【摘要】：企業(yè)效能監(jiān)察是提高企業(yè)效能的綜合性管理監(jiān)控工作。對效能監(jiān)察重點項目跟蹤監(jiān)督進行研究，查找跟蹤監(jiān)督中存在的問題和不足，制定解決問題的對策，這不但豐富和完善了效能監(jiān)察重點項目跟蹤監(jiān)督理論，，而且提高跟蹤監(jiān)督的效率和效果，有利于提高經(jīng)濟效益、管理效益、社會效益和反腐倡廉成效。 本課題以加強勝利油田企業(yè)效能監(jiān)察為宗旨，主要采取文獻查閱、問卷調(diào)查、統(tǒng)計分析、數(shù)據(jù)分析、實證分析、對比借鑒等研究方法，系統(tǒng)地對勝利油田效能監(jiān)察重點項目跟蹤監(jiān)督的發(fā)展現(xiàn)狀進行研究，查找跟蹤監(jiān)督存在的問題，分析原因，制定相應(yīng)的對策。在此，本課題首先探討了效能監(jiān)察工作的基礎(chǔ)理論，介紹了效能監(jiān)察的概念、特點、工作程序以及效能監(jiān)察重點項目跟蹤監(jiān)督的含義與特點。其次，深入分析了勝利油田效能監(jiān)察重點項目跟蹤監(jiān)督的歷史與現(xiàn)狀，從跟蹤監(jiān)督思想認(rèn)識、組織協(xié)調(diào)、方案制定、措施手段、查糾問題、成效評價、獎懲兌現(xiàn)等方面找到了存在的問題。第三，提出了勝利油田加強效能監(jiān)察重點項目跟蹤監(jiān)督的對策，即，加強宣教培訓(xùn)工作，樹立正確的效能監(jiān)察理念；充實跟蹤監(jiān)督機構(gòu)，健全跟蹤監(jiān)督體制機制；完善跟蹤監(jiān)督制度，確保監(jiān)察力度到位；創(chuàng)建跟蹤監(jiān)督流程，消除效能監(jiān)察死角；構(gòu)建跟蹤監(jiān)督信息系統(tǒng)，全面增強效能監(jiān)察實效；優(yōu)化跟蹤監(jiān)督效益評價，杜絕效能監(jiān)察形式主義；改進跟蹤評審獎懲工作，充分調(diào)動效能監(jiān)察積極性。在此，改進和提高效能監(jiān)察跟蹤監(jiān)督工作的效率和效果，優(yōu)化和完善生產(chǎn)經(jīng)營管理事項，促進和保障油田科學(xué)發(fā)展。創(chuàng)新點在于對效能監(jiān)察重點項目進行歸類梳理，明確每一類效能監(jiān)察項目的監(jiān)察環(huán)節(jié)、監(jiān)察點、監(jiān)察措施和標(biāo)準(zhǔn)，借助信息網(wǎng)絡(luò)技術(shù)建立電子監(jiān)察平臺，實現(xiàn)了生產(chǎn)經(jīng)營管理制度、效能監(jiān)察制度與網(wǎng)絡(luò)信息技術(shù)的深度融合。
[Abstract]:Enterprise effectiveness supervision is a comprehensive management and monitoring work to improve the efficiency of enterprises. This paper studies the tracking and supervision of key items of efficiency supervision, finds out the problems and deficiencies existing in the tracking supervision, and formulates countermeasures to solve the problems. This not only enriches and perfects the theory of tracking and supervising the key items of efficiency supervision, but also improves the efficiency and effect of tracking and supervision, which is beneficial to the improvement of economic benefit, management benefit, social benefit and the effectiveness of fighting corruption and building a clean government. The purpose of this project is to strengthen the efficiency supervision of Shengli Oilfield enterprises. It mainly adopts the research methods of literature reference, questionnaire survey, statistical analysis, data analysis, empirical analysis, comparison and reference, etc. This paper systematically studies the present situation of tracking and supervision of key items in Shengli Oilfield efficiency monitoring, finds out the problems existing in tracking supervision, analyzes the reasons, and formulates the corresponding countermeasures. This paper first discusses the basic theory of efficiency supervision, introduces the concept, characteristics, working procedure, and the meaning and characteristics of the key items of efficiency supervision. The history and present situation of tracking and supervision of key items of efficiency supervision in Shengli Oilfield are analyzed in depth. From the perspective of thinking of tracking and supervision, organization and coordination, program formulation, measures, investigation and correction of problems, effectiveness evaluation, Third, it puts forward the countermeasures to strengthen the tracking and supervision of key items of efficiency supervision in Shengli Oilfield, that is, to strengthen the work of propaganda and training, to establish the correct concept of efficiency supervision, and to enrich the follow-up and supervision organization. Improve the system mechanism of tracking and supervision; improve the system of tracking and supervision to ensure that the monitoring force is in place; create a tracking and supervision process to eliminate the dead corner of efficiency supervision; build tracking and supervision information system to enhance the effectiveness of efficiency supervision; We should optimize the evaluation of the effectiveness of tracking supervision, put an end to the formalism of efficiency supervision, improve the work of rewards and punishments in tracking and evaluation, and fully mobilize the enthusiasm of efficiency supervision. In this case, we should improve and enhance the efficiency and effectiveness of the work of efficiency monitoring, tracking and supervision. To optimize and perfect the items of production management and management, to promote and guarantee the scientific development of oil fields. The innovation lies in sorting out the key items of efficiency supervision, defining the supervisory links, monitoring points, monitoring measures and standards of each kind of efficiency supervision projects, With the help of information network technology, the system of production management, the system of efficiency supervision and the integration of network information technology are realized.
