【摘要】：當(dāng)前中國面臨的能源安全和環(huán)境保護(hù)問題日益突出,風(fēng)力發(fā)電越來越受到重視。但是受限于資源分布和技術(shù)原因,與傳統(tǒng)能源相比,風(fēng)電電力成本在電力市場中不具競爭優(yōu)勢,如果沒有政府政策的扶持,風(fēng)力發(fā)電在當(dāng)前的電力市場中沒有競爭力。此外,風(fēng)電本身的間歇性、隨機(jī)性和波動(dòng)性,風(fēng)電并網(wǎng)會(huì)影響電網(wǎng)的穩(wěn)定性和帶來電力調(diào)度上的難題,難以通過簡單的市場機(jī)制解決。 本文首先對(duì)中國風(fēng)電產(chǎn)業(yè)發(fā)展現(xiàn)狀、中國風(fēng)電產(chǎn)業(yè)政策和存在的問題進(jìn)行了初步分析。指出當(dāng)前中國風(fēng)電產(chǎn)業(yè)發(fā)展中面臨著綜合規(guī)劃缺乏、風(fēng)電技術(shù)落后、風(fēng)電并網(wǎng)障礙和產(chǎn)業(yè)政策不配套等問題,影響風(fēng)電產(chǎn)業(yè)持續(xù)穩(wěn)健發(fā)展。在此基礎(chǔ)上通過情景分析法對(duì)風(fēng)電產(chǎn)業(yè)發(fā)展中技術(shù)研發(fā)、市場機(jī)制和政策支持對(duì)風(fēng)電產(chǎn)業(yè)發(fā)展進(jìn)行了情景預(yù)測。同時(shí)分析了中國政府的風(fēng)電技術(shù)研發(fā)策略選擇,風(fēng)電發(fā)展目標(biāo)規(guī)劃中的政府行為,風(fēng)電市場中供需雙方企業(yè)行為,并借鑒國外發(fā)展風(fēng)電的經(jīng)驗(yàn),提出構(gòu)建促進(jìn)中國風(fēng)電產(chǎn)業(yè)發(fā)展的政策體系。 第一,根據(jù)風(fēng)力資源分布和風(fēng)電產(chǎn)業(yè)現(xiàn)狀制定科學(xué)、合理的風(fēng)電場建設(shè)規(guī)劃,同時(shí)明確風(fēng)電產(chǎn)業(yè)發(fā)展中地方政府的作用和地位,通過政策引導(dǎo)和統(tǒng)籌協(xié)調(diào)規(guī)制地方政府的行為,協(xié)調(diào)風(fēng)電供需雙方的企業(yè)行為,共同促進(jìn)風(fēng)電產(chǎn)業(yè)發(fā)展。第二,通過加大對(duì)風(fēng)電產(chǎn)業(yè)的財(cái)政投入、建立促進(jìn)風(fēng)電產(chǎn)業(yè)發(fā)展的融資環(huán)境,發(fā)展中國風(fēng)電產(chǎn)業(yè)的產(chǎn)業(yè)基金來擴(kuò)大對(duì)風(fēng)電產(chǎn)業(yè)融資渠道。同時(shí)進(jìn)一步完善風(fēng)電產(chǎn)業(yè)稅費(fèi)政策,增加風(fēng)電產(chǎn)業(yè)盈利預(yù)期和投資者的積極性,其中通過調(diào)整關(guān)稅政策引導(dǎo)外國公司將整機(jī)制造技術(shù)向國內(nèi)轉(zhuǎn)移,促進(jìn)中國風(fēng)電產(chǎn)業(yè)在技術(shù)研究方面更好吸收和創(chuàng)新。第三,通過加大對(duì)技術(shù)研發(fā)的資金投入、強(qiáng)研發(fā)隊(duì)伍的培養(yǎng)、建立并完善風(fēng)電產(chǎn)業(yè)技術(shù)標(biāo)準(zhǔn)并確保技術(shù)標(biāo)準(zhǔn)有效執(zhí)行,建立以市場需求為導(dǎo)向促進(jìn)風(fēng)電技術(shù)研發(fā)的社會(huì)化服務(wù)體系等措施完善的風(fēng)電技術(shù)研發(fā)和創(chuàng)新體系,提高中國風(fēng)電技術(shù)研發(fā)和自主創(chuàng)新能力。第四,通過對(duì)風(fēng)電并網(wǎng)電價(jià)進(jìn)行補(bǔ)貼和并網(wǎng)工程投資進(jìn)行補(bǔ)貼的同時(shí),加強(qiáng)配套電網(wǎng)規(guī)劃建設(shè)和系統(tǒng)優(yōu)化,建立適合風(fēng)電產(chǎn)業(yè)持續(xù)穩(wěn)健發(fā)展的市場機(jī)制,同時(shí)加快風(fēng)電消納市場的建設(shè),全面衡量建立適合的風(fēng)電開發(fā)、配送和消納方案。第五,進(jìn)一步完善支持風(fēng)電產(chǎn)業(yè)的法律法規(guī)體系、加大政策執(zhí)行力度和政策監(jiān)管力度,同時(shí)繼續(xù)完善風(fēng)電產(chǎn)業(yè)相關(guān)的配套設(shè)施政策,通過系統(tǒng)化的產(chǎn)業(yè)政策下和相關(guān)的配套政策的共同作用下促進(jìn)中國風(fēng)電產(chǎn)業(yè)長期、快速和穩(wěn)健的可持續(xù)發(fā)展。
[Abstract]:At present, the problems of energy security and environmental protection in China are becoming increasingly prominent, and wind power generation has been paid more and more attention. However, due to the distribution of resources and technical reasons, wind power costs do not have a competitive advantage in the electricity market compared with traditional energy sources. Without the support of government policies, wind power generation is not competitive in the current electricity market. In addition, the intermittent, randomness and volatility of wind power itself, wind power interconnection will affect the stability of the power grid and bring problems in power dispatching. Difficult to solve through simple market mechanism. In this paper, the current situation of wind power industry in China, the policy of wind power industry in China and the existing problems are analyzed. It is pointed out that the development of wind power industry in China is faced with a lack of comprehensive planning and backward wind power technology. Problems such as obstacles to wind power grid connection and lack of matching industrial policies affect the sustained and steady development of