【摘要】：新技術(shù)、新材料和新工藝的采用,大大提高了建設(shè)工程施工風(fēng)險。工程保險作為轉(zhuǎn)移工程風(fēng)險的重要手段,在實際的操作過程中,其內(nèi)部各因素之間以及與外界環(huán)境的相互影響錯綜復(fù)雜,對其發(fā)展和應(yīng)用的研究和深入探討具有重要意義。本文針對我國建設(shè)工程保險的現(xiàn)狀及存在問題,借鑒國際上先進(jìn)的工程保險經(jīng)驗,并在比較研究的基礎(chǔ)之上,全面分析問題,對工程保險在我國建設(shè)項目中的應(yīng)用和發(fā)展策略展開了深入探討,取得了下列研究成果： (1)結(jié)合我國建設(shè)工程保險的特點分析其發(fā)展現(xiàn)狀、存在問題與影響因素,并與國外發(fā)達(dá)國家的建設(shè)工程保險應(yīng)用情況進(jìn)行比較分析,借鑒其先進(jìn)經(jīng)驗,并論述了建設(shè)工程保險的參與主體及運作原理； (2)探討了建設(shè)工程保險的風(fēng)險管理模式,構(gòu)建了基于工程保險的風(fēng)險管理模式架構(gòu),制定了基于工程保險的風(fēng)險管理實施流程,并提出保險公司工程風(fēng)險管理措施,制定了基于工程保險的風(fēng)險管控流程圖； (3)提出了基于效用函數(shù)的工程保險費率的厘定模型,為優(yōu)化我國建設(shè)工程保險費率厘定方法提供了參考； (4)在借鑒國外發(fā)達(dá)國家工程保險監(jiān)管制度及模式經(jīng)驗的基礎(chǔ)上,提出了我國工程保險監(jiān)管制度的構(gòu)建措施,以及確立我國工程保險監(jiān)管的合理模式的思路； (5)全面論述了我國建設(shè)工程保險的未來發(fā)展策略,指明了建設(shè)工程保險的發(fā)展方向,從宏觀和微觀角度提出了建設(shè)工程保險的發(fā)展對策。
[Abstract]:The adoption of new technologies, new materials and new technologies has greatly increased the construction risks of construction projects. As an important means of transferring engineering risks, engineering insurance is used in the actual operation process. The internal factors and the interaction with the external environment are complicated, so it is of great significance to study and discuss the development and application of these factors. This paper aims at the present situation and existing problems of the construction engineering insurance in China. Drawing lessons from the international advanced engineering insurance experience, and on the basis of comparative research, this paper comprehensively analyzes the problems, and probes into the application and development strategy of engineering insurance in construction projects of our country, and obtains the following research results:. 1) analyzing the present situation, existing problems and influencing factors of construction engineering insurance in our country, and comparing it with the application of construction engineering insurance in developed countries, and drawing lessons from its advanced experience. The main body and operation principle of construction engineering insurance are discussed. This paper discusses the risk management mode of construction engineering insurance, constructs the risk management model framework based on engineering insurance, formulates the implementation flow of risk management based on engineering insurance, and puts forward the engineering risk management measures of insurance company. The flow chart of risk control based on engineering insurance is established. 3) the model of engineering insurance rate determination based on utility function is put forward, which provides a reference for optimizing the method of determining construction insurance rate in China. 4) on the basis of drawing lessons from the experience of the supervision system and mode of engineering insurance in developed countries, this paper puts forward the construction measures of the supervision system of engineering insurance in our country and the idea of establishing a reasonable mode of supervision of engineering insurance in our country. This paper comprehensively discusses the future development strategy of construction engineering insurance in China, points out the development direction of construction engineering insurance, and puts forward the development countermeasures of construction engineering insurance from macro and micro angles.
