【摘要】：隨著世界經(jīng)濟的發(fā)展，各國都積極的進行經(jīng)濟結(jié)構(gòu)改革，制定新的經(jīng)濟規(guī)劃，尤其突出的是加快戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展，力爭在科技創(chuàng)新和經(jīng)濟結(jié)構(gòu)改革中占據(jù)有利地位，為產(chǎn)業(yè)的發(fā)展尋求新的經(jīng)濟增長源泉。長期以來，我國的經(jīng)濟顯現(xiàn)出了持續(xù)增長的勢頭。但是，通過對國內(nèi)外促進經(jīng)濟增長因素的對比，不難發(fā)現(xiàn)，我國的經(jīng)濟增長依然沒有擺脫科技含量低、資源消耗多、環(huán)境污染嚴重的粗放型產(chǎn)業(yè)的拉動，這嚴重的威脅到了我國經(jīng)濟可持續(xù)發(fā)展的愿景，戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展迫在眉睫。 另外，知識經(jīng)濟的高速發(fā)展，使知識產(chǎn)權成為各國競相爭奪的戰(zhàn)略性資源。相應的，作為知識產(chǎn)權重要組成部分的專利，也同樣引起全世界的高度重視。因此，制定符合自身發(fā)展需要的專利戰(zhàn)略成為促進我國戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的重要手段與方法。同時，對專利戰(zhàn)略的研究在推動我國經(jīng)濟的發(fā)展中具有十分重要的意義。 在本文的研究中，采用了當前國內(nèi)外都比較先進的專利地圖的方法，對戰(zhàn)略性新興產(chǎn)業(yè)中的風力發(fā)電產(chǎn)業(yè)進行了獨立研究。本文所使用的數(shù)據(jù)，首先通過國家知識產(chǎn)權局內(nèi)的專利檢索平臺，搜集了有關風力發(fā)電產(chǎn)業(yè)的專利信息，并且進行了統(tǒng)計性的記錄、分類，隨后對特定的專利技術進行了更加深入的分析研究，最后制定出對制定專利戰(zhàn)略有著重大作用的專利地圖。然后通過研究制定的專利地圖對國內(nèi)外風力發(fā)電產(chǎn)業(yè)的專利狀況進行了全面系統(tǒng)的研究，結(jié)合戰(zhàn)略聚類模型，確定了我國風力發(fā)電產(chǎn)業(yè)所處的競爭地位，制定出了符合我國風力發(fā)電產(chǎn)業(yè)發(fā)展的專利戰(zhàn)略，同時提出了促進風力發(fā)電產(chǎn)業(yè)專利戰(zhàn)略實施的重要策略。本文的研究為我國風力發(fā)電產(chǎn)業(yè)的發(fā)展提供了重要的依據(jù)，同時對促進我國風力發(fā)電產(chǎn)業(yè)的發(fā)展具有一定的理論意義與現(xiàn)實意義。
[Abstract]:With the development of the world economy, all countries are actively carrying out economic structural reform and formulating new economic plans, especially to accelerate the development of strategic emerging industries and strive to occupy a favorable position in scientific and technological innovation and economic structural reform. Seeking new sources of economic growth for the development of industry. For a long time, China's economy has shown a momentum of sustained growth. However, by comparing the factors that promote economic growth at home and abroad, it is not difficult to find out. The economic growth of our country still has not got rid of the low science and technology content, the resources consume much, the environment pollution serious extensive industry pull, this has seriously threatened our country economy sustainable development vision, the strategic emerging industry development is imminent. In addition, with the rapid development of knowledge economy, intellectual property rights have become a strategic resource competing for by various countries. Accordingly, patents, as an important part of intellectual property rights, have also attracted great attention from all over the world. Making patent strategy that meets the needs of our own development has become an important means and method to promote the development of China's strategic emerging industries. At the same time, the research on patent strategy is of great significance in promoting the development of our economy. In the research of this paper, using the method of patent map, which is more advanced at home and abroad, the wind power industry in the strategic emerging industry is studied independently. First of all, through the patent retrieval platform within the State intellectual property Office, we collected patent information about wind power generation industry, and carried out statistical records and classification, and then carried out more in-depth analysis and research on specific patent technologies. Finally, the patent map which plays an important role in the development of patent strategy is worked out. Then, the patent status of wind power industry at home and abroad is studied comprehensively and systematically through the patent map made by the research, combining with the strategic clustering model. The competitive position of the wind power industry in China has been determined, and the patent strategy for the development of the wind power industry in China has been formulated. At the same time, an important strategy to promote the implementation of the patent strategy of wind power industry is put forward. The research in this paper provides an important basis for the development of wind power industry in China. At the same time, it has certain theoretical and practical significance to promote the development of wind power industry in China.
