【摘要】：經(jīng)過(guò)改革開(kāi)放30多年的發(fā)展,廣東逐步形成以紡織服裝、食品飲料、建筑材料、家用電器、金屬制品、家具制造等行業(yè)為代表的優(yōu)勢(shì)傳統(tǒng)工業(yè)體系。優(yōu)勢(shì)傳統(tǒng)工業(yè)對(duì)廣東經(jīng)濟(jì)發(fā)展起到了重要的支撐作用,推動(dòng)廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)轉(zhuǎn)型升級(jí)是廣東走新型工業(yè)化道路的內(nèi)在要求,從廣東省政府層面推動(dòng)廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)轉(zhuǎn)型升級(jí)具有重要意義。 本文在梳理前人研究工作的基礎(chǔ)上,結(jié)合廣東實(shí)際,對(duì)廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)發(fā)展的現(xiàn)狀進(jìn)行研究,通過(guò)建立相關(guān)指標(biāo)體系確定廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)的主要行業(yè),運(yùn)用波特鉆石模型分析廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)的發(fā)展現(xiàn)狀和相關(guān)條件,歸納廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)發(fā)展存在的問(wèn)題,分析產(chǎn)生這些問(wèn)題深層次原因。同時(shí),研究廣東省政府推動(dòng)廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)面臨的機(jī)遇、挑戰(zhàn),具備的有利條件和面臨的主要制約因素。在此基礎(chǔ)上,綜合各類因素進(jìn)行組合分析,一方面圍繞優(yōu)勢(shì)因素,從發(fā)揚(yáng)長(zhǎng)處的角度提出廣東省政府的工作對(duì)策方向,另一方面圍繞劣勢(shì)因素,從彌補(bǔ)短板的角度提出廣東省政府的工作對(duì)策方向,并進(jìn)一步細(xì)化每一項(xiàng)工作對(duì)策的具體內(nèi)容,梳理形成一整套廣東省政府推動(dòng)廣東優(yōu)勢(shì)傳統(tǒng)工業(yè)轉(zhuǎn)型升級(jí)的工作對(duì)策體系,主要包括制定實(shí)施一項(xiàng)省級(jí)中長(zhǎng)期規(guī)劃,出臺(tái)三個(gè)省級(jí)工作指導(dǎo)意見(jiàn),開(kāi)展六項(xiàng)省級(jí)重點(diǎn)專項(xiàng)工作,實(shí)施十項(xiàng)保障措施等。
[Abstract]:After more than 30 years of reform and opening up, Guangdong has gradually formed textile, clothing, food and beverage, building materials, household appliances, metal products, The superior traditional industrial system, represented by furniture manufacturing and other industries, has played an important supporting role in Guangdong's economic development. Promoting the transformation and upgrading of Guangdong's superior traditional industries is an inherent requirement for Guangdong to take the road of new-type industrialization. It is of great significance to promote the transformation and upgrading of Guangdong's superior traditional industry from the level of Guangdong Provincial Government. On the basis of combing the previous research work and combining the reality of Guangdong, this paper studies the present situation of Guangdong's advantage traditional industry, and establishes the relevant index system to determine the main industries of Guangdong's superior traditional industry. Using Porter diamond model to analyze the current situation and related conditions of Guangdong's superior traditional industry, to sum up the problems existing in Guangdong's superior traditional industry, and to analyze the causes of these problems. This paper studies the opportunities, challenges, favorable conditions and main restrictive factors that Guangdong provincial government faces in promoting Guangdong's superior traditional industries. On the basis of this, it synthesizes all kinds of factors to carry on the combination analysis, on the one hand, revolves around the superiority factor, On the other hand, around the inferior factors, the author puts forward the working countermeasure direction of Guangdong provincial government from the point of view of making up the shortcomings, and further refines the concrete contents of each work countermeasure. Combing and forming a set of measures for Guangdong Provincial Government to promote the transformation and upgrading of Guangdong's superior traditional industries, mainly including formulating and implementing a provincial medium- and long-term plan and issuing three provincial work guidance opinions. Carry out 6 provincial key special work, carry out 10 safeguard measures and so on.
