak period of vehicle scrapping will lead to the problem of comprehensive utilization of the environment and waste resources. This is a great test to realize the sustainable development of automobile industry. With the extensive implementation of extended Producer responsibility system (EPRs) in developed countries and as a system policy in the field of scrap car recycling. Successful implementation experience, In China, the extended producer responsibility system has been introduced into the recycling management of end-of-life vehicles, in order to cope with the arrival of the peak period of scrap better, and to effectively solve the problem of comprehensive utilization of abandoned resources. This paper takes the extended producer responsibility system as the policy direction, takes the scrap car as the research object, takes the recycling model as the research content, carries on the economic analysis to the end-of-life car recycling pattern under the producer extended responsibility system. Based on the externality theory, this paper analyzes the function of the extended producer responsibility system in the recovery and treatment of discarded products, the rationality and effectiveness of internalizing the externality of discarded products, and analyzes the negative environmental externalities and high value recovery of end-of-life vehicles. Combined with the characteristics of waste products suitable for implementing extended producer responsibility system in recycling, it is shown that end-of-life vehicles are a kind of waste products suitable for the implementation of extended producer responsibility system in recycling. Secondly, This paper analyzes and summarizes the implementation of the extended producer responsibility system in countries such as the European Union, Japan and the United States, where the automobile industry is developed and the recycling and utilization management of end-of-life vehicles is relatively advanced. As a reference experience of implementing the extended producer responsibility system in the recycling industry of end-of-life vehicles in China, this paper introduces the policies and regulations on recycling and utilization of end-of-life vehicles in China and the embodiment of the concept of extended producer responsibility in the existing policies. Then combined with the current situation of scrap car recycling industry in China, the necessity of promoting extended producer responsibility in the recycling and utilization industry of end-of-life vehicles in China is fully discussed. This paper analyzes the characteristics of three recycling modes of end-of-life vehicles based on the extended producer responsibility system, that is, producer self-built recovery model, producer union recovery model and third-party outsourcing recovery mode. This paper briefly describes the recycling process of end-of-life vehicles under the extended producer responsibility system, and analyzes the maximum income and conditions of the production enterprises under different recovery modes by constructing the decision model of the production enterprises. In order to find out the influencing factors of the producer's optimal profit and analyze how to select the appropriate recovery mode according to different conditions, this paper provides theoretical guidance and basis for the producer to choose the recovery mode suitable for the development of the enterprise.
