垃圾焚燒發(fā)電BOT項(xiàng)目中的政府風(fēng)險(xiǎn)分析

【摘要】:中國作為一個人口大國,歷來是一個垃圾量較多的國家,隨著土地和資源的限制垃圾處理問題也隨之越來越重,科學(xué)技術(shù)的進(jìn)步使得垃圾焚燒發(fā)電成為處理垃圾處理的首選方式,而這種建設(shè)就需要較大量的資金,受困于財(cái)政限制,政府難以解決,于是引進(jìn)社會資本參與垃圾處理行業(yè)也越來越普遍。 在這一前提下,我國垃圾處理行業(yè)也越來越采用了容易吸引社會資本的BOT模式。受困于中國的經(jīng)濟(jì)、科學(xué)知識普及度以及政治經(jīng)濟(jì)體制,中國的垃圾焚燒發(fā)電BOT項(xiàng)目大部分都出現(xiàn)一些問題。筆者站在項(xiàng)目投資商的角度,基于垃圾焚燒發(fā)電BOT項(xiàng)目的功能特點(diǎn)對其所面對的政府風(fēng)險(xiǎn)問題及風(fēng)險(xiǎn)的重要性進(jìn)行了系統(tǒng)研究分析。 首先,本文就相關(guān)BOT相關(guān)研究進(jìn)行了解,無論從項(xiàng)目運(yùn)作程序還是項(xiàng)目主要組織結(jié)構(gòu)中,均可以確立政府在BOT項(xiàng)目中占據(jù)非常重要的作用,因此BOT項(xiàng)目運(yùn)營是否成功應(yīng)該可以說政府風(fēng)險(xiǎn)分析是非常重要的。其次,利用案例分析法就9個典型的垃圾焚燒發(fā)電BOT項(xiàng)目進(jìn)行了著重分析,進(jìn)而識別出在進(jìn)行項(xiàng)目運(yùn)作時,潛在的15種政府風(fēng)險(xiǎn)因素,針對這些風(fēng)險(xiǎn)因素將內(nèi)涵相近的進(jìn)行歸納,確認(rèn)了影響項(xiàng)目運(yùn)作的10類種風(fēng)險(xiǎn)。就這10類風(fēng)險(xiǎn),為進(jìn)一步確立那些政府風(fēng)險(xiǎn)是需要注意,那些政府風(fēng)險(xiǎn)需要特別注意,那些政府風(fēng)險(xiǎn)必須注意等,利用SPSS軟件做一致性及因子要素分析。最后,結(jié)合深圳DR環(huán)保投資有限公司投資建設(shè)的衡水市垃圾綜合處理BOT項(xiàng)目,就所研究內(nèi)容做以實(shí)證分析,對項(xiàng)目運(yùn)行中的政府風(fēng)險(xiǎn)重要性進(jìn)一步探討?傮w上講,分析政府風(fēng)險(xiǎn)有助于完善垃圾焚燒發(fā)電BOT項(xiàng)目理論體系,對合理規(guī)避政府風(fēng)險(xiǎn)有實(shí)際的指導(dǎo)意義。
[Abstract]:As a country with a large population, China has always been a country with a large amount of garbage. With the restriction of land and resources, the problem of waste disposal has become more and more serious. Advances in science and technology have made incineration and power generation the preferred way to dispose of waste, which requires a large amount of money and is difficult for the government to solve because of financial constraints. So the introduction of social capital to participate in the garbage treatment industry is becoming more and more common. Under this premise, China's garbage disposal industry has increasingly adopted the BOT model, which is easy to attract social capital. It is beset by China's economic, scientific knowledge popularization and political and economic system. Most of the BOT projects in China have some problems. Based on the functional characteristics of the MSW Incineration Power Generation (BOT) project, the government risk and the importance of the risk are systematically studied and analyzed. First of all, this paper understands the relevant BOT research, whether from the project operation procedures or the main organizational structure of the project, it can be established that the government plays a very important role in the BOT project. Therefore, it should be said that government risk analysis is very important to the success of BOT project. Secondly, 9 typical MSW incineration power generation BOT projects are analyzed by case analysis method, and then the operation of the project is identified. The potential 15 kinds of government risk factors, which have similar connotations, identify 10 types of risks that affect the operation of the project. For these 10 types of risks, it is necessary to pay attention to the further establishment of those government risks. Those government risks need special attention, those government risks must be paid attention to, using SPSS software to do consistency and factor analysis. Finally, in combination with Shenzhen Dr Environmental Protection Investment Co., Ltd. Invested in the construction of Hengshui municipal solid waste comprehensive treatment BOT project, The importance of government risk in project operation is further discussed. In general, the analysis of government risk is helpful to improve the theoretical system of BOT project of MSW incineration power generation. It has practical guiding significance to avoid government risk reasonably.