wind power industry. On this basis, research and development of wind power industry technology in the development of wind power industry is carried out through scenario analysis. Market mechanism and policy support forecast the wind power industry development. At the same time, it analyzes the Chinese government's strategy choice of wind power technology research and development, the government behavior in the wind power development target planning, the enterprise behavior of both supply and demand in the wind power market. Based on the experience of foreign wind power development, this paper puts forward a policy system to promote the development of wind power industry in China. First, according to the distribution of wind power resources and the current situation of the wind power industry, we should formulate a scientific and rational wind farm construction plan, and at the same time make clear the role and position of the local governments in the development of the wind power industry. Through policy guidance and coordinated regulation of the behavior of local governments, coordinating the enterprise behavior of both supply and demand of wind power, and jointly promoting the development of wind power industry. Second, by increasing the financial input to the wind power industry, Establish a financing environment to promote the development of the wind power industry, develop industrial funds for the wind power industry in China to expand the financing channels for the wind power industry. At the same time, further improve the tax and fee policy for the wind power industry, increase the profit expectations of the wind power industry and the enthusiasm of investors. Among them, by adjusting the tariff policy, foreign companies will be guided to transfer the whole machine manufacturing technology to China, so as to promote better absorption and innovation in technological research in the Chinese wind power industry. Third, by increasing the investment in technological research and development, Strengthen the training of R & D team, establish and improve the technical standards of wind power industry and ensure the effective implementation of technical standards, To establish a sound wind power technology research and development and innovation system based on market demand oriented social service system for wind power technology research and development, and to improve the capability of wind power technology development and independent innovation in China. 4th, By subsidizing the wind power grid price and the investment in the grid connection project, we should strengthen the planning and construction of the supporting grid and optimize the system, and establish a market mechanism suitable for the sustained and steady development of the wind power industry. At the same time, speed up the construction of the wind power consumption market, comprehensively measure the establishment of suitable wind power development, distribution and absorption schemes. 5th, further improve the legal and regulatory system to support the wind power industry, and intensify policy implementation and policy supervision. At the same time, we should continue to improve the supporting facilities policy of wind power industry, and promote the long-term, rapid and steady sustainable development of wind power industry in China through the combination of systematic industrial policies and related supporting policies.
