【摘要】：改革開放以來，中國航天事業(yè)在衛(wèi)星、火箭導彈、載人飛船研制方面取得了令人矚目的成就。我國的國家性質(zhì)、信息科技實力和保密技術(shù)現(xiàn)狀等決定著航天企業(yè)必須首先著眼國家安全的需要，這使得保密文化建設(shè)對于航天企業(yè)的發(fā)展十分重要。 北京機電工程總體設(shè)計部是我國最早從事固體導彈研制的總體設(shè)計部，企業(yè)一直將保密工作作為企業(yè)發(fā)展建設(shè)的重要內(nèi)容。在物質(zhì)防范措施和保密技術(shù)防護措施逐步完善的大背景下，涉密人員成為近幾年發(fā)生泄密事件的主要原因。目前,總體部涉密人員占總?cè)藬?shù)的97％，以往單一的制度約束已難以充分調(diào)動年輕員工在遵守保密制度方面的積極性，保密制度執(zhí)行效果不夠明顯、保密教育形式相對單一、涉密人員保密意識淡薄、經(jīng)費投入相對不足、保密人才儲備相對匱乏，以及由此引發(fā)的潛在泄密隱患，，已成為阻礙科研生產(chǎn)、企業(yè)發(fā)展、甚至危及國家安全的不容忽視的問題。 為了構(gòu)建知行合一的企業(yè)保密文化，北京機電工程總體設(shè)計部內(nèi)部管理層有必要深入了解當前保密文化理論，在保密實踐的基礎(chǔ)上，探索適合自身發(fā)展的保密文化體系；有必要創(chuàng)新保密教育模式，提升員工對企業(yè)保密文化的認同度，從源頭避免泄密事件的發(fā)生，從而使保密文化成為保障科研產(chǎn)品信息安全、推動企業(yè)科技進步和航天事業(yè)的發(fā)展的持久動力。
[Abstract]:Since the reform and opening up, China's space industry has made remarkable achievements in the development of satellites, rocket missiles, and manned spaceships. The strength of information technology and the status quo of security technology determine that spaceflight enterprises must first pay attention to the needs of national security, which makes the construction of secrecy culture is very important for the development of aerospace enterprises. The General Design Department of Electromechanical Engineering in Beijing is the first overall design department in China to engage in the development of solid missiles. Enterprises have always regarded confidentiality work as an important part of the development and construction of enterprises. In the context of the gradual improvement of material and confidential technical protection measures, confidential personnel have become the main cause of leak incidents in recent years. At present, In the past, it was difficult to fully mobilize the enthusiasm of young employees in complying with the secrecy system, and the enforcement effect of the secrecy system was not obvious enough, and the form of secrecy education was relatively single. The secret personnel's secret consciousness is weak, the fund investment is relatively insufficient, the secret talent reserve is relatively scarce, and the potential hidden trouble caused by it has become a problem that can not be ignored that hinders the scientific research and production, the enterprise development, and even endangers the national security. In order to construct the enterprise security culture which integrates knowledge and practice, it is necessary for the internal management of the general design department of Beijing electromechanical engineering to deeply understand the current theory of secrecy culture, and explore the system of secrecy culture suitable for its own development on the basis of the practice of secrecy. It is necessary to innovate the security education mode, promote the employee's approval of the security culture of the enterprise, avoid the occurrence of the leak incident from the source, and make the secret culture become the security of the scientific research product information. To promote the scientific and technological progress of enterprises and the development of space industry a lasting driving force.
